Flag Salute The regular meeting of the City of Auburn Council was called to order by Mayor Bob Roegner at 7:30 p.m. in the City of Auburn Council Chambers. Mayor Roegner led those in atten- dance in the pledge of allegiance. B. Roll Call Those in attendance included Mayor Bob Roegner; Council- members Burns,' Colburn, Craig, Larson, and Whittall and staff members Jack Bereiter, City Attorney; Len Chapman, Parks & Recreation Director; Dan Clements, Finance Director; Pat Dugan, Planning Director; Jim Gibson, Police Chief; Bob Johnson, Fire Chief; Coralee McConnehey, City Clerk; Pat Nevins, Public Works Director; and Gretel Sloan, Personnel Director. Councilmembers Kurle and Wisner were excused. C. Mayor's Announcements and Appointments Proclamation - Mayor Roegner presented a proclamation to Mary Rawley, Auburn School District PTSA, in honor of "I Am Somebody Week". Board Appointments Mayor Roegner recommended Steve Lone for membership on the Board of Appeals and Marie Peterson for membership on the Cemetery Board. MOTION by Larson, SECOND by Colburn, to concur with the Mayor's recommendations. MOTION CARRIED UNANIMOUSLY. D. Agenda Modifications - None CITIZEN INPUT, PUBLIC HEARINGS & CORRESPONDENCE II. A. Public Hearings - None B. Audience Participation Wildwood Estates - George Buckley and Robert Maine, residents of the Wildwood Mobile Home Estates, asked for further assistance in helping resolve their problems. C. Correspondence - None COUNCIL COMMITTEE REPORTS III. A. Public Works - Chairman Ron Craig - Minutes are of public record. B. Planning & Community Development - Vice-Chairman Bud Larson - No report. C. Finance - Chairman Bud Larson - Minutes are of public record. D. Minutes - January 16, 1984, Regular Meeting. B. Vouchers 1. Claims #18429-18720 in the amount of $548,934.60. 2. Payroll #43307-43779 in the amount of $461,363.74. MOTION by Craig, SECOND by Larson, to approve Consent Agenda Items A and B. MOTION CARRIED UNANIMOUSLY. OLD BUSINESS • V. OLD BUSINESS - None NEW BUSINESS VI. NEW BUSINESS A. Fire Station Construction Dick Youel, Architect for the City, gave a brief site and building layout description for the Council. The Council recessed to an Executive Session to discuss land acquisition at 8:00 p.m. The regular meeting recon- vened at 8:38 p.m. 1. South End Site Acquisition - MOTION by Colburn, SECOND by Whittall, to authorize the Mayor 6 City Clerk to close purchase of the Wadkins property for South End Fire Station in accordance with the terms and conditions on the January 19, 1984 earnest money agreement with deletion of the words "on a 20 year amortization at" in Section 1. PURCHASE PRICE. MOTION CARRIED UNANIMOUSLY. 2. North End Floor Plan - MOTION by Colburn, SECOND by Whittall, to approve the North Station floor plan as approved by the Municipal Services Committee at their January 24 meeting. Burns asked if there had been fire- fighter input on the design. Chief Johnson indicated 11/1 there had been significant input by the firefighters. MOTION CARRIED UNANIMOUSLY. B. Ordinances and Resolutions 1. Ordinance 3942 - Related to Speed Limit Decrease on 15th Street Southwest from the Milwaukee Railroad right-of- way to West Valley Highway. MOTION by Craig, SECOND by Larson, to introduce and adopt Ordinance 3942. MOTION CARRIED UNANIMOUSLY. 2. Ordinance 3943 - Related to the Mayor's Salary. MOTION by Larson, SECOND by Burns, to introduce and adopt Ordinance 3943. MOTION CARRIED UNANIMOUSLY. 3. Ordinance 3944 - Related to Sick Leave. MOTION by Larson, SECOND by Burns, to introduce and adopt Ordinance 3944. MOTION CARRIED UNANIMOUSLY. MOTION CARRIED UNANIMOUSLY. 4. Resolution 1480 - Adopts 1984 Legislative Package and Requests Mayor to Transmit Package to Washington State Legislature. MOTION by Larson, SECOND by Whittall, to adopt Resolution 1480 with the deletion of the Tort Claims Filing and Tort Claims Liability. MOTION CARRIED UNANIMOUSLY. 5. Resolution 1481 - Authorizes King County Rape Relief Agreement for 1984. MOTION by Larson, SECOND by Burns, to adopt Resolution 1481. MOTION CARRIED UNANIMOUSLY. MAYOR'S REPORT VII. MAYOR'S REPORT - Mayor Roegner reported on the status of the Urban Parks Bill, Fireworks Bill and King County Boundary Review Board Bill in the Legislature. ADJOURNMENT • IPVIII.
