AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AUBURN,
WASHINGTON, APPROVING AN APPROPRIATION OF FUNDS AS PROVIDED IN
THE CONTRACT FOR SOCIAL SERVICES BETWEEN THE CITY AND THE
HOUSING AUTHORITY OF THE COUNTY OF KING FOR THE PERIOD
COMMENCING DECEMBER 1, 1994 AND ENDING NOVEMBER 30, 1995.
WHEREAS, the City Council of the City of Auburn must
adopt and approve all appropriations by Ordinance pursuant to
Chapter 35A.33 RCW; and
WHEREAS, the King County Housing Authority has determined
a need exists for certain social services to be performed for
its residents but does not have the manpower or expertise to
perform such services; and
WHEREAS, the Housing Authority desires to have the City
of Auburn perform such services.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AUBURN,
WASHINGTON, DO ORDAIN AS FOLLOWS:
Section ~. The Mayor and City Clerk of the City of
Auburn are authorized to execute a Contract for Social
Services between the City and the Housing Authority of the
County of King pursuant to which the Housing Authority will
provide grant funding to the City of Auburn Police Department
to provide a full time officer to be assigned to Green River
Homes, Burndale Homes and Firwood Circle. A copy of said

Section Z. Pursuant to Chapter
"A" and is incorporated
35A.33 RCW, the City
Council hereby approves the expenditure and appropriation of a
maximum total amount of FIFTY THOUSAND NINE HUNDRED EIGHTY-TWO
DOLLARS ($50,982.00) which constitutes funding as authorized
in the Contract for Social Services between the City of Auburn
and the Housing Authority of the County of King for the period
commencing December 1, 1994 and ending November 30, 1995.
Section 3. The Mayor is hereby authorized to implement
such administrative procedures as may be necessary to carry
out the directions of this legislation.
Bection 4. This Ordinance shall take effect and be in
force five (5) days from and after its passage, approval and
publication, as provided by law.

CONTRACT FOR SOCIAL SERVICES
This Agreement is entered into by and between the Housing Authority of the County of
King, hereinafter referred to as the "Housing Authority", and the City of Auburn, hereinafter
referred to as "the Agency", whose principal office is located at 15 North Division, Auburn. WA
98002.
WHEREAS, the Housing Authority has determined the need to have certain social
services performed for its residents but does not have the manpower or expertise to perform such
services, and
WHEREAS, the Housing Authority desires to have the Agency perform such services
pursuant to certain terms and conditions, now, therefore,
IN CONSIDERATION OF the mutual benefits and conditions hereinafter contained, the
parties hereto agree as follows:
1. S~ope of Services to be Performed by Agency. The Agency shall perform those
services described on Exhibit A attached hereto and incorporated herein by this reference as if
fully set forth. In performing such services, the Agency shall at all times comply with all Federal,
State and local statutes, rules and ordinances applicable to the performance of such services and
the handling of any funds used in connection herewith.
2. Comnensation and Method of Payment. The Housing Authority shall pay the
Agency for services rendered according to the rate and method set fetch on Exhibit B attached
hereto and incorporated herein by this reference. The total amount to be paid shall not exceed
$50.982.
3. The. A~encv Budget. The Agency shall apply thc funds received under this
Agreement within the maximum limits set forth in this Agreement and according to the budget
itemized on Exhibit B. The Agency shall request prior approval from the Housing Authority
whenever thc, Agency desires to amend its budget by transferring funds among the budget
categories.
4. Duration of A~eement. The Agreement shall be in full force and effect for a
period commencing December 1, 1994, and ending November 30, 1995, unless sooner
terminated under the provisions hereinafter specified.

S. Independent Contractor. The Agency and Housing Authority agree the Agency is
an independent Contractor with respect to the services provided pursuant to this Agreement.
Nothing in this Agreement shall be considered to create a relationship of employer and employee
between the parties hereto. Neither the Agency nor any employee of the Agency shall be
entitled to any bencfits accorded Housing Authority employees by virtue of thc services provided
under this Agreement. The Housing Authority shall not be responsible for withholding or
otherwise deducting federal income tax or social security or contributing to the State Industrial
Insurance Program, or otherwise assuming the duties of an employer with respect to the Agency,
or any employees of the Agency.
6. ~ The Agency shall indemnify, defend and hold harmless the
Housing Authority, its agents and employees, from and against any and all liability arising from/~"~
injury or death to persons or damage to property resulting in whole or in part from acts

A. The Agency shall procure and maintain in full force throughout the
duration of this Agreement comprehensive general liability insurance with a minimum coverage
of $500,000.00 per occupancedaggregate for personal injury and property damage. Said policy
shall name the Housing Authority of the County of King as an additional named insured and
shall include a provision prohibiting cancellation or reduction in the amount of said policy except
upon thirty (30) days' prior written notice to the Housing Authority. Cancellation of the required
insurance shall automatically result in termination of this Agreement.
B. · In addition to the insurance provided for in Paragraph A above, the
Agency shall maintain or insure, that its professional employees or contractors maintain
professional liability insurance in the event that services delivered pursuant to this Agreement,
either directly, or indirectly, involve providing professional services. Such professional liability
insurance shall be maintained in an amount not less than $500,000.00 combined single limit per
claim/aggregate. For the purpose of this paragraph "professional services" shall mean any
services provided by a physician, licensed psychologist, or other licensed professional.
7. C. Certification of coverage as required by Paragraphs A and B above shall
be delivered to the Housing Authority within fifteen (15) days of execution of this Agreement.

8. Record Keepin~ and Reoorting.
A. The Agency shall maintain accounts and records, including personal,
property, financial and programmatic records which sufficiently and properly reflect all direct
and indirect costs of any nature expended and services performed in thc performance of this
Agreement and other such records as may be deemed necessa~ by the Housing Authority to
ensure proper accounting for all funds contributed by thc Housing Authority to thc performance
of this Agreement and compliance with this Agreement.
B. These records shall be maintained for a period of seven (7) years after
termination hereof unless permission to destroy them is granted by the office of the archivist in
accordance with RCW Chapter 40.14 and by the Housing Authority.
C. The Agency shall submit monthly program accomplishment reports
(Exhibit C) which compare actual vs. projected accomplishments and expenditure rates.
Projected performance measures and expenditure are listed on Exhibit C. This report shall be
submitted monthly, along with the Agency's request for reimbursement which shall be submitted
on The Agency's letterhead.
9. Audits and InspectiQB. The records and docmnents with respect to all matters
covered by this Agreement shall be subject at all times to inspection, review or audit by thc
Housing Authority or any other government agency so authorized by law during the performance
of this Agreement. The Housing Authority shall have the right to an annual audit of the
Agency's financial statement and condition.
I0. ~. This agreement may at any time be terminated by the Housing
Authority giving the Agency thirty (30) days written notice of the Housing Authority's intention
to terminate the same. If the Agency's insurance coverage is canceled for any reason, the
Housing Authority shall have the right to terminate this Agreement.
11. Discrimination Prohibited. The Agency shall not discriminate against any
employee, applicant for employment, or any person seeking the services of the Ageilcy to be
provided under this Agreement on the basis of race, color, religion, creed, sex, age, national
origin, mental status or the .presence of any sensory, mental or physical handicap.
12. Assi_~unent and Subcontract, The Agency shall not assign or subcontract any
portion of the service contemplated by this Agreement without the written consent of the
Housing Authority.

13. Entire A~reement. This agreement contains the entire Agreement between the
parties hereto and no other Agreements, oral or Otherwise, regarding the subject matter of the
parties hereto. Either party may request changes in the Agreement. Proposed changes which are
mutually agreed upon shall be incorporated by written amendments to this Agreement.
14. Notices. Notices to the Housing Authority of the County of King shall be sent to

CITY OF AUBURN
Scope of Se~ices to be Provided by Agency: The agency shall furnish the residents of the
Housing Authority of the County of King communities of Green River Homes, Burndale Homes,
and Firwood Circle, drug elimination services, employing the community policing concept,
including, but not limited to, the following:
A full-time Police Officer will be assigned to Green River Homes, Bumdale Homes, and
Firwood Circle to be stationed at Green River Homes The substation will be staffed with visible
police officer presence at least 40 hours per week. The officer's proposed work schedule will be
provided to the Housing Authority Area Manager and the Officer will provide the Area Manager
schedule revisions as necessary.
The Auburn Police Department agrees that it will not reduce its current level of police services to
the public housing developments, particularly in the areas of community policing, patrol,
criminal investigations, records, dispatch and special operations.
The Auburn Police Department will cooperate with King County Housing Authority to eliminate
drug- related crime in Housing communities based upon the Drug Elimination Grant written
proposal as the Plan of Operations to establish the manner and method of performance for
community police services to be provided. The Auburn Police Depa~chuent will paflicipate in
semi annual program evaluation based on program goals as stated in the Drug Elimination Grant
written proposal. Either party to the contract may amend the scope of the plan of operations
through written request for an amendment. The Executive Director of the Housing Authority and
the Auburn Police Chief shall provide final determinations regarding the establishment of an
amendment to the plan of operations.

In addition, the City of Auburn Police Department agrees to attend monthly meetings of the Drag

The King County Housing Authority is in the process of reapplying to the U.S.
Department of Housing and Urban Development for drug elimination funds to provide
programs at housing authority sites in unincorporated King County and the citi~ of
Bellevue, Kern and Auburn.
As a requirement of the grant application proce~, the Housing Authurity must have the
s~?~m-'e of the Chief Executive Officer of any local judsdiction in which we are
proposing to provide drug elimination services. In Auburn, we are proposing a

We are applying for a total of $784,250 for the entire project, $52,002 of which is

certification is included for your signature. It would be helpful if you would also write a
letter of commitment, using City of Auburn letterhead for inclusion in the grant proposal.

As Mayor of the City of Auburn, I am pleased to send this letter of commitment and
support for the King County Housing Authority "Working Together" Drug Elimination
Grant application. I am proud of the work accomplished by our Police Department
personnel who have provided community policing services over the last four years.
The community policing model operating at Green River Homes, Bumdale Apartments,
and Firwood Circle have provided us with information and ideas for integrating
community policing into our citywide public safety program.
As in the past, if the grant is awarded, Auburn will contract with the King County Housing
Authority to provide services in accordance with the Notice of Funding Availability for the
Drug Elimination Grant. Personnel from the Auburn Police Department have worked with
Housing Authority to understand clearly that the contracted services are above and
beyond the baseline services provided for in our Cooperative Agreement with the King
County Housing Authority.

KING COUNTY HOUSING AUTHORITY
SUMMARY OF THE "WORKING TOGETHER"
PUBLIC HOUSING DRUG ELIMINATION GRANT PROGRAM
Background: Since 1991, the "Working Together" program has been providing a
coordinated approach to drug elimination in public housing communities owned and
operated by the King County Housing Authority. From 1991-1993, the grant provided
services to Cascade Apartments, Springwood Apartments and Valli Kee Homes in Kent
and Burndale Homes, Firwood Circle, and Green River Homes in Auburn. In 1993, the
program was expanded to include Park Lake Homes in White Center, and in 1994, the
program expanded to Eastside Terrace and College Place in Bellevue.
The "Working Together" program model involves the coordinated efforts of residents,
housing management staff, local law enforcement, and human services. A TEAM
representing each of these groups meets regularly to review and evaluate program efforts.
They work daily to coordinate drug elimination activities. This "Working Together"
model results in a clear message that drugs will not be tolerated. Residents involved with
drugs understand that they can move; they can be arrested; they can be evicted; or, they
can work with treatment agencies and other human services to get chemical dependency
treatment and end their involvement with drugs.
The "Working Together" program has resulted in reductions of eviction rates, drug-
related crime, calls to police and other emergency services, and resident complaints to
management. It has further resulted in greater participation by youth and their families in
activities which strengthen families, increase success in school and increase self-esteem A
number of families have been successful in their recovery efforts, found employment and
become serf-sufficient. Many have been able to move out of public housing into
apartments and homes where they are paying market-rate rents.
1994-1995 Grant Application: The 1995-1996 grant request to the U.S. Department of
Housin8 and Urban Development is for $777,750 to pay for the proposed 'Working
Together" programs listed below:

Intervention Programs: Intervention programs help prepare those who need treat-

Department of Housing and Urban Development for drug elimination funds to provide
programs at housing authority sites in unincorporated King County and the cities of
Bellevue, Kent and Auburn.

King County Housing Authority. As Chief of the Auburn Police Department, I am proud
of the work accomplished by our community policing personnel at Green River Homes,
Firwood Circle and Burndale Homes.
The community policing model created through our contract with the King County
Housing Authority is an important part of our strategic plan to provide more community
policing in the future to all Auburn neighborhoods. We are proud of the fact that the
public housing substations have been particularly effective in eliminating drugs from public
housing. As part of our commitment to the success of this project, we have agreed to
provide services and benefits with an in kind value of $35,888.
Personnel from the Police Department have worked closely with King County Housing
Authority staff to review our contract and reporting process. As in the past, if the grant is
awarded, Auburn will contract with the Kin8 County Housing Authority to provide

BUDGET NARRATIVE
BRIEF PROGRAM DESCRIPTION: The King County Housing Authority will
contract with the Auburn Police Department to provide a community policing substation
at Green River Homes, staffed by one full-time officer. The officer will spend equal
amounts of time at each of three public housing communities in Auburn -- Green River
Homes, Burndale Homes and Firwood Circle. The Officer will be responsible for on-site
law enforcement by foot patrol and car patrol will collect data on crime activities, and
intervene in problem solving efforts with individuals and the resident councils to prevent
crimes from occurring. The officer will attend all "Working Together" Team meetings and
coordinate efforts with other members of the Team. The officer will communicate
regularly with the housing management staffto assist residents in need of services. In
addition, the officer will do other community outreach efforts with special attention to
youth aetivities. The proposed contract between the Auburn Police Department and the
Housing Authority of the County of King for these services is attached to this application
as Appendix A.
