AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AUBURN,
WASHINGTON, AUTHORIZING THE ACCEPTANCE OF A G~NT FROM THE
TRANSPORTATION IMPROVEMENT BOARD FOR CONSTRUCTION OF SIDEWALK
IMPROVEMENTS ALONG AUBURN WAY SOUTH IN THE VICINITY OF LES
GOVE PARK, IMPROVE PEDESTRIAN ACCESS TO KING COUNTY METRO
TRANSIT, LIBRARY AND SENIOR CENTER.
WHEREAS, pursuant to Ordinance No. 4834, the City Council
approved the expenditure and appropriation of a Central Puget
Sound Public Transportation Account (CPSPTA) Grant from the
Transportation Improvement Board Pedestrian Facility Program
Fund with matching funds from KC METRO and local matching
funds from the 102 Gas Tax Fund for the design and
construction of bus zone accessibility improvements and
general sidewalk improvements; and
WHEREAS, the City Council of the City of Auburn must
adopt
Chapter 35A.33 RCW; and
NOW, THEREFORE, THE CITY COUNCIL OF

Description of Proposed Improvements

be included in the approved Transportation Improvement Program and/or approved Transportation Plan.

O Indicate the following dates: design completion project advertised for bids, and project completion
The project will install new sidewalks along one side of Auburn Way South,
remove poles and other obstructions, install wheelchair ramps and make other
pedestrian safety improvements.
The project will also relocate the bus shelter serving Les Gove Park. The
shelter will be moved to the Park parking area and will acco~cnodate Kiss and
Ride and bike to bus transfer. The City is working with ~[ETRO and has
obtained a CPSPTA grant for the new bus shelter and for improvealent of the
walking, bike access, to the Senior Center and Library. This stop will be a
major addition to public transportation in south Auburn.
The City of Auburn anticipates to begin this project in July 19S'6 and plan to
have Design completed in September, with advertisement for bid in October.
Project completion will be in Dece~er.
This project is in conformity with the City of Auburn's Capital Facility Plan
adopted in April 17, 1995 by Resolution No. 2635. The Auburn Way South
sidewalk improvement project will also be adopted and added to the City of
Auburn 6-year TIP for 1997-2000.
The project area is also identified in the King County Metro Transportation
improvement areas for which they have allocated funds.

Agency Certification
Certification is hereby given that Local and/or Private Matching Funds and Other Funds
associated with the total project are available to coordinate with the proposed project
development.
This project has been reviewed by the Legislative Body of the Administering Agency or
agencies or its Designee, and is consistent with the Agency Comprehensive Plan for the
Community Development.
If required, an Environmental Impact Analysis has been conducted. An Environmental
Impact Statement or Negative Declaration of Environmental Impact, as appropriate, has
been circulated pursuant to RCW 42.21C. The results have been utilized in arriving at
the decisions reflected in the prospectus.
A public involvement process was used by the Agency or its designee during
development of the project. It includes meaningful citizen participation at all phases of
the project.
All right of way required for the project is available. All right of way for this project has
been acquired in accordance with WAC chapter 468-100.
If the project is located in or affecting a non-attainment area, the Lead Agency certifies
compliance with all requirements of the State & Federal Clean Air Acts.
