AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AUBURN,
WASHINGTON, REPEALING AUBURN CITY CODE SECTION 10.36.190
ENTITLED "PARKING IN RESIDENTIAL DISTRICTS-MAXIMUM VEHICLE
SIZE", AUBURN CITY CODE SECTION 10.36.275 ENTITLED "PROHIBITED
PARKING OF SEMITRAILERS AND TRAILERS", AUBURN CITY CODE
SECTION 10.36.276 ENTITLED "AUTHORITY TO IMPOUND", AUBURN CITY
CODE SECTION 10.36.277 ENTITLED "VIOLATION-PENALTY", AND
ADOPTING A NEW CITY CODE SECTION 10.36.190 ENTITLED "PARKING
OF SEMITRAILERS, TRUCK TRACTORS, TRAILERS, BOATS, CAMPING
TRAILERS AND MOTORHOMES ON A PUBLIC ROADWAY OR PUBLIC
RIGHT OF WAY, INCLUDING ALL RESIDENTIAL DISTRICTS WITHIN THE
CITY OF AUBURN".
WHEREAS, Pursuant to RCW 35A.11.020 entitled "Powers vested in
legislative bodies of noncharter and charter code cities" the Council of the City
of Auburn has been provided the power to regulate its local municipal affairs
appropriate to the good government of the city; and
WHEREAS, Washington State Constitution article XI section 11 grants to
local governments the police power to enact legislation to protect the health,
safety and welfare of its citizens.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AUBURN,
WASHINGTON, DO ORDAIN AS FOLLOWS:
Section 1. PURPOSE. The purpose of this Ordinance is as follows:
To update the Auburn City Code as it applies to the parking of vehicles
on public roadways and public right of ways, including within all residential

districts as set forth in Exhibit "A" attached hereto and incorporated herein by
this reference.
Section 2. Constitutionality or Invalidity. If any section, subsection,
sentence, clause or phrase of this Ordinance is for any reason held to be invalid
or unconstitutional, such invalidity or unconstitutionality shall not affect the
validity or constitutionality of the remaining portions of this Ordinance, as it
being hereby expressly declared that this Ordinance and each section,
subsection, sentence, clause and phrase hereof would have been prepared,
proposed, adopted and approved and ratified irrespective of the fact that any
one or more section, subsection, sentence, clause or phrase be declared invalid.

Section 3. The Mayor is hereby authorized to implement such
administrative procedures as may be necessary to carry out the directions of
this legislation.
Section 4. This Ordinance shall take effect and be in force from and
after five (5) days from date of publication.

Section 10.36.190 PARKING OF SEMITRAILERS~ TRUCK TRACTORS~
TRAILERS~ BOATS~ CAMPING TRAILERS AND MOTORItOMES ON A
PUBLIC ROADWAY OR PUBLIC RIG}IT OF WAY~ INCLUDING AI,I,
RESIDENTIAL DISTRICTS WITHIN TItE CITY OF AUBURN.
A. Semitrailers not attached to truck tractor - Any semitrailer parked on a
public roadway or in the public right of way within the city limits of Auburn,
including all residential districts, which are not attached and fully engaged onto
a truck tractor used primarily for drawing a semitrailer is prohibited and shall be
an infraction punishable by a monetary penalty not to exceed $250.00. The
monetary penalty provided for by this section may be forfeited, or contested or
mitigated heating may be requested, as authorized by law.
B. Semitrailer attached to the truck tractor - No semitrailer that is attached and
fully engaged onto a truck tractor used primarily for drawing a semitrailer shall
be parked on a public roadway or in the public right of way in a residential
district in the city for a period exceeding one hours's continuous time, except for
the expeditious loading or unloading of articles and materials. This includes the
truck tractor without the trailer. Parking of the truck tractor without the
semitrailer is also prohibited.
C. Boats~ boat trailers~ utility trailers~ RV trailers, or any other licensed trailer
- Any boat, boat trailer, utility trailer, RV trailer, or any other licensed trailer not
included in subparagraphs A or B above that is parked on a public roadway or in
the public right of way in all residential districts is prohibited, except when the
trailer is attached and fully engaged to the towing vehicle. If the trailer is
attached and fully engaged to the towing vehicle, it may not be parked on a
public roadway or in the public right of way for more than 24 hours.
D. Motorhomes - Motorhomes may be legally parked on a public roadway or in
the public right of way in all residential districts for no more than 24 hours.

E. All vehicles not included in A, B, C or D - Any vehicle not included in A, B,
C or D which exceeds seven and one-half feet in width or exceeding twenty feet
in length is prohibited from parking on a public roadway or in the public right of
way in all residential districts in the city for a period exceeding one hours's
continuous time except for thc expeditious loading or unloading of articles and
materials.
