AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AUBURN,
WASHINGTON, CREATING A HUMAN RESOURCES DEPARTMENT,
SETTING FORTH THE DUTIES OF THE DIRECTOR OF HUMAN
RESOURCES, AND ESTABLISHING DUTIES OF THE HUMAN RESOURCES
DEPARTMENT; AND REPEALING ORDINANCE NO. 4728 ADOPTED MAY 6,
1996.
WHEREAS, the City of Auburn is organized under the optional Municipal
Code, Title 35A RCW; and
WHEREAS, the City currently has in existence a Personnel Department
which is supervised by a Personnel and Risk Management Director; and
WHEREAS, the term "Human Resources Department" is more
descriptive of responsibilities and services provided by the department than is
"Personnel Department"; and
WHEREAS, for effective administration it is in the public interest to
establish by ordinance a Human Resources Department setting forth the duties
of its director and the duties of the department.
NOW, THEREFORE, THE CITY COUNClIL OF THE CITY OF AUBURN,
WASHINGTON, DO ORDAIN AS FOLLOWS:
Section 1. Purpose: HUMAN RESOURCES DEPARTMENT
CREATED: There is created an administrative department of the city to be
known as the human resources department of the City, which shall be under the
supervision of the director of human resources. The director of human resources

shall be appointed by the mayor and approved by a majodty of the members of
the city council.
Section 2. DUTIES OF THE DIRECTOR OF HUMAN RESOURCES:
The director of human resources will have the following duties:
A. Supervise and administer the human resources department
including, benefits, recruitment and selection, classification and
compensation, collective bargaining, labor relations, EEO/AAP,
and dsk management programs, and assist in court
administration, at the request of the court.
Section 3, DUTIES OF THE HUMAN RESOURCES DEPARTMENT:
The human resources department shall supervise and oversee the
following:
A. Preparation and implementation of the budget for the
department.
B. Assists the Court in the preparation and implementation of
the Court budget.
C. Formulate and recommend comprehensive goals on human
resources issues.
D. Formulate and administer the City's human resources
policies and programs.

E. Ensure compliance with statutory requirements and City
policies and procedures relative to employment law,
collective bargaining, and safety/risk management issues.
F. Develop, maintain, and administer a comprehensive benefits
pregram for the employees of the City.
G. Maintain and update the City's classification system.
H. Maintain, update, and coordinate with the Finance
Department, the City's salary schedules.
I. Develop recruiting plans and centrally administer the
selection and hidng processes for all City hidng decisions.
J. Coordinate with all departments the use of contract
employees and employment agencies.
K. Provide information and recommendations on inter-
jurisdictional and annexations actions, as they apply to
employment issues.
L. Represent the City in ail collective bargaining and grievance
issues.
M. Investigate and resolve employee relations issues.
N. Develop and administer the City's Safety and Risk
Management pregrams.

O. Administer the City's Affirmative Action and Equal
Employment Opportunities programs.
P. Maintain the data in the City's Human Resources Information
System.
Section 4. Ordinance No. 4728, adopted May 6, 1996, is hereby
repealed.
Section 5. Invalidity. If any provision of this ordinance is determined to
be invalid or unenforceable for any reason the remaining provisions will remain in
force and effect.
Section 6. Implementation. The Mayor is hereby authorized to
implement such administrative procedures as may be necessary to carry out the
directions of this legislation.
Section 7. Effective Date. This Ordinance shall take effect and be in
force five (5) days from and after its passage, approval and publication, as
prescribed by law.
