AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AUBURN,
WASHINGTON AMENDING ORDINANCE NO. 5506, ATTACHMENT "A",
CODIFIED AS AUBURN CITY CODE CHAPTER 19.04 ENTITLED
"TRANSPORTATION IMPACT FEES" TO INCLUDE THE CORRECT IMPACT FEE
RATE FOR COMMERCIAL OFFICE UP TO 49,999 SQUARE FEET.
WHEREAS, the City of Auburn is authorized by Chapter 82.02 RCW
to require new growth and development within the City of Auburn to pay
a proportionate share of the cost of new facilities to serve such new
growth and development through the assessment of impact fees; and
WHEREAS, on April 2, 2001, the City Council of the City of Auburn
approved Ordinance 5506 entitled, 'The City of Auburn Transportation
Impact Fee Ordinance"; and
WHEREAS, Ordinance 5506 established a transportation impact fee
system for the City of Auburn; and
WHEREAS, the fee rate listed in Attachment "A" understates the
Impact fee rate for commercial office up to 49,999 square feet; and
WHEREAS, the fee rate should be $ 2.24 per square feet of gross
floor area.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AUBURN,
WASHINGTON, DO ORDAIN AS FOLLOWS:

Section 1. Ordinance No. 5506, Attachment "A", codified as
Auburn City Code Chapter 19.04 entitled "Transportation Impact Fees" is
hereby amended as shown in "Exhibit A", attached hereto and
incorporated herein by reference.
Section 2. The above-cited Findings of Fact are herewith approved
and incorporated in this Ordinance.
Section 3. If any provision of this Ordinance or its application to any
person or circumstances is held invalid, the remainder of this Ordinance
shall remain in force and effect.
Section 4. The Mayor is hereby authorized to implement such
administrative procedures as may be necessary to carry out the
directives of this legislation.
Section 5. This Ordinance shall take effect and be in force five (5)
days from and after its passage, approval and publication, as provided
by law.

A. Basic trip rates are based on the ITE Trip Generation Manual, 6th Edition.
B. Impact fee rate calculation is based upon the following methodology:
- Basic Trip Rate = PM Peak Hour Trip Generation (per unit of measure)
- Basic Trip Rate x Percent of New Trips x Trip Length Adjustment x Per Trip Fee /
(divide by) 1,000 for rate per square foot (where applicable) = Impact Fee Rate (per unit of measure)
C. For land uses not specifically identified here trip generation rates Could be derived from ITE or a special study
by the applicant.
D. Per trip fee is $ 573.50
E. sf = square foot = sq ft
Footnotes:
1. Impact fee rate was $ 3.80/sf. For the economic welfare of the citizens of Auburn rate has been reduced to $2.50/sf.
2. VFP = Vehicle fueling position
3. Space is individual vehicle sales space. 70 vehicles for sale = 70 vehicle spaces.
