HomeMy WebLinkAbout5619ORDINANCE NO. 5 6 1 9 AN ORDINANCE OF THE CITY OF AUBURN, WASHINGTON, AMENDING AUBURN CITY CODE 13.41.030 PERTAINING TO UTILITY SYSTEMS DEVELOPMENT CHARGE. THE CITY COUNCIL OF THE CITY OF AUBURN, WASHINGTON, DO ORDAIN AS FOLLOWS: Section 1. The purpose of this amendment is to incorporate changes in the utility systems development charge for the water and storm drainage utilities. Section 2. Chapter 13.41, entitled Utility Systems Development Charge of the Auburn City Code, specifically Section 13.41.030 entitled "Utility systems development charge imposed - Rates - Review." be amended as follows: 13.41.030 Utility systems development charge imposed - Rates - Review. A. The utility systems development charge will be computed baccd eR to consider the future and/or current value of the utility system's fixed assets excludinq contributions by developem, less def)mc, iatieR, and !gsc outstanding bonded indebtedness, and wil.~l also consider an appropriate service unit. For the water utility the appropriate service unit shall be an equivalent residential unit (ERU). An ERU is total water Ordinance No. 5619 December 5, 2001 Page 2 consumption divided by average consumption of single-family residences. For water, ERU's are allocated to and charges collected based on the size of the water service meter. The sewer utility appropriate service unit shall be a Residential Customer Equivalent (RCE). ^ RCE shall be as defined by the King County Department of Metropolitan Services (Metro). Except that fo__~r multi-family residential units with separate water meters for each family unit, the sewer utility systems development charge will be calculated as 1 RCE per family unit. The storm drainage appropriate service unit shall be an ERU ESU. A storm drainage ERU ESU is considered equal to 2,600 square feet of parcel coverage by impervious surfaces. The utility systems development charge imposed shall be reviewed annually by the City Council and the charge shall be revised to reflect changes in utility asset value, depreciation of the utility system fixed assets, bonded indebtedness, and the number of ERU~ er-RCE, or ESU customers served. Section 3, If any section, subsection, clause or phrase of this Ordinance is for any reason held to be invalid or unconstitutional, such invalidity or unconstitutionality of the remaining portions of this Ordinance, as it being Ordinance No. 5619 December 5, 2001 Page 3 hereby expressly declared that this Ordinance and each section, subsection, sentence, clause and phrase hereof would have been prepared, proposed, adopted and approved and ratified irrespective of the fact that any one or more section, subsection, sentence, clause or phrase be declared invalid or unconstitutional. Section 4. The Mayor is hereby authorized to implement such administrative procedures as may be necessary to carry out the directions of this legislation. Section 5. This Ordinance shall take effect and be in force five days from and after its passage, approval and publication as provided by law.
