AN ORDINANCE OF THE CITY COUNCil OF THE CITY OF
AUBURN, WASHINGTON, CREATING A NEW SECTION 2.06.045
OF THE AUBURN CITY CODE, RELATING TO CITY COUNCil
COMMITTEE OF THE WHOLE
WHEREAS, the current provisions of the Auburn City Code provide for Regular
Meetings and Special Meetings of the City Council, set forth in Chapter 2.06 of the City
Code; and
WHEREAS, in addition thereto, the procedures and calendars of the City include
regular standing committees of the City Council; and
WHEREAS, both Regular Council Meetings and standing committees meet on
Mondays, either the first and third Mondays of the month, or the second and fourth
Mondays of the month; and
WHEREAS, in that the occasional fifth Monday of the month is available, it would
be advantageous for the City Council to take advantage of that availability and schedule
somewhat regularly, meetings at which the Mayor and City Council may address
specific issues of importance to the City that don't lend themselves to the agendas of
the Regular Council Meetings and standing committees.
NOW, THEREFORE, THE CITY COUNCil OF THE CITY OF AUBURN,
WASHINGTON, DO ORDAIN AS FOllOWS:
Section 1. NEW SECTION TO CITY CODE: That a new Section 2.06.045 of
the Auburn City Code is created to read as follows:
2.06.045 Committee of the Whole meetings.
Committee of the Whole, consisting of the entire membership of the City Council
and the Mayor as presiding officer, shall meet at 5:00 p.m. on the fifth Mondays of the
month throughout the year, at the Council Chambers at Auburn City Hall, 25 West Main
Street, Auburn, Washington, unless a different time and/or location is specially set and

noticed, or unless such meeting is cancelled by the Mayor for lack of an agenda with
proper notice. The purpose of such meetings of the Committee of the Whole shall be to
address specific issues of city-wide importance that don't lend themselves to the
agendas of the standing committees, and that don't in their present form or stage of
development don't lend themselves to the agendas of the Regular Council Meetings.
The City Council shall not take final action on any matters coming before it at a meeting
of the Committee of the Whole unless the meeting is noticed as a Special Meeting for
such purpose, pursuant to the requirements of Section 2.06.040 of the City Code.
Section 2. IMPLEMENTATION: The Mayor is hereby authorized to implement
such administrative procedures as may be necessary to carry out the directives of this
legislation.
Section 3. CONSTITUTIONALITY OR INVALIDITY: If any section, subsection,
clause, phrase, or sentence of this Ordinance, is for any reason held to be invalid or
unconstitutional, such invalidity or unconstitutionality of the remaining portions of this
ordinance, as it is being hereby expressly declared that this ordinance and each
section, subsection, clause, phrase, or sentence, hereof would have been prepared,
proposed, adopted, and approved and ratified irrespective of the fact that anyone or
more section, subsection, clause, phrase, or sentence, be declared invalid or
unconstitutional.
Section 4. EFFECTIVE DATE: This ordinance shall take effect and be in force
five (5) days from and after its passage, approval, and publication, as provided by law.
