AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
AUBURN, WASHINGTON, TO AMEND EXHIBIT "A" OF
ORDINANCE NO. 5795 AND AUTHORIZE THE MAYOR TO
IMPLEMENT THE APPROVED CHANGES
WHEREAS, an agency, who was a recipient of a Community
Development Block Grant (CDBG), later withdrew their grant application thereby
creating a surplus of budget authority in the Program Year 2004 CDBG capital
budget; and
WHEREA, the City of Auburn's wants to reserve a portion of the parking
lot for the Les Gove Park Spray Pool for recreational use by people with
skateboards so that they will not use their skateboards in and around the spray
pool; and
WHEREAS, the work and cost involved does not significantly change or
alter the scope, location or objectives of the Les Gove Park Spray Pool; and
WHEREAS, the City Council of the City of Auburn wants to use a portion
of the unused budget authority in its Program Year 2004 CDBG to make these
improvements; and
WHEREAS, the City Council of the City of Auburn has declared that
carrying out the purposes of federal grants or programs are both a public
purpose and an appropriate function for a city, town, county, or public
corporation:

NOW THEREFORE THE CITY COUNCIL OF THE CITY OF AUBURN,
WASHINGTON, DO HEREBY ORDAIN THE FOLLOWING:
Section 1.
That Exhibit "A" of Ordinance No. 5795 to increase the
total appropriation for the Les Gove Park Spray and decrease the appropriation
for Neighborhood House at Burndale an equal amount is hereby amended.
Disbursement of CDBG funds for a specific program or project shall not exceed
the amount appropriated, as indicated on the itemized budget set forth in Exhibit
"A" to this Ordinance for that particular program or project.
Section 2.
Implementation. The Mayor is hereby authorized to
implement such administrative procedures as may be necessary to carry out the
directives of this legislation.
Section 3.
Severability. The provisions of this ordinance are
declared to be separate and severable. The invalidity of any clause, sentence,
paragraph, subdivision, section or portion of this ordinance, or the invalidity of
the application thereof to any person or circumstance shall not affect the validity
of the remainder of this ordinance, or the validity of its application to other
persons or circumstances.
Section 4.
Effective Date. This ordinance shall take effect and be
in force five (5) days from and after its passage, approval and publication, as
provided by law.

Health care and routine/emergency dental care to low and moderate income
people at the Auburn Community Health Center located at 105 "A" Street

Emerqencv Shelters and Transitional Housinq
Operational support for emergency shelters and transitional housing units
provided by the YWCA of Seattle, King and Snohomish Counties for homeless
people at approximately 15 locations throughout Auburn. {CDBG eligible under

Emerqencv Services
Operational support for the Catholic Community Services' Emergency
Assistance Program that provides case management and financial assistance
to residents of Auburn for emergent needs such as rent/shelter, food, clothing,
utilities, gas, medicines, households goods, furniture and referral to other
social service agencies and community providers. {CDBG eligible under

Domestic Violence Victim Support
Funds to be used for translation services for victims of domestic violence, as
provided through the City of Auburn Prosecutor, including the establishment of
a volunteer victim support program. {CDBG eligible under 24CFR570.201 (e)}
NEIGHBORHOOD REVITALIZATION
Citv of Auburn's Housinq Repair Proqram
Grants of less than $5,000 for necessary repairs and renovation of single
family homes owned and occupied by low and moderate income households at
various locations throughout Auburn. {CDBG eligible under 24CFR570.202}
PUBLIC FACILITIES
Neiqhborhood House. Burndale
Funds to be used for the purchase of modular units to build community service
facility to serve residents of the Burndale Homes and the greater Aurburn

a water-conserving (reuse) water play facility and facilities for use bv people

Green River Communitv Colleqe Micro-Loan Proqram
Funds will support staff time to provide counseling and technical assistance to
micro-business development and/or expansion. {CDBG eligible under

Proqram Planninq
Planning Grant to King County Coalition Against Domestic Violence to
participate in regional planning effort to improve the availability and delivery of
DV services in South King County. {CDBG eligible under 24CFR570.205}
Proqram Administration
Salary, benefits and program materials necessary to implement, monitor and
administer eligible CDBG activities. {CDBG eligible under 24CFR570.206}
