ORDINANCE NO. 6038
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF AUBURN, WASHINGTON, AMENDING CHAPTERS
12.52 AND 15.52 OF THE AUBURN CITY CODE,
RELATED TO STREET NAMES AND BUILDING
NUMBERING
WHEREAS, the current provisions of the Auburn City Code (ACC)
concerning the naming of streets within the city limits and assigning specific
building addresses were established many decades ago, years prior to the city
limits expanding off the valley floor; and
WHEREAS, there have been numerous annexations since that time that
have expanded the City of Auburn into upland areas in West Hill, Lea Hill, and
south of the Stuck River; and
WHEREAS, street names and addresses in these areas do not in all
instances match the street grid on the valley floor; and
WHEREAS, it would be beneficial for the City to have a uniform system for
assigning street names and addresses to ensure that emergency service
providers, commercial businesses and citizens can readily find individual homes
and businesses within the City of Auburn; and
WHEREAS, any proposal to change a street name or street address
should not occur without due public notice and opportunity for affected property
owners to address the City Council; and
WHEREAS, in February 6, 2006, the City Council adopted Ordinance
5998, which established basic street naming and addressing policies and
directed the Building Official to establish procedures implementation; and

WHEREAS, through implementation of these policies, it has been
revealed that some minor adjustments to City Code are needed to address
unique street naming situations in some portions of the City;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AUBURN,
WASHINGTON, DO ORDAIN as follows:
1. AMENDMENT TO CITY CODE. That Chapter 12.52 of the Auburn
City Code is amended to read as follows:

12.52.010 Comprehensive system established.
The building official is authorized to establish comprehensive and systematic
street naming and addressing standards for the naming and designating all
streets heretofore annexed into, platted, dedicated, 13id off or established in the
city, or to be hereafter annexed into, platted, dedicated, laid off or established in
the city, in such manner that the name of each street, as so designated, shall
indicate the relative location thereof in the city. To that end the city is divided into
four parts or quadrants. Said parts or quadrants shall be hereafter known and

designated as "N.E.," "N.W.," "S.W." and "S.E," respectively; provided th3t,
streets located e3st of the Green River shall rem3in named 3nd 3ddressed
according to the King County system. The common or initial point, from which all
of said streets are to be named and designated, is fixed at the center of the
intersection of Main Street with Division Street-;-; provided that, streets located
east of the Green River shall be named and addressed accordinq to the Kinq
County system and hereafter all streets annexed into the City from
unincorporated Kinq County and all new streets platted or dedicated in these
areas shall also be named and addressed accordinq to the Kinq County

12.52.020 Northwest quadrant south boundary - Southwest quadrant
north boundary.
Except as provided in ACC 12.52.010, aAII those portions of those certain streets
in the city extending westerly from the common point shall be known and
designated as "WestMain Street" and shall form the south boundary line of
quadrant "N.W." as designated in ACC 12.52.010 and the north boundary line of
quadrant "S.W." as designated in ACC 12.52.010. (Ord. 5998, 2006; 1957 code S

12.52.030 Northeast quadrant south boundary - Southeast quadrant
north boundary.
Except as provided in ACC 12.52.010, aAII those portions of those certain streets
in the city extending easterly from the common point shall be known and
designated as "EastMain Street" and shall constitute the south boundary line of
quadrant "N.E." as designated in ACC 12.52.010 and the north boundary line of
quadrant "S.E." as designated in ACC 12.52.010. (Ord. 5998, 2006; 1957 code S

12.52.040 Northeast quadrant west boundary - Northwest quadrant east
boundary.
Except as provided in ACC 12.52.010, aAII that portion of that certain street in
the city extending northerly from the common point and all future extensions
thereof to the north (if any), shall be known and designated as "Division Street
North" and, together with the centerline thereof extended northerly from the
present north end thereof to the city limits, shall constitute the west boundary line
of quadrant "N.E." as designated in ACC 12.52.010 and the east boundary line of
quadrant "N.W." as designated in ACC 12.52.010. (ORD 5998, 2006; 1957 code

Except as provided in ACC 12.52.010, aAII that portion of that certain street in
the city extending southerly from the common point shall be known and
designated as "Division Street South" and, together with the centerline thereof
extended southerly from the present south end thereof to the city limits, shall
constitute the east boundary line of quadrant "S.W." as designated in ACC
12.52.010 and the west boundary line of quadrant "S.E." as designated in ACC
12.52.010. (Ord. 5998, 2006; 1957 code S 8.06.010.)
12.52.060 Easterly and westerly numbered streets.
Except as provided in 12.+~2.075, all streets extending in a generally easterly
and westerly direction (except "West Main Street" and "East Main Street") shall
be hereafter designated by numbers, with the addition of the proper suffix, "N.E.,"
"N.W.," "S.W." or "S.E," as the case may require, to indicate the quadrant of the
city in which such street may be situateg, as "First Street N.E.," "First Street
N.W.," "First Street S.W.," "First Street S.E.," etc., and, except as hereinafter
specially provided, such designation by numbers shall be consecutively made
from "West Main Street" and "East Main Street," said two last-named streets
being for that purpose to be considered in every instance as "zero (0)." (1957

12.52.070 Northerly and southerly lettered streets.
Except as provided in 12.52.075, all streets extending in a generally northerly
and southerly direction (except "North Division Street" and "South Division
Street") shall be hereafter designated by letters, with the addition of the proper
suffix, "N.E.," "N.W.," "S.W" or "S.E.," as the case may require, to indicate the
quadrant of the city in which such street may be situated, as "A Street N.E.," "A
Street N.W.," "A Street S.W.," "A Street S.E.," etc., and, except as hereinafter
specially provided, such designation by letters shall be made consecutively from
"North Division Street" and "South Division Street," the streets running parallel
with "North Division Street" and "South Division Street" and nearest thereto, on
either side, to be designated by the letter "A" with the proper quadrant suffix.

12.52.075 Exceptions; street naming and addressing standards.
fajA. All extensions of existinq streets newly-created, and annexed streets
lying south of the Stuck River shall be named and addressed according to
standards approved by the building official.
f9t!2.: All streets lying east of the Green River shall be named in accordance
with King County street names and addressed in accordance with st3ndards
3pproved by the building offici31 the Kinq County system.
C. All streets annexed into the City of Auburn from unincorporated Kinq
County shall be named and addressed in accordance with the Kinq County

system. Future streets created within these areas shall also be named and
addressed accordinq to the Kinq County system.
fejD. All streets that do not extend in a generally east-west or north-south
direction shall be named according to standards approved by the building
official.
fG)~ Existing streets that are not named in accordance with 12.52.060 and
12.52.070 may retain those names. If extended, those names may be
continued, as determined by the building official.
F. New streets beinq created within an area of the city where existinq streets
are not named in accordance with the standards contained herein may be
named in a manner consistent with the area in which they are located, as
determined by the buildinq official.
~G. The building official shall consult with other affected city departments in
developing street naming and addressing standards. (Ord. 5998, 2006; 1957

12.52.080 Reserved
12.52.090 Street extension plan.
In case any public street in the city, whether platted and dedicated as such or
whether conveyed to and accepted by the city for public street purposes, has not
been hereinbefore specifically named, then and in that case such omitted street
is given such name as will be in accord with the street naming and addressing
standards. (Ord. 5998, 2006; 1957 code S 8.06.030.)
12.52.100 Changing a street name - procedures.
fajA. An assigned street name may be changed by action of the City Council
upon petition for such change by no less than 60% of the property owners
within the area proposed for a change, by petition by an outside service
agency such as the U.S. Postal Service, or by petition of any City department.
f9t!2.: Prior to acting on any proposal to change a street name, the City
Council shall conduct at least one public hearing.
fejC. Mailed notice of the public hearinq shall be provided to all potentially
affected property owners, utility providers, the U.S. Postal Service, and any
other appropriate outside service agencies as determined by the building
official, at least ten (10) calendar days prior to the public hearing. Legal notice
shall also be advertised in a newspaper of general circulation at least ten (10)
calendar days prior to the public hearing.

and processing of such petitions.

12.52.110 Private streets.
All private streets shall be named and addressed in accordance with the
standards established by the buildinq official.

City Code is amended to read as follows:

15.52.010 Definitions.
Any term or definition as used in this chapter shall be those as set forth in
the International Building Code. (Ord. 2856 S 2, 1974; 1957 code S 2.15.020.)
15.52.020 Responsibility.
To insure that each building, structure and/or portion thereof has a number
designation assigned and to be known as the address in relation to such building,
structure and/or portion thereof as to the public or private street upon which the
entrance is fronting, it shall be the duty of the city building official to assign and
enforce as set forth in this chapter. (Ord. 5998, 2006; Ord. 2856 S 2, 1974; 1957
code S 2.15.010.)
15.52.030 Requirements generally.
A. The owner, agent, occupant, lessee or tenant of any building or portion
thereof situated within the city limits '.vhich has an entrance fronting upon a public
or pri'.:ate street or right of \A.'3Y shall maintain a building number thereon as
provided in this chapter.
B. Each figure of the building number shall be a minimum of four inches in
height on single-family residential occupancies 3nd five inches in height on multi
family residential occupancies. Individual suite numbers on commercial

occupancies and individual multi-family unit numbers shall be a minimum of two
inches in height. Numbers shall be of a color that will contrast with the structure's
background color and shall be either illuminated during periods of darkness or be
reflective, so the address numbers are easily seen at night.
C. The building(s) shall have the building address numerals located on the
upper 25% of the building face fronting the public street or right-of-way. This
requirement may be reduced in the downtown area where buildings are located
closer to the public way or right-of-way. Numeral size shall be as follows:

D. It shall be the duty of the building official to assign the correct building
number to all structures within the city at the time of issuance of building permits,
or upon the request of any owner, occupant or lessee. The buildinq official shall
also assign site addresses to all lots created or modified through a subdivision
process as contained within Chapter 17 Auburn City Code. The building official is
authorized to develop standards and procedures for the assignment of building
numbers in a logical and consistent manner throughout the city. The building
official shall consult with other affected city departments in the development and

15.52.040 Numbering new or altered buildings.
Upon the completion of a building or buildings, or any alteration thereof
which changes the entrances, it is unlawful for the owners, agents, occupants,
tenants or lessees to assign or place any building number thereon unless it has
been officially designated and approved by the building official, by application
therefore made at the office of the building official on forms provided by the City.

15.52.050 Erroneous number - Correction.
In the case where a building owner has placed an incorrect number on a
building within the city limits, the owner, agent, occupant, tenant or lessee shall,
upon notification of the building official, correct the erroneous number within 30
days after the date of notification. (Ord. 5998, 2006; Ord. 2856 S 2, 1974; 1957
code S 2.15.050.)
15.52.055 Changing a building number - procedures.

15.52.060 Unnumbered or illegibly numbered buildings.
In cases where a building requiring a building number to be affixed
thereon pursuant to this chapter remains unnumbered, or where the building
number thereon has become lost, destroyed or defaced so as to become
illegible, the owner, agent, occupant, tenant or lessee shall cause the building to
be numbered in a manner consistent with this chapter within 30 days after
notification therefore by the building official. (Ord. 2856 S 2, 1974; 1957 code S
2.15.060.)
15.52.070 Numbers on rear entrances.
On residential, commercial or industrial buildings having rear entrances
which open upon an alley (street not included) or private driveway, the numbers
assigned for the front or principal entrance may, in addition, be required on the
rear entrance, garage or gate, at the discretion of the building official. (Ord. 5998,
2006; Ord. 2856 S 2,1974; 1957 code S 2.15.070.)
15.52.080 Record.
An accurate record of street numbers assigned to buildings within the city
limits shall be kept in the office of the building officialmaintained by an
appropriate department of the city, as designated by the Mayor. This record shall
be kept on a map or maps designated for that purpose. (Ord. 2856 S 2, 1974;

15.52.090 Violation - Penalty.
Any violation of this chapter shall be enforced pursuant to the provisions of
Chapter 1.25 ACC. (Ord. 4502 S 18,1991; Ord. 2856 S 2,1974; 1957 code S
2.15.090.)

3. SEVERABILITY. The provisions of this Ordinance are declared to
be separate and severable. The invalidity of any clause, sentence, paragraph,
subdivision, section or portion of this ordinance, or the invalidity of the application
thereof to any person or circumstance shall not affect the validity of the
remainder of this ordinance, or the validity of its application to other persons or
circumstances.
4. IMPLEMENTATION. The Mayor is hereby authorized to implement
such administrative procedures as may be necessary to carry out the directions
of this legislation.
5. EFFECTIVE DATE. This Ordinance shall take effect and be in
force five days from and after its passage, approval and publication as provided
by law.
