AN ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF AUBURN, WASHINGTON, AMENDING
CHAPTER 2.94 OF THE AUBURN CITY CODE,
REGARDING THE CITY OF AUBURN CITIZEN'S
COMMITTEE FOR TRANSPORTATION, TRANSIT
AND TRAILS
WHEREAS, the City of Auburn created, by Ordinance No. 6158, its
Citizen's Committee for Transportation, Transit and Trails, as Chapter 2.94 of the
Auburn City Code, to assist the City Council in addressing transportation issues
including issues involving streets, sidewalks, trails, pedestrian safety and bus
service, among others; and
WHEREAS, the initial size of the Committee was set at seven (7)
members; and
WHEREAS, it is appropriate to provide flexibility to increase the size of the
Committee, so that its number could be seven (7) or more members.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AUBURN,
WASHINGTON, DO ORDAIN AS FOLLOWS:
SECTION 1. AMENDMENT TO CHAPTER OF CITY CODE. Chapter
2.94 of the Auburn City Code (ACC) is hereby amended to read as follows:

CITIZEN'S COMMITTEE FOR TRANSPORTATION, TRANSIT AND TRAILS
2.94.010 Committee created.
There is created an advisory board to be known as "The Citizen's
Committee for Transportation, Transit and Trails of the City of Auburn."

2.94.020. Membership.
There shall be not less than seven (7) members of the Committee who
shall be appointed by the Mayor and confirmed by the City Council, and who
shall serve at the pleasure of the City Council. The members shall be residents of
the City.
2.94.030 Appointment.
The members of the Committee shall be appointed from among members
of the public to include, to the extent reasonably possible, representation from
people involved with or interested in transportation, transit and trail issues within
the City and region.
2. 94.040 Terms and vacancies.
Subject to the provisions of Section 2.94.020 of this 8fdinance-Chapter
and the pleasure of the City Council, members of the Committee shall serve for a
term of three (3) years or until appointment of a successor member, whichever is
later, unless otherwise replaced. It is provided, however, that for the initial
appointment of the first seven (7) members, three (3) members shall be initially
appointed for a three (3) year term, or until appointment of a successor member,
whichever is later, unless otherwise replaced; two (2) members shall be initially
appointed for a two (2) year term, or until appointment of a successor member,
whichever is later, unless otherwise replaced; and two (2) members shall be
initially appointed for a one (1) year term, or until appointment of a successor
member, whichever is later, unless otherwise replaced. In case of any vacancies
on the commission, vacancies shall be filled consistent with the procedures set
forth in Section 2.94.020 of this 8rdinanseCha2ter, for the unexpired terms for
which such vacancies are filled. Subsequent members appointed so as to bring
the number of members above seven (7) shall be appointed with a similar
methodology, to provide for a staggered nearly equal number of members
whose terms are expiring and new members appointed, each year.
2. 94.050 Officers - Meetings.
A. The Mayor shall appoint the chairperson from among the members.
B. At its first meeting of each year, the Committee members shall elect a
vice chairperson from among the members of the Committee. The Committee
shall meet at least one time per month and as needed to perform the duties of
the Committee and to fulfill the role of being an advisory body to the City Council.
C. It shall be the duty of the chairperson to preside over all meetings of the
Committee. The vice chairperson shall preside at all meetings where the
chairperson is absent. Minutes shall be kept and meeting agendas prepared in
coordination between members of the Committee and staff members. A majority
of the members of the Committee shall constitute a quorum for the transaction of
business, and a majority vote of those present shall be necessary to carry any
recommended action.

D. All committee meetings shall be staffed by the City of Auburn Public
Works Department.
2. 94.060 Role of the Committee.
The Committee is created to assist the Mayor and Council committees in
the City's outreach to the community with a goal of understanding community
needs for transportation improvements. The Committee will deal with all forms of
transportation including but not limited to streets, sidewalks, trails, pedestrian
safety and bus service. The Chairperson and his designated representatives of
the Committee shall participate with the City of Auburn in any city, county,
regional or state meetings involving transportation as the schedule of this
volunteer committee permits. Committee members will be entitled to travel with
representatives of the City of Auburn to any regional meeting to assist in
advocacy and support of the City's interests.
2.94.070 Compensation.
The members of the Committee shall serve without compensation.
2. 94.080 Annual reports of progress.
The Committee shall annually provide to the City Council a report on
progress made in carrying out the Committee's responsibilities. Additional reports
may be submitted when deemed appropriate by the Committee or when
requested by the City Council.
2.94.090 Severability.
If any portion of this chapter, or its application to any persons or
circumstances, is held invalid, the validity of the chapter as a whole, or any other
portion thereof, and its application to other persons or circumstances, shall not be
affected.
SECTION 2. GENERAL SEVERABILITY. That if any provision of this
Ordinance or the application thereof to any person or circumstance is held to be
invalid, the remainder of such code, ordinance or regulation or the application
thereof to other person or circumstances shall not be affected.
SECTION 3. IMPLEMENTATION. The Mayor is hereby authorized to
implement such administrative procedures as may be necessary to carry out the
directives of this legislation.

SECTION 4. EFFECTIVE DATE. This Ordinance shall take effect and be
in force five (5) days from and after its passage, approval and publication as
provided by law.
