A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AUBURN,
WASHINGTON, ADOPTING THE 2001-2006 SIX YEAR TRANSPORTATION
IMPROVEMENT PROGRAM OF THE CITY OF AUBURN PURSUANT TO R.C.W.
CHAPTER 35.77 OF THE LAWS OF THE STATE OF WASHINGTON.
WHEREAS, R.C.W. Chapter 35.77 of the Laws of the State of Washington
requires that the legislative body of each city and town within the State of Washington
prepare and adopt a six year transportation program for the ensuing six calendar years
and that such program be reviewed annually each year thereafter; and
WHEREAS, a public hearing to consider the adoption of the 2001-2006 six year
transportation program for the City of Auburn was held on September 5, 2000, at the
hour of 7:30 p.m. in the Council Chambers of the Auburn City Hall, pursuant to notice
published in the legal newspaper of the City of Auburn on August 11,2000; and
WHEREAS, said 2001-2006 six year transportation improvement plan of the City
of Auburn was approved by the City Council by motion duly made and carried in said
hearing.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AUBURN,
WASHINGTON, IN A REGULAR MEETING DULY ASSEMBLED, DO RESOLVE AS
FOLLOWS:

Section 1. There is attached hereto and denominated as Exhibit "A" and the
terms of which are incorporated herewith by reference as though fully set forth, a
designation of the streets within the corporate limits of the City of Auburn to be
improved in the manner therein set forth during the year set for the improvement of
such street or streets.
Section 2. That the City Engineer of the City of Auburn is hereby directed to
forward a certified copy of this Resolution to the Washington State Department of
Transportation, TransAid, for filing not more than thirty (30) days after the adoption of
this Resolution.
Section 3. The Mayor is hereby authorized to implement such administrative
procedures as may be necessary to carry out the directions of this legislation. DATED this .~ day of September, 2000.

!improveme.nt Prog!ram (TIP):
BACKGROUND
The six-year program is updated each year in accordance with RCW,
chapter 35.77, requiring that cities file an adopted program yearly with the
Department of Transportation. The purpose of this program is to "assure
that each city and town shall perpetually have available advanced plans
looking to the future for not less than six years as a guide in carrying out a
coordinated street construction program". This annual update also informs
neighboring jurisdictions of the City's construction schedule for the
purposes of coordination and compatibility.
METHODOLOGY
· Transportation needs are identified by examining the latest information
concerning safety and accident history, growth trends, traffic studies
and the City's recently adopted (1997) and updated (1998/1999)
Transportation Plan.
· A revenue forecast is prepared to provide a reasonable estimate of
funding available to accomplish the transportation improvement needs.
Since the desire to construct transportation improvements typically
exceeds the available forecast revenue, it is necessary to establish
some method of prioritizing the needs.
· The Public Works Committee and Staff review transportation needs as
prioritized by city staff. The likelihood of receiving federal or state
grants for various improvements is considered. Community interest and

values are also considered. All of these factors yield a prioritized list
of transportation improvements. The prioritized list is then financially
constrained to reflect the financial projections to yield the Six-Year
Transportation Improvement Program.
NOTE
The program recognizes approximately $140 million worth of transportation
improvements (including Non-Motorized and pavement preservation)for
the next six years.
NEW PROJECTS
The 2001 - 2006 Six-Year Transportation Improvement Program includes
no new projects. The expected implementation of two major grade
separation projects and the Sound Transit Transit Center and
improvements related to it will absorb much of the City's efforts in 2001,

1. 'M' Street SE - East Main to Auburn Way South
· This project involves the grade separation of the railroad at "M" Street SE
and widening in the vicinity of the railroad crossing to allow the corridor to
be 44 feet wide and marked for 4 lanes, and the installation of concrete
sidewalk to fill in the gaps along the corridor. It will improve mobility and
iS consistent with the Comprehensive Plan.
Estimated Cost: $ff, 178,000
2. 52nd St. NEIS 277th - AWN to Frontage Rd.
· Study and design to widen 52nd St. NE/S. 2771h from three lanes to five
lanes, including grade separation at rail crossings, utility improvements
(water, sewer, and storm) two-way left-tum lane and accommodations for
bicycle and pedestrian facilities. This project will improve safety and
mobility on an existing east-west corridor, provide multi-modal facilities,
and ensure that the link will satisfy concurrency in the near future.
Furthermore, it is a project involving and benefiting the City of Kent and
King County and WSDOT in addition to Auburn.
Estimated Cost: $38,300,000
3. 'A' Street NW- 10th NW to 14th NE
· Construct a four-lane arterial. It will improve mobility and is tied. to a
pending development. It is consistent with the comprehensive plan and
completes an arterial corridor.

4. Cross Street SE -'A' SE to Auburn Way South
· Widen from 3 to 5 lanes to accommodate an additional lane of traffic,
including signal modifications. It is a continuation of the corridor enhanced
by the 3rd St. SW Grade Separation Project. It will improve mobility and is
consistent with the Comprehensive Plan.
Estimated Cost: $668,000
5. 'C' Street SWISR 18 West Bound Ramp Realignment
· Realign the existing westbound access ramp of SR 18 to align with 3rd
Street SW. The project will eliminate an existing offset intersection and
provide additional turning lanes for the SR 18 access ramp. This project
involves a grade separation of the railroad that would eliminate the existing
at-grade crossing at 3rd Street SW. The project improves traffic flow to
proposed Sound Transit facility significantly.
Estimated Cost: $3f,039,000
6. Auburn Way North - 2nd NE to 4th NE
· Widen Auburn Way North from 4 to 5 lanes by adding a two-way left turn lane
and modify existing traffic signal. It will improve safety and mobility,
completes a pedestrian gap, and is consistent with the Comprehensive Plan.
Estimated Cost: $660,000
7. Citywide Sidewalk Local Improvement District Projects
· Fund the improvement of pedestrian access in a variety of locations through
the establishment of Local Improvement Districts.
Estimated Cost: $ f, 100,000 over six years.
8. Pavement Preservation
· Maintain the city road system with minor repairs and overlays.
Estimated Cost: $3,000,000 over six years

9. Kersey Way and Oravetz Road
· Install a traffic signal at the intersection of Kersey Way and Oravetz Road.
This project will improve the safety of the intersection.
Estimated Cost: $200,000
10. Lakeland Hills Way and East Valley Rd. Traffic Signal
· Construct a traffic signal at the intersection of East Valley Highway and
Lakeland Hills Way. The intersection is located in the City of Pacific but the
improvement will enhance safety and relieve delay for traffic in the
surrounding City of Auburn, including significant Auburn school district bus
movements related to two schools adjacent to the intersection. The project is
being completed in cooperation with the City of Pacific.
Estimated Cost: $200,000
11. Green River Trail (Desian only)
· Design of Class I trail from Green River Beach Access at 2nd Street SE to the
Auburn Narrows, at SR 18

12. Transit Center Pedestrian Bridae
· Install a pedestrian overcrossing of the BNSF Railroad Right of Way at the
Sound Transit Transit Center. The facility will enhance the safety and the
functionality of the transit center and the railroad by reducing walking time and
creating a safe direct pedestrian link between parking, buses, and commuter
trains. The installation of the bridge will be completed with and is dependent
upon the construction of the parking garage at the transit center.

13. Auburn Transit Hub
· Create a regional multimodal transit hub adjacent to downtown Auburn. The
facility will host 18 commuter trains per day, 9 Metro Transit Routes and 2
Sound Transit regional bus routes. Project related to Downtown Plan and
includes participation in off-site mitigation.
Estimated Cost: $1, f49,000
14. 'Citywide Experimental Crosswalk Program
· Install pedestrian - activated flashing lights in pavement at selected locations.
The program mirrors an experimental program used in the City of Kirkland and
will be used to determine the relative effectiveness of this type of installation.
Estimated Cost: $20,000 annually, $ f 20, O00 over six years.
15. "A" Street SW and 2"d Street SW Traffic Si_anal.
· Construct a traffic signal at the entrance/exit to the regional transit hub to
facilitate improved access and safety.
Estimated Cost: $237,000
16. 3rd Street SE/SW- "A" Street SE to Division Street
· Widen existing roadway to 5 lanes to match road improvements to the west and
improve capacity and vehicle flow. Modify traffic signals. Acquire right of
way at intersections and along the corridor. Modify the intersection
approaches and complete sidewalks.
Estimated Cost: $922,000
17. '1' Street NE - 32nd Street NE to 33rd Street NE
· Construct a four-lane arterial per the City Comprehensive Plan. It will
improve mobility (fills a gap) and is consistent with the Comprehensive
Plan. It will complete a major north south arterial from 52nd to Harvey
Road.
Estimated Cost: $300,000.

18. 'A' Street NWINE - West Main to 10th NE
Construct a four-lane arterial. It will improve mobility and is consistent
with the comprehensive plan. It connects the North Business District to the
Central Business District. This project improves traffic flow significantly
and provides arterial relief to BNSF train blockage.
Estimated Cost: $4,200,000
19. Auburn Way South and 'F' Street SE
Install a traffic signal at the intersection of Auburn Way South and 'F'
Street. This project will improve the safety of the intersection.
Estimated Cost: $375,000
20. Downtown/Fred Meyer Trail
· Construct a pedestrian trail on A Street NE, from 600 to 800 block. Construct
a Class I trail, following approximate alignment of walking path through
vacant lot, connecting downtown with the west side of Fred Meyer

21. Citywide Traffic Sianal Improvements
· Replace components and upgrade traffic signal installations at various
locations in the city.
Estimated Cost: $195,000

22. 'F' Street SE -4th Street SE to Auburn Way South
· Widen "F" street SE to increase the roadway capacity. It improves mobility.
This project improves traffic flow significantly and provides arterial relief to
BNSF train blockage.
Note: This is an interim facility due to detour of traffic at "M" Street SE.
Estimated Cost: $5f0,000
23. West Main Street Interurban Trail to Transit Center
· Upgrade existing sidewalk and install a bike lane linking the Interurban
Trail to the Sound Transit Transit Center and downtown Auburn.
Estimated Cost.' $426,000
24. 'M' Street NE - East Main to 8th NE/Harvey Road
· Widen from 2 lanes (40-ft) to 4 lanes (44 ft roadway plus left turns at
arterial intersections) and modifying existing traffic signals. It will improve
safety and mobility, completes a pedestrian gap, is consistent with the
Comprehensive Plan, and is along a transit route.

25. SR18 Eastbound Ramj3 Realianment 16th Street SE to
Auburn Way South Includlnq Grade Separation at BNSF Yard
· Realign the SR18 eastbound ramp, building grade separation of main north
south line and Stampede Pass line, and connecting to 6th Street SE. Widen
6th Street SE roadway from 2 to 4 lanes including signal modifications at
"A" street and Auburn Way South. This project improves traffic flow
significantly due to the potential development of the BNSF yard to an
intermodal freight facility.

26. '52"d Street NE- Auburn Way North to the Green River
· Add an additional two lanes to the existing 2 lane roadway.

27. '1' Street NE -40th Street NE to 52nd Street NE
· Construct a four-lane arterial per the City Comprehensive Plan. It will
improve mobility and is consistent with the Comprehensive Plan. It will
complete a major north south arterial from 52nd to Harvey Road.
Estimated Cost: $4,500,000
28. 'C' Street NW - West Main to 3rd NW
· Restore existing pavement including signal modification. It will improve
mobility, is consistent with the Comprehensive Plan, completes a pedestrian
gap, and is tied to a Sound Transit facility.
Estimated Cost: $624,000
29. Non Motorized Link - SE Auburn Doqwood St. SE to
Howard Road
· Install a Class I trail, 12' wide, landscaping, signage, and bike lane striping on
existing street. From Dogwood Street SE to Howard Road, following the
alignment of the abandoned Howard Road.
Estimated Cost: $f20,000
30. Non Motorized Link- SE Auburn Skyway Lane to "R"
Street SE
· Install a Class I trail constructed in association with a stormwater project from
the west end of Skyway Drive to 17th & R Streets SE.
Estimated Cost: $275,000

31. Non Motorized Link- SW Auburn Ellingson Rd. to 15t' St. SW
· Install a Class I paved trail, 12' wide, 8690 linear feet Landscaping, Signage on
the west side of C Street, from 15th St. SW to Ellingson Rd.
Estimated Cost: $374,000
32. Non Motorized Link - SE Auburn White River Bridge to
3rd St. SE
· Install a Class I paved trail, 12' wide, 13, 990 linear feet, fencing, earth
berming (for noise control), landscaping, signage on the west side of A Street,
from 3rd Street SE to the White River Bridge

33. 'M' street SE -37th SE to 29th SE
· Widen roadway from 2 to 3 lanes including a two-way left turn lane and
accommodation of pedestrian traffic. It improves safety and mobility.

34. 'D' St. NW - 37th to 44th NW
· Construct a four-lane arterial per the City Comprehensive Plan. It will
improve mobility, is consistent with the Comprehensive Plan, and is tied to
pending development. It will complete a major north/south arterial
(industrial/manufacturing corridor)from Ellingson Rd. to 52nd Street NW.

35. Auburn Black Diamond Road - 1st Street SE to E.C.L.35
, Widen roadway shoulders to accommodate bicyclist and pedestrians. It will
provide a multi-modal enhancement to a regional recreation bike route.

36. 37th St. SE I R Street SE Connector
· Install a Class I trail, to connect neighborhoods to R Street and the surrounding
parks. 3 7th Street extended, from Pike Street SE to R Street SE
Estimated Cost: $23,000
37. East- West Corridor - Auburn Way North to Harvey Road
· Widen travel lanes and provide facilities for non-motorized traffic. It will
improve safety and mobility, is consistent with the Comprehensive Plan,
completes a pedestrian gap, with other major utility projects pending.
Estimated Cost: $385,000
38. Auburn Way South - 6th Street SE to "D" Street SE
· This project will install "C" curbing to prohibit left turns in a high accident
corridor. The first phase of the project consists of public involvement to
determine the impact of the channelization and craft a solution to address
the significant safety problem while maintaining some form of acceptable
access.
