SPECIAL MEETING MINUTES
1. CALL TO ORDER
Chair Lynn Norman called the meeting to order at 10:32 a.m. in the Council Chambers located on
the first floor of Auburn City Hall, 25 West Main Street, Auburn, WA. Committee Members
present were: Chair Lynn Norman and Member Sue Singer. Member Gene Cerino was excused.
Staff present included: Principal Planner Elizabeth Chamberlain, Risk Manager Rob Roscoe,
Assistant Ciry Attorney Steve Gross and Planning Secretary Renee Tobias.
Audience Members present were: Tim Sadler, TGB Architects, Mark Hilliard, BNB, Ron
Lippincott, Ensemble Real Estate, Clancy Wyatt, BNB and Mark Ronish, BNB.
II. CITY/HOSPITAL PARKING GARAGE AND MEDICAL OFFICE BUILDING
Tim Sadler, Taylor Gregory Broadway Architects (TGBA), provided a brief background on the
history of the color selection for the City/Hospital Parking Garage and Medical Office Building
(MOB). Color schemes for each were based on architectural design and preliminary review with
City staff.
The medical office building color scheme is based on mid-level greens, browns, and earth tones.
The parking garage color scheme of green metal for the plant screens and architectural elements
and gold to match the current hospital color was presented to Steve Patonai, Chief Executive
Officer for Auburn Regional Medical Center. Mr. Sadler reported that Mr. Patonai expressed his
desire that the parking garage and medical office building be extensions of the current medical
center campus' gold color.
The intent was to match the color of the prominent feature element, the sun dial, of the medical
office building with a color for the parking garage. In response to the Committee referring to the
Downtown Urban Center Design Standards that address "Base, Middle, and Top", Mr. Sadler
stated that the Design Standards apply best to buildings with a vertical stack. The garage levels
are at an angle; applying paint would result in angled stripes, not completely horizontal stripes.
Further, that the green metal screens, which are vertical and play off the geometry of the garage,
will have plant materials growing up the screens. The screens follow the Design Standards
requirements of using an ornamental element to break up a facade.
Risk Manager Rob Roscoe acknowledged that the purchase and sale agreement did not
specifically mention the City approving any color choices; however, the City is a partner with the
hospital in the parking garage and, as partners, the color preference should reflect both parties.
Ron Lippincott of Ensemble Real Estate and representing Universal Health Services, Inc. (UHS)
stated that the corporate office has reviewed the color boards. UHS does not want the parking
garage green and is prepared to go with the brown color scheme. The previously planned green
metal roofing will not be used and will be replaced with brown toned materials.

Different ways to define the owner of stalls in the parking garage was discussed, including
signage. It was noted that the hospital and city will need to negotiate on the wording of the signs.
A monument sign with the wording "Auburn Center Garage" was initially proposed for each end of
the stairs on the parking garage. Mr. Lippincott stated that Universal Health Services wants the
word "hospital" to be first in the wording. Otherwise, hospital wants no sign placed.
Committee agreed that the color Teasle and Cool Weathered Copper should be used for the
parking garage. Staff will incorporate this into the permit process.
III. ADJOURNMENT
There being no further business to come before the Downtown Redevelopment Committee, Chair
Norman adjourned the meeting at 11:04 a.m.
