HomeMy WebLinkAboutITEM IV-AInteroffice Memorandum WASHINGTON To: Mayor and Members of the City Council From: Shelley Coleman, Finance Director Date: August 3, 2009 Re: 2nd Quarter 2009 Summaries The second quarter summary highlights City revenues and expenditures and is based on financial data posted prior to July 20, 2009. Budget amounts include Amendment #2 posted on July 21, 2009. General Fund Revenues Total revenue, excluding Transfers In, for the general fund was $25,497,345 which is 51.8% of the 2009 budget. Sales Tax Revenue received in the second quarter is $8,232,792 and is 48.9% of budget. This revenue source has decreased 7.4% ($664,486) compared to the same period in 2008. External Utility Taxes & Admission Tax are high (65.1 at the end of 2nd quarter as utility tax revenues were budgeted conservatively. Business License revenue is high (63.4%) compared to budget as most are renewed during the second quarter. Other Governmental Grants & Entitlements are low (29.1 because of $1.5 million budget for SCORE repayment that is anticipated to be received in mid October. Culture & Recreation are at 61% of budget mainly due to the growth in the Youth theater program and Adult fitness classes. Interest Income revenue received is $114,538 and is low (38.2%) compared to budget due to declining interest rates. The State pool interest rate has decreased from 2.29% in June 2008 to 0.74% for June 2009. Miscellaneous contracts are at 78.2% of budget as a result of increased parks facility rental income. Page 1 of 6 AUBURN * MORE THAN YOU IMAGINED Contributions & Donations are greater than 2009 budget primarily from unbudgeted employee contributions of $23,235 for union concessions and unbudgeted donations for parks special programs $12,069 (wellness, teen and scholarship programs). Miscellaneous revenues are high (66%) compared budget mainly from increased revenues from sale of Aubum merchandise, duplicating and fingerprinting fees, and passport services fees. Passport services income at the end of 2"d quarter is $25,650 and is at 85.5% of budget for this revenue source. Insurance recoveries were budgeted conservatively and $75,009 has been received as of 2nd quarter. General Fund Expenditures Total expended during the 2"d quarter of 2009 excluding transfers out is $23,831,005 which is 44.9% of budget. During the second quarter most of the departments are below the 50% mark because some expenses such as insurance and professional services are paid out later in the year. Transfers Out for 2`d quarter 2009 is $1,378,738 which includes: 1) To Parks Construction fund for Auburn Community Center $568,000 2) To Fund 229 for GO Library Bond Debt 302,500 3) To Arterial St Fund for Motor Vehicle Fuel Tax 217,200 4) To Capital Improvements fund for Traffic Calming 200,000 5) To Fund 611 for Fire Insurance Premium 58,000 6) To Golf Course Fund for Admission Tax 26,038 7) To Recreational Trails Fund for Motor Vehicle Fuel Tax 7,000 $1,378,738 The Non departmental expenditures are low when compared to budget (23.1°l0) due to $391,800 budget for potential retirements, $357,881 for retiree medical payments; $222,042 for health insurance and long term health care and $250,700 debt service for Valley Communications that are paid later in the year. Special Revenue Funds Arterial Street expenditures are typically lower than budget during the 2"d quarter (11.9%) as most project expenses are paid during the 3`d and e quarters. Similarly revenues are low (8.4%) compared to budget, since the majority of funding comes from Federal grants that are reimbursed as project expenditures are paid. Similar to the Arterial Street fund the expenditures are low in comparison to the budget (4.4%) as most project costs are paid in later periods. At the end of 2"d quarter, project expenditures include: 1) 2009 Local Street Pavement Preservation 2) Les Gove Neighborhood Improvements $60,788 6,322 $67,110 Arterial Street Preservation fund revenues appear lower (41.7%) than targeted revenue for 2nd quarter due timing of 2`d quarter payments for electric, natural gas, cable & telephone tax. Expenditures are low (2.5%) compared to budget as project costs are paid later in the year. Mitigation fund revenues received at the end of 2"d quarter are greater (65.6%) than estimated budget mainly due to transportation impact fee payments for a manufacturing & office building, medical office building and the Aubum Professional Plaza. Expenditures are low (20.7%) as budgeted inter-fund transfers are made as project expenses are incurred. Capital Project Funds Municipal Park Construction fund expenditures are mainly from the following projects: 1) Aubum Community Center $568,092 2) Aubum Bird Viewing Tower 164,891 3) Brannan Park Field Lighting 129,750 4) Brannan Park Field 4 Improvement 39,161 $901,894 Transfers In includes: 1) From General Fund for Community Center $568,000 2) From Cumulative Reserve fund for Bird Viewing tower 82,400 3) From REET 1 for Brannan Park Lighting 40,100 4) From REET 1 for Community Center 29,118 5) From REET 1 for Olson Canyon Farm development 3.900 $723,518 Page 3 of 6 AUBURN * MORE THAN YOU IMAGINED Capital Improvement Projects fund revenues are lower (16.3%) than targeted budget for the 2"a quarter due to $2,181,200 budget for developer contribution related to the City Hall Annex building that is anticipated as project is completed. Revenues also are low due the decline of REET and investment income. Prepayments for LID 350 of $56,130 were posted during the 2`d quarter for the sidewalk project previously funded in 2008. Expenditures are low compared to budget (3.1 because of unspent budget for property acquisition and transportation & facility projects that are started in later periods. Transfers out are for the following projects: 1) To transfer back General Fund capital contribution from 2008 $ 1,000,000 2) To Fund 321 for Brannan Park Lighting 40,100 3) To Fund 321 for Community Center 29,118 4) To Fund 321 for Olson Canyon Farm development 3,900 $ 1,073,118 Proprietary Funds Water fund revenues for the 2"d quarter are low at 41.4% of budget primarily due to decreased Capital System Development charges and investment income reflecting the decline in the economy. Administration expenses are low (38.8%) due to $135,300 budgeted interest payments that are paid during the 4~' quarter. Operations expenses are low (40.4%) mainly from unspent budget for minor equipment & utility expense. Other services and charges are also low (37.9%) because of timing of excise tax payments. Administration expenses are low (45.4%) due to professional services, insurance and interest payments that are paid in later periods. Transfers Out of $50,000 is to the Local Street Fund for Utility Mitigation. Storm fund expenses are low (27.2%) compared to budget due to unspent budget for professional services, insurance, interest payments and capital expenditures. Project expenses include: 1) R Street SE-Utility Improvements $ 723,315 2) Mill Creek Culvert at Peasley Canyon 143,387 3) Storm Comprehensive Plan 133,968 4) Storm Pump Station Replacement 91,674 5) Les Gove Neighborhood Improvements 20,584 6) SCADA System Improvements 13,046 7) Downtown Storm Water Quality Facility 10,110 $ 1,136,084 Transfers Out includes: 1) To Equipment Rental for Chemical Injection Sprayer $ 60,000 2) To Local Street Fund for Utility Mitigation 50,000 $110,000 Solid Waste fund expenses for operations appear low (36.9%) for the second quarter due to the timing of payments for Waste Management. Expenditures related to Recycling grant are also low (20.3%) as they usually occur in later periods. Airport fund charges for service are slightly high (58.2%) compared to budget primarily from increased security service income. Overall revenue for the 2"d quarter is low (9.4%) because of budgeted grant revenue of over $2.9 million that will be received as project expenses are reimbursed. Capital expenses are for three Toro Groundsmaster mowers, rotary mower, wide spin top dresser & Cushman turf truckster. Information Services fund overall revenues were in line with the budget. Expenses are low in Systems (35.8%) due unspent budget for professional services and the timing of purchases for machinery & equipment. ' Equipment Rental fund revenue is in line with budget. Administration expenses are low (33.2%) due to timing of an insurance payment that will be allocated in August.
