JULY 6, 1992
The meeting was called to order at 5: 30 p.m. Those in attendance were Chairman Rich
Wagner, Councilman Don Kurle, and Councilman Pat Burns. Staff present were Public
Works Director Frank A. Currie, Assistant Public Works Director Alice I. Conrad, and City
Engineer Mary Seabrands. The guests were Doug Sovergn, Kennedy -Jenks Consultants, and
K. Michael McDowell, Pentec Environmental.
ISSUES
A. ORDINANCE NO. 4576 - CREATING LID 345 FOR SIDEWALK
IMPROVEMENTS IN SOUTHEAST AUBURN
Staff discussed with the Committee the conditions regarding the formation of
the LID, the installation of wheelchair ramps, and the payment schedules and
interest rates that would be charged on the proposed LID. (This item was
included as information only).
B. RESOLUTION NO. 2325 - FRANCHISE AGREEMENT BETWEEN
AUBURN AND KING COUNTY, TO OPERATE AND MAINTAIN A
WATER AND SEWER SYSTEM IN DISTRICT 9
Staff reviewed with the Committee the additional franchised area on S. 277th,
which would allow the Riverbend Development to install a sewer line westerly
to the METRO trunk line.
The Committee approved the Agreement, and recommended approval to the
Council at the July 6 meeting.
C. RESOLUTION NO. 2326 - AMENDMENT NO. 2 WITH W & H PACIFIC
FOR DESIGN SERVICES FOR STORM DRAINAGE ON AUBURN WAY
NORTH AT 6TH STREET N.E.
Mary Seabrands explained to the Committee the current drainage problems in
City Park and the roadway leading to it, and the fact that a new line in Auburn
Way North will alleviate the drainage conditions. The request was to design a
drainage solution for the Park property and Park Avenue to drain into the new
system.
The Committee approved the Resolution, and recommended approval to the
Council at the July 6 meeting.
D. RESOLUTION NO. 2329 - AMENDMENT NO. 3 WITH W & H PACIFIC
FOR RIGHT-OF-WAY NEGOTIATION SERVICES FOR AUBURN WAY
NORTH FROM 4TH STREET N.E. TO 15TH STREET N.E.
Mary Seabrands explained that the request was for the hiring of a separate
negotiator rather than the appraiser firm that currently is appraising the property
parcels to be acquired on Auburn Way North. This is in accordance with the
City Right-of-way Acquisition Policy.
The Committee approved the Resolution, and recommended approval to the
Council at the July 6 meeting.

E. RESOLUTION NO. 2328 - AN AGREEMENT FOR PROFF2SSIONAL
SERVICES BETWEEN THE CITY OF AUBURN AND CH M HILL
NORTHWEST FOR DEVELOPMENT AND EVALUATION OF A STORM
DRAINAGE SYSTEM CONCEPT, WHICH WILL BE INCORPORATED
INTO THE DESIGN OF STREET IMPROVEMENT NO. 299 (AUBURN
WAY SOUTH/BURLINGTON NORTHERN RAILROAD BRIDGE
REPLACEMENT PROJECT)
Mary Seabrands explained to the Committee the overall storm drainage concept
of the area south of 6th Street S.E., and the future plan to drain the area to the
northwest, and Mill Creek. The area currently drains through Auburn Way
South where the Burlington Northern Railroad bridge is currently under design
for replacement.
The Agreement would be to review the overall storm drainage concept for the
drainage basin, and provide alternatives for re-routing the storm drainage or to
utilize an existing system and allow adequate clearance for the bridge.
The Committee approved the Resolution, and recommended approval to the
Council at the July 6 meeting.
CONSENT
A. REQUEST PERMISSION TO ADVERTISE FOR PAINT STRIPING FOR
1992 - CONTRACT 92-12, STREET IMPROVEMENT NO. 305
The Committee approved the request, and recommended approval to the
Council at the July 6 meeting.
INFORMATION
RATING SYSTEM FOR CHIP AND SLURRY SEAL STREETS
Staff reviewed with the Committee the rating system for Chip and Slurry Seal
streets, and the Program which has been established over several years.
Committee members further discussed an overlay program for the future, and
requested the Staff to do a maintenance estimate on Kersey Way, to provide a
separate bike path along the roadway.
There being no further business to come before the Committee, the meeting was adjourned at
6:30 p.m.
