APRIL 20, 1992
The meeting was called to order at 5:30 p.m. Those in attendance
were Chairman Pete Whittall and Councilman Rich Wagner. Staff
present were Public Works Director Frank A. Currie, Asst. Public
Works Director Alice I. Conrad, and City Engineer Mary Seabrands.
Guest was Doug Sovern, Kennedy -Jenks Consultants.
ISSUES
A. AUBURN HIGH SCHOOL REQUEST TO PAINT TROJAN EMBLEM ON
4TH STREET N.E.
This item had been discussed at the April 6 Public
Works Committee meeting. The Committee requested an
opinion from the City Attorney relative to the painting
of the emblem on the street, and requested the Auburn
School District indicate whether they were willing to
obtain a Street -use permit, together with Proof of
Insurance and Hold Harmless Agreement.
A memo was received from the City Attorney, indicating
he felt the painting of the emblem on the street would
create a dangerous situation, and he was not in favor
of the installation.
Bob Poldevardt of the Auburn School Administration,
indicated the School District was not in favor of
acquiring a Street -use permit with Proof of Insurance
and a Hold Harmless Agreement, but that the School
District would work with the students to place the
emblem on School District property at a chosen
location.
The Committee directed the Staff to write a letter back
to the School District and concerned students,
indicating the City's stance regarding the requested
installation.
B. RESOLUTION NO. 2306, CONTRACT WITH CITY OF AUBURN AND
SOUND RESOURCE MANAGEMENT GROUP TO PRODUCE A RECYCLING
COMMERCIAL TECHNICAL ASSISTANCE MANUAL

CONSENT
A. BID AWARD FOR STREET IMPROVEMENT NO. 291, CONTRACT 92-
03 TO TOTEM ELECTRIC FOR ONE HUNDRED SEVENTY-NINE
THOUSAND FIVE HUNDRED EIGHTY-SEVEN DOLLARS AND TWENTY-
FIVE CENTS ($179,587.25) FOR INTERSECTION IMPROVEMENT
LOCATED AT AUBURN WAY SOUTH/17TH STREET S.E./"M" STREET
S.E.
The Committee approved the bid award, and recommended
approval to the Council at the April 20 meeting.
B. RESOLUTION NO. 2308, AGREEMENT FOR WASHINGTON APPRAISAL
SERVICES, INC. FOR APPRAISAL SERVICES ON AUBURN WAY
NORTH FROM 4TH STREET N.E. TO 15TH STREET N.E.
The Committee approved the Agreement, and recommended
approval to the Council at the April 20 meeting.
INFORMATION
A. STORM SEWER SYSTEM OVERVIEW
This item was withheld until the May 4 Public Works
Committee meeting.
B. "J" STREET N.E. PROPOSED SEWER L.I.D. UPDATE
Mary Seabrands indicated all of the properties related
to the sewer installation on "J" Street N.E. were
contacted, and the residents have indicated they do not
wish to form an L.I.D. for payment of the sewer
installation.
There being no further business to come before the Committee, the
meeting was adjourned at 5:50 p.m.
