A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
AUBURN, WASHINGTON, AMENDING RESOLUTION NO. 4551
PASSED DECEMBEFt 7, 2009, RELATING TO THE STANDING
COMMITTEES OF THE CITY COUNCIL OF THE CITY OF
AUBURN
WHEREAS, the Auburn City Council Committee on Committees designates
the formation and membership of the standing committees of the City Council,
subject to the approval of a majority of the City Council; and
WHEREAS, the Committee on Committees conducted meetings on February
25 and March 15, 2010, at which time the Committee approved modifications to the
scope of authority for some of the Committees to streamline functions of the
Committees and recommended the City Council's adoption of the same.
THE CITY COUNCIL OF THE CITY OF AUBURN, WASHINGTON, IN A
REGULAR MEETING DULY ASSEMBLED, HEREWITH RESOLVES AS
FOLLOWS:
Section 1. Section 2 of Resolution No. 4551 relating to the designation of
Standing Committee members, powers and duties is amended as follows:
A. PUBLIC WORKS:
RICH WAGNER (Chair), SUE SINGER (Vice Chair), and BILL PELOZA
(member).
SCOPE: Makes recommendations to the City Council as a
whole on policies relating to water and sanitary
sewer utilities, storm drainage, streets and policy

matters involving construction, engineering
(utilities, traffic and maintenance), right-of-way
asemanaqement, street vacation, aad equipment
maintenance and operations, transportation
(current Public Works capital proiects, Public
Works Capital Improvement Plans, traffic efficiencv
and Transportation Improvement Proqram
oversi ht . This Committee will coordinate
equipment rental and utility matters with the
Finance Committee. This Committee will serve as
the Council's liaison for the Transportation, Transit
and Trails Committee and special transportation
advisorv committees.
B. FINANCE:
NANCY BACKUS (Chair), LYNN NORMAN (Vice Chair), and JOHN
PARTRIDGE (member).
SCOPE: In addition to the normal monitoring of the financial
expenditures of the approved budget, this
Committee will make recommendations to the City
Council as a whole on policies relating to Capital
Facilities Plan, human resources, municipal court,
legal, information services, facilities manaqement,
and City real property transactions including sale,
lease, acquisition, and donations. This committee
will coordinate property transactions with other
appropriate Council Committees. This Committee
will serve as Council's liaison for the Tourism
Board.
C. PLANNING AND COMMUNITY DEVELOPMENT:
LYNN NORMAN (Chair), NANCY BACKUS (Vice Chair), and RICH
WAGNER (member).
SCOPE: Makes recommendations to the City Council as a
whole on policies relating to land use planning and
zoning, code enforcement, annexation, building

land use and the Transportation Improvement
Proqram). Capital Improvement Plans (Public
Works CIP oversiqht), human services, parks
planning and capital improvements, cultural arts

Committee will serve as the Council's liaison for
the Arts Commission, King Countv Library, Urban
Tree Board Parks and Recreation Board, Planninq
Commission, Human Services Committee
Semmissien, Museum Board, and Multicultural
Roundtable.
D. MUNICIPAL SERVICES:
BILL PELOZA (Chair), SUE SINGER (Vice Chair), and JOHN
PARTRIDGE (member).
SCOPE: Makes recommendations to the City Council as a
whole on policies relating to police, animal control,
, mergency -
planning, communitv services, sable-T-V,
telecommunications, solid waste, airport, parks and
recreation operations and programs, maseum;
senior center, Auburn International Farmers'
Market, , golf course, and
cemetery. This Committee will serve as the
Council's liaison for the Airport Advisorv Board and
the Cemetery Board.

F. DOWNTOWN REDEVELOPMENT COMMITTEE

SCOPE: Makes recommendations to the City Council as a"
whole on policies relating to development in the
Downtown Urban Core, armeFs MaFket,
downtown development agreements and operating
policies. This Commitfee will serve as the
CounciPs liaison for the Auburn Downtown
Association, the Business Improvement-- Area
Board and the Urban Core Task Force.
G. COUiVCIL OPERATIONS COMMITTEE .

Membership of the Council Operatons Committee shall
consist of three Councilmembers having the longest tenure on the City
Council. Longest tenure is to be calculated as the total length of
consecutive service as a Councilmember. The Councilmember with the
longest tenure shall automatically be the Chair of the Council
Operations Committe° G^^^^^i**°°°'. __In the event of two or more
members have equal tenure, the Chair and. members of the Council
Operations Committe shall be selected on the basis of
the largest number of votes received at the most recent general
election(s) in which the Councilmembers were respectively elected. It is
provided, however, that Councilmembers whose ferm of office will
expire_prior to or during the first meeting of a new City_Council and who .
have not been re-elected or appointed to another term of office
extending beyond. the first meeting of a new City Council shall nof senre
on the new Council Operations Committee- G^nme**°°° or be
allowed to vote on the approval of the membership of the new
committees. The function of the Council Operations Committe is to
supervise the formation and membership of all standing committees of

the City Council. The Council Operations Committe
shall, subject to the approval of a majority of the entire City Council;
designate- alf of the standing committees of the City Council. In
addifion, the Council Operations Committe° C^^mmi'*°°° shall,
biennially at the first meet'ing of a new City Council, or periodically;
submit a list of the proposed members of all standing committees of the
City Council for approval by a majority vote of the entire City Council. -
The Council Operations Committee shall also
recommend the Chaic for each standing committee of the City Council,
which recommendations shall also be subject to approval by a majority
vote of the entire City CounciL The membership of all standing
committees of the City Council shall consist exclusively of
Councilmembers. Each chair of any standing committee ofi the City
Council shall, in fhe absence of a quorum. at a meeting of his/her
particular standing committee, have the authority to appoint a non-
member of. the standing committee, from the City Council to that
standing com'miftee for that meeting .to create a quorum for that
meeting, or in 'the chair's absence the vice-chairman shall be able to
appoint another Councilmember to that particular comriiittee in the
absence of a quorum. The function of the Council Operafions
Commitf _ , is also to propose amendments to the Rules
of Procedure of the City Council to the full City Council,' and to address
issues relating to the whole City Council and make recommendations.

H. COMMITTEE .OF THE WHOLE
SUE SINGER (Chair), RICH WAGNER (Vice Chair), ALL OTHER CITY
COUNCILMEMBERS (Members)
SCOPE: The Deputv Mayor is automaticallv the chair and
the_most senior Councilmember, who is not the
Deputv Mayor, is the Vice Chair. The Committee
receives and. discussses information relative to
issues with broad implications for the Citv and
provides input for the City. Council Annua-lMi-sioninq
Retreat. No votes are taken at this committee.
Section 2. Section 4 of Resolution No. 4551 relating to the meeting times
and days of the Standing Committees is amended :as follows:

The Councii Committee of the Whole shall meet
whenever there is a fifth Mondav in any month or as
needed.

Section 3. The City Clerk is authorized and directed to incorporate the
changes in the committees' scope of authority and function in the City Council Rules
of Procedure.
Section 4. The Mayor is hereby authorized to implement such administrative
procedures as may be necessary to carry out the directives of this legislation.
Section S. This Resolution shall take effect and be in full force and effect
upon passage and signature hereon.
