AUBURN. WASHINGTON TUESDAY FEBRUARY 5. 1957
Regular meeting of the City Council of the City of Auburn,
held at $:00 P'&M. in the Council Chambers at the City Hall.
The meeting was called to order by Mayor Clark.
Councilmen present: Hitchcock;.Rupert,Cornwell, Raven and
Petersen.
Councilmen absent: Kuehn and Stalder.
Minutes of the previous meetings held January 15th and 23rd
were approved as mailed.
BOARD OF ADJUSTMENTS
~ The Board of Adjustments hearing, on the request of Mr.
Brown for permission to construct living quarters at the rear
of his garage,was declared open.
No one appeared to speak for or against this request so the
hearing was declared closed.
It was moved by Hitchcock and 2nd by Petersen that Mr.
Brown's request be granted. MOTION CARRIED
BIDS
Bids for paving K St. S.E., with asphaltic concrete, were
received from Heisserman Fuel Co., quoting $10,410.$$; Washington
Asphalt Co., quoting 410,492.10; and Woodworth & Company, Inc.
quoting $11,155.16.
These bids were referred to the Street Committee, Street
Supt. and City Engineer for study and report.
COMMITTEE REPORTS
LICENSE COMMITTEE
Councilman Hitchcock reported that the License Committee had
granted Mr. C. J. RockeX 2 taxi cab licenses and also that 2 of
the 3 taxi cab stands located at 232 East Main St. had been re-
' moved and parking meters installed. He also stated that Mr.
i Rockey had not been granted a stand because he had. _failed to
specify a definite location.

Councilman Hitchcock also reported that a Dog Warden had
been appointed and that he was doing a very good job. .
WATER COMMITTEE
Councilman Rupert reported that the Water Committee had not
met to consider Mr. A. L. Wolfe's request but that they would do
so within the next few days.
LIGHT CONPIITTEE -
Councilman Raven reported for the Light and Purchasing Committ
stating that the contract had bsen awarded to Westinghouse Electri<
Co. for furnashing the materials for the City's ne w street lights
and V'a1ley Electric~ Eo. ,f6r:7the._wfting:, and that:;the:_bid:: ehECks of
the unsuccesOul-bidders had been ordered returned.
The light Committee was given authorization to sell the
old light standards, which were obtained from the City of Seattle
at cost.
Councilman Raven stated that the Street Dept. would erect
the new street light poles and that all expenses involved would
be billed to the Street Light Fund.
STREET COMNiITTEE
Councilman PeterSen reported for the Street Committee, re
commending that the crosswalk on the east side of Auburn Ave.,
at E Main St. be placed on an angle and a Ioading zane be es-
tablished just east of said crosswalk.
It was raoved by Petersen and 2nd by Raven that the re-
commendation of the Street Committee be approved.MOTION CARRIED
CALL FOR BIDS '

Councilman Hitchcock reported that the original call for
bids on the street light bonds was not published in time for
bidders to figure and submit proposals so he felt that a new

call should be made.
It was moved by Hitchcock and 2nd by Cornwell that a new
cail be made on the sale of street light bonds with bids to be
opened Feb. 19, 1957• MOTION CARRIED
MERCHANZ"PARKING
Mr. Jack Grinnell recommenc3ed that the City give serious
consideration to obtaining the Union Oil lot at E Main ahd
Auburn Avenue for public parking. It was stated that this
could then be combined with the present parking lat.
The tViayor appointed the Street and Finance Committees to
study this matter and report back.

It was moved by Rupert and 2nd by Hitchcock that Ordinance
No. 1174, entitled "An Ordir,ance of the City of Auburn,
approvir.g the plat af "Masseyts First Adcl tian to Auhurn"r
accordirig to plat thereof on fil.e with the City of Auburn,
Washington",be introduced and adopted with the following roll
call vote being recorded; Hitchcock, yes; Rupert, yes; Cornarelt,
yes; Raven, yes; and Petersen, yes.
PARKING iMETER ORDINANCE
The City Attorney was instructed to prepare a new parking
meter qrdinance that would combine the present ardinances and
also provide for nickel meters.
SEWER EASEMENT
Water 5upt. Gosney reported that the sewer easement
granted by Mr. McPherson provided the right to hook-up at usu&
Auburn charge on 50 foot lot basis plus regular monthly charge.
He recommended that this property be allawed to connect to the
sewer only i_f they make payment in lieu of assessments.
It was moved by Petersen and 2nd by Rupert that the Water
Supt. recommendation be approved and Mrs. Crouch be informed
of thi.s action. MOTION CARRIED
TAXI CAB STANDS
Requests .for cab stands were received froan Roy's Taxi,
C. J. kockey and Alts and Ideal Cab. -
Royfs Taxi requested a stand at the 2nd parking meter
north of Main St. on Auburn Avenue.
It was mvved by Hitchcock and 2nd by Ravsn that Roy•s
Taxi be granted the requested stand. MOTION CARRIEI!
Councilman Hitchcock stated that the License Committee
recommends that no further taxi stands be aliowed on Main St.
It was moved by Raven and 2nd by Cornwell that the Licenm
Committees recommendation be approved and Mr. Rockeyts reguest
for a stand at 222 E Main St. be denied. MOTDN CARRIED
It was moved by Hitchcock and 2nd by Rupert that the
request of. A1'!'s and Ideai Cab f'or an additional stand be denied.
MOTION CARRIED
TAXI LICENSE
Mr. Robert Driggers submitted a request for a taxi cab
Iicense.
It was moved by Hitchcock and 2nd by Petersen that this
request be referred to the License Committee with power to act.

HEARING ON ASSESSMENT ROLL
The assessment roll for LID 127 was presented for con-
sideration.
It was moved by Rupert and 2nd by Raven that March 5th be
set as the date for a public hearing on said assessment roll.
PETITION FOR ANNEXATION

Mr. Roy Webster submitted a petition for the annexation of
his. property lying south of the present city limits.
It was moved by Hitchcock and 2nd by Raven that March 5th
be set as the date for a public hearing on this petition £or
annexation.
AABY'S REQUEST
Mr. George Aaby submitted a request for water for Aaby's
lst Addition at Knickerboeker Heights.
This request was referred to the Water Committee for stur.'y
and report.
ST&EET SliPT. REPORT
The Street Supt. submitted a report on operations of the
Street Dept. for the month of January.
It was moved by Peterser and 2nd by Hitchcock that this rep
be accepted and placed on file. MOTIUN 6ARRIED
AUBURN TERRACE
It was moved by Raven and 2nd by Cornwell that the City
Council re-affirm their stand regarding the agreement for re-
moval of the Auburn Terrace but express willingness to discuss
the matter with the Housing Authority. MOTION CARRIED
The Mayor appointed a committee of Petersen, Kuehn and
Stalder to meet with the Housing Authority regarding this matter.
13ETITION
The merchants on East Main St. submitted a petition re-
questing the removal of the ban on parking from 4 to 6 P.M.
This petition was refereed to the Street Committee, Police
Chief and City EngineEr for study and repott.
CITY INSLRANCE
A review of the cityts insurance coverage was referred to
the Finance Committee for study and report.
CONTRACT PAYMENT
It was moved by Hitchcock and 2nd by Rupert that the City
Clerk be instructed to bill the City of Enumclaw for the month
of January payment on the Dog Warden contract. MOTION CARRIED
WADKINS REQUEST
Mr. John Wadkins submitted a preliminary plat of Wadkints
First Addn. to Auburn together with a request for rezoning of a
portion of this property.
1'his matter was re£erred to the Planning Commission for
necessary action.
CLAIMS
It was moved by Rupert and 2nd by Petersen that the followinf
claims against the city, all havir,g previously been passed and
signed by the Finance Committee, be approved and the Clerk draw
warrants in payment:

There being no further business to come before the City
Council, the meeting was adjourned at 9:40 P.M., subject to
the call of the Mayor.
