The meeting was called to order by Mayor Clark. Councilmen present: fiitchcock, Kuehn, Rupert, Stalder, Cornwell, Raven and Petersen. Minutes of the previous meeting held February 5, 1957 were. aplx oved as mailed. OPENIIV'G BIDS Bids for installimg the sewer line to Rohr Aircraft Go. were received from Frank Colurcio Co. quoting $32,431•34; A. Ioffredo quoting $2$,$99•70; ahd Matt Malaspino Cc: quoting $22,1g3.66. The Mayor declared a short recess so that the Water and Sewer Committee, Water Supt. and Engineer could study these bids and report back. The Mayor called the meeting back to order. Councilman Rupert reported for tne Water-Sewer Committee, Water Supt,and Engineer recommending that the bid for installing the sewer line to Rohr Aircraft Co. be awarded to Matt Malaspina Co. at their bid price of $22,183.66, also 10 percent be added on to the contract for inspections, Engineering:costs, etc.; Rohr Aircraft Co. put up $24,500.00 and`that the bid checks of the un- successful bidders be returned. It was moved by Rupert and 2nd by Cornwell that the recomm- endation of the Water Committee, Water Supt and Engineer to award the contract to Matt Malaspino Co. at their bid price of $22,183. also 10 percent to added on to the contract for inspactions, EngiBeering cost, etc.,; Rohr Aircraft Co, put up $24,500.00 and that the bid checks of the unsuccessful b*dders be returned, be approved. MGTION CARRIED k' WATER COMMITTEE REPORT Councilman Rupert reported for the Water Committee recommendi that the city take over the Wolfe water line and reimburse Mr. Wolfe the difference between a 6" and main which is 97¢ per ft. and also that L.I.D. 129 reimburse Mr. Wolfe for 1/2 the cost of the 12" main under the Enumclaw Highway. It was moved by Rupert and 2r.d by Stalder tnat the recomm- endation of the Water Committee be accepted. MUTION CARRIED \ Councilman Rupert reported for the Water Committee recomm- ending that the City Clerk be authorized to call for bids for 2500 ft. of 6" pipe, 1500 ft. of 4" pipe, 500 ft. of pipe and 4_4" hudrants with valves and necessary valves and fittings and for a positive displacement sludge pump. It was moved by Rupert and 2nd by Raven that the recommendati of the Water Committee be accepted and bids be opened March 19th. MOTIUN CAkRIED Councilman Rupert reported for the Water Committee on the Watsr Analytis report for Auburn by the consulti.ng Engineer Richard Wolff. NIr. Wolff, in his report, recommended drilling a test well on M St. -S,E. It was moved by Rupert and 2nd by Stalder that the City authorize the Water Dept. to expend nat to exceed $5000.00 _for the services of Nr. Wolff in continuing the water 3upply study, including the drilling of a test well and making a log of the Water and soil strata and water supply. This was ref'erred to the Finance Committee and Street Supt. f or study and report back. NO FARKIiVG E MAIN Councilman Stalder said the petition about the Nc Parking on East Main from 4 to 6 P.ivT. was referred back to the Charnher of Commerce. MABLE CROUCH REQULST Mrs. Crouch came before the Courdcil asking about the easements on the Mc°herson property. She 3aid it was N1r. McFhersonts und.erstanui.ng that he wcuid have to pay a hook up cnarge but not any assessment. Luther C. Martin saicl he was the City Attorney at that time and that was also his understancling. This was referred back to the City Atvorney, Wafi,er :upt. and Water Comm.ittee far study and repor*„ back. HASH REQUEST Mr. Hash asked when iie coula' hook up to the end o+' the V~tolfe water line. ThP Water 53upt. saod the City has purchased the 'udater line from Mr. Wolfe so Mr. Hash will have to pay so much per foot to extenc3 the water line. LETTER FRO14 frTAFt iviEMORIAL iulrs. Mmmarial building, This was referred to the F'drk Board for study. PARKING LGT Jack GrinnEll asked the City if they have done anything about obtaining the parking lot at East Main and Auburn Aven. Councilman Kuehn said the Corr:mi*tee is still studying this. KARR REQUv13T Mr, Floyd Karx- asked if the property owners couln acqui.re thE 3.and that is Indian Tomts grave between N & 0 St. N.E. so they could properly take care of it. Thi s was referred to the City Attorrzey for study and report back. He recommencied that the City hire Weter*'Roberts and Sheffleman. It was maved by Hitchcock and 2nd by Raven that the re- commendation of the Attorney be accepted. M0TI0N CARRIED 3TREET SUPT. REPORT Street Supt. George Blinn, reported that the old grader is in need of a new motor or motor repairs and tire repairs which will be very costly. Councilman 3talder felt that the Gity should buy a new grader anG trade the old one in. It was moved by Petersen and 2r.d by Stalder that the city call for bids for a new brader and trade in the old one, with bids to be opened March 19tr.. MOTION CARRIED ENGINEER REPORT The Engineer said the N.P. is stucdying the request -rrom the Gity fora Park anci will answer in abovt a month. TAXI CAB LICENSE Councilman Hitchcock reported for the License Comunittee saying that a taxi cab license had been awarded to Mr. Driggers. WEBSTER ANNEXATION I The City Clerk asked the Council if they wanted to have the public hearing next meetirig on the k'ebster Annexation or if they would like to wait and see if any of the others in that vicinity want to come in too. Councilman Corr.well felt the City should aDntinue with the previaus action to have the hearing at the next meeting. The hearing was ordered f or March 5th and the discussion ei further annexations was tabled until af_ter the hearing. ' STREET LIGHT REQUEST A request for a street light and a better street sign was received frcun the property owners on G St. S.W. This was referred to the Light and Street Committees. Cauncilman Raven asked if the papers would publish that it is impossible at this ti.me to put street lights in between streets. CRANE LETTER A letter was received from Ernest Crane advisihg the city that no water pipe should be laid on the property of C. J. Rockey's in the Heisserman Addition. iAr. Blinn said that there hasntt been any pipe laid on thit piece of propetty. This was referred to the City Attorney for further study. PETERSEN RE(JEST A request was received from Rabert Petersen for permission ;o build a house on 320th St. A hearing of the Board of Adjustments was set for March 5th. ROHR PETITION A petition for annexation was received from Rohr Aircraft. ~his is being held up for further study. WATER CUMMITTEE REQUEST Councilman Rupert requested that the Water Committee be ;iven power to act on the matter of Water hook-ups on the Wolfe Tater line. It was moved by Corr,well and 2nd by Hitchcock that the -equest or Councilman Rupert_"s be granted. ' Councilman RuperX declined the nomination. ; It was moved by Stalder and 2nd b,y Rupert that Riley Kuehn ;be elected Mayor Pro tem. MOTION CANR.IED THOMAS SUIT The Mayor r.eported: about the suit against some city official by Mr. Thomas. Councilman Hitchcock asked iP each man should obtain nis own legal council. RCHR AIRCRAFT SEWER LINE ~ The Mayor explained that the purpose of the meeting was to discuss the bids for the sewer lins to Rohr Aircraft. There was considerable discussion on the different phases of the bid award. It was moved by Hitchcock and 2r.d by Rupert that this matter be tabled until the next council meeting.
