AUBURN. WASHINGTON TUESDAY MARCH 19. 1957 '
Regular meeting of the City Council of the City of Auburn,
h eld at $:00 P.M. in the Council Chambers at the City Hall. '
The meeting was called to order by mayor Clark.
Councilmen present: Hitchcock, Kuehn, Rupert, Stalder,
Cornwell, Raven and Petersen.
Minutes of the previous meeting held March 5, 1957 were
approved as mailed.
BGARD OF ADJUSTMENTS
The Mayor declared the hearing of the Board of Adjustments
~ opne on the Ryning request for a special praperty uee at the
corner of K St. N.E' and East Main street.
There being no one speaking for or against the request the
Mayor declared the hearing closed.
Councilman Raven said that the adjoining property owners
were in favor of a 6 unit one story apartment house.
It was moved by Raven and 2nd by Petersen that the request
be granted. MOTION CARRIED
The Mayor declared the hearing of the Board of Adjustments
open on the request of Nrs. J. Castle for permission to build a
house at 415 4th St. S.E.
There being no one speaking for or against the request the
Mayor declared the heaking closed.
The Engineer explained the r,equest.
Action was delayed until the next meeting.
The Mayor declared the hearing of the Board of Adjustments
open on the request of Alex Sonnichsen for permission to build a
house at 5 G St. S.E.
There being n-n one speakigg for or against the request the
Mayor declared the hearing closed.
It was moved by Rupert and 2nd by Hitchcock that the request
of Alex Sonnichsen be granted. MOTION CARRIED
CPENING BIDS

ROAD GRADER
Bids for supplying the City Street Dept. with a road grader
ere received from Pacific Hoist & Derrick Co., Western Tractor
nd Equipment Co., Collins Machinery Co. and Howard Cooper Corp.
These bids were re-rerred to the Street Committee, Street
upt.and Purchasing Committee for study and report back.
PIPE , FITTINGS & HYDRANTS
Bids for supplying the City Water Dept. tth pipe, valves,
ittings and fire hydrants were received from Pacific Water Works
upply Co., Pacific States Cast Iron Pipe Co., United atates Pipe
Foundry Co. and Hallgren Co.
These bids were referred to the Water Committee, Water Supt.
nd Purchasing Committee for study and report back.
STREET COMMITTEE REPORT
Councilman Stalder reported progress on the petition for the
emoval of the NO,LEFT TURN sign at Auburn Ave. & East Main St.

It was moved by Hitchcock and 2nd by Cornwell that Ord. No.
177 entitled "An Ordinance of the City of Auburn, Wn. relating
o and providing for the declaration of certain property in the City
f Auburn to be a public nuisance, a menance to the health, welfare
nd safety of the residents of the City of Auburn and declaring
he said property, being a certain house traller, be abated as a
esidence and £rom further human habitiation", be introduced and

PLANNING CON`~MISSION LETTER
A letter was receiveci frow-the Planning Commission recornm-
ending that the request of John Wadkins for re-zoning of his
property on the Truesen road be granted.
It was moved by Kaven and 2nd by Hitdhcock that the re-
commendation of the Planning Commission be approved and the City
Attorney be instructed to prepare the necessary ordinance.

ORDINANCE N0. 117g
It was moved by Hitchcock and 2nci by Raven that Ord. No.
1178 entitled "An Ordinanee providing for the rezoning of certain
property in the Ci.ty of Auburn, Wash., changing the zoning class
of a parcel of said property from R-G Residential to C-1 Commercia "
be introduced and adopted with the followir.g roll call vote being
recorded, Hitchcock, yes; Kuehn, yes; Rupert, yes; Stalder, yes;
Cornwell, yes; Raven, yes; and Petersen, yes.
ORDINANCE NC. 1176
It was moved by Hitchcock and 2nd by Kuehn that Ordinance
No. 1176 entitled "An Ordinance of the City of Auburn, Wn. relati
to and providing for,the annexation of a contiguous area of land
lying adjacent to the south city limits of the City of Auburn,
which land is described in a petition duly filed with the City
Clerk of the City of Auburn", be adopted atd.;that this ptoperty
be zoned according with the present zoning plan of the County's
Ord. and in accordance with bhe Auburn Planning Commissions
recommendation to King Connty, with the following roli call vote
being recorded, Hitchcock, yes; Kuehn, yes; Rupert, yes; Stalder,
yes; Cornwell, yes; Raven, yes; and Petersen, yes.
ATTORNEY REPORT
The City Attorney explained the law suit that C. J. Rockey
has against the City and said he ii working on it.
WEBSTER REQUEST
M r. Webster came before the Council requesting 2 connections
to the new City sewer that is being put in on the Sumner Highway.
He put up a$1,000.00 check as a deposit.
This was referred to the sewer committee with power to act.
PETITION
A petttion was received from the property owners on N St.
i.E. for street improvements and water rriains.
This was ref_erred to the Water Commi_ttee, Water Supt.,
~,ngir.eer ana Street Committee for study and report back.
MEZCA REQUEST
A request was received from Boyd Britton of the Mecca Tavern
or reduction in the cost of the dance license.
This was referred to the License Committee for study and
eport back.
MARTIN & CROUCN LETTER
A letter was received from Don & Mabel Crouch and LUther
Martiri about the sewer on the McPherson property.
Mrs. Crouch said it was their understanding that there
ierentt any assessments on this property.
The City Attorney explained that when the property is out-
ide the City sewer district then at such time as it comes into
he City then they are charged in lieu of Assessments. He said
hat this money is used for the Disposal plant operation and
.aintenance.
Mrs. Crouch asked why the praperty wasnot assessed f.or sewer
hen it was brought into the City.
The City Attorney explained that this poperty was not in-
.uded on the assessment ro11 because it was outside the city at
ze time the sewer was put in.

Mr. &Mrs. Grouch were instructed to meet with the City Attorney to
work out a cost and report back to the Council.
NO PARKING 4 TO 6 P.M.
Councilman Hitchc6ek recommended that the City Attorney draw up the.
necessary ordinance removing the No Parking from 4 to 6 P.M. on Ea.st Ma.in
and the cross walk change at the corner of East Main and Auburn Avenue by
Peckenpaugh Drug.
It was moved by Hitchcock and 2nd by Petersen that the recommendation
of Councilman Hitehcockfs be approved. MOTION CARRIED
ROHR SEWER LINE
Couneilman Raven asked why Rohr couldntt be reimbursed for the sewer
line when other residents along the line hook up.
The City Attorney explained that Rohr will be adding an extra load
on the Disposal plant and he didntt feel they should be reisnbursed. He
felt the money collected from others should be used for the Disposal plant.
Councilman ftaven felt the City shoii7.d annex Rohrfs property.
Councilman Kuehn said he felt that when the city annexes propert3= they
should consider a larger area because of the difficulty in Fire & Police
protection.
PARKING COMMITTEE REPORT
Councilman Kuehn reported for the Finance Commi.ttee giv~g the cost~ of
the city having a municipal parking lot,~.at theN.W. corner of East Main and
Auburn Avenue.
He felt that the city could license peddlers and door todoor salesmen
as a eource of revenue for finaucing such a project.
Councilmen Kuehn and Hitcheock felt that the parking meter money cail].d
be put into a Parkigg Meter Fund to be used for just such purposes of parking
1ots.
This was referred to the Finance Gammi+..tee to check on the bills pa.ssed
by the Legislature of the City going f.nto the off street parking business
and bring back a recommendation.
LETTER FRON RENTON
A letter was received from the Mayor of Renton asking the City of
Auburn to adopt a joint plan asking the V.A. and F.H.A. to loosen up on
money loaning for homes.
It was moved by Petersen and 2nd by Cornwell that the City comply with
this letter. MOTION CARRIED
PARK BOARD RE~UEST
A letter was received from the Park Board requesting that the City use
the money from the War Memorial Committee and the balance from the Capital
Outlay to install a metered cloek gas heating system in the War Memorial
Building.
It Was moved by Petersen and 2nd by Hitchcock that the request be
granted and the City Attorney draw up the necessary ordinance.MOTION CARRIED
VALLEY LAND LET'TER
A letter was received from the Valley Land office requegting a special
usage permit on Lots 9& 10, Block 19, Railroad 2nd Addition.
This was referred to the Planning Connission.
kiOLFF LETTER
A letter was received from Richard Wolff, consulting Engineer for the
Water syrvey, requesting the city to draw up a written agreement stating
accsptance of his proposal.
This was referred to the Water Commi.ttee and City Attorney for study
and report back.
LETTER FROM ND RAILWAY
A letter was received from R. S. McFatlane, president of the NP Ra.ilway
Co., saying that the NP cannot donate their Iand between D&P- St.S.'~'. for
a park or a locomotive.
This letter was ordered placed on file.

LETTER FROM CITZZENS ADVISORY
A letter was received from the Citizens Advisory Com¢nittee asking the
Council to attend a meeting.
This letter was ordered placed on file.
PUBLIC HEARING
It was moved by Cornwell and 2nd by Stalder that a public hearing on
the Assessment roll for LID 127 be set for April 2, MOTION CARRIE➢
S TREET COMMITTEE POLICY
Covnci]man Stalder read the Street Committeets poliey on street
itnprovements.
It was moved by Stalder and 2nd by Petersen that this policy be adopted.
MOTIaN CARR.IED
CLEAN UP WEEK
City clean up week was set for Apri1 7th thru 14th. The City trucks
wi11 start pickup on thel5th.
CLAIMS
It was moved by Hitchcock and 2nd by Raven that the following claims
against the city-, all having previously beenpassed and signed by the Finance
Committee be approved and the City Clerk be authotized to draw warrants in
payment.
