AUBURN, WASHINGTON TUESDAY MAY 21. 1957
The Maynr asked that everyone stand while Rev. Albright
said a prayer.
Regular meeting of the City Council of the City of Auburn,
held at $:00 P.M. in the council Chambers at the City Hall.
The Meeting was called to order by Mayor Clark.
Councilmen present: Hitchcock, Kuehn, Rupert, Stalder,
Cornwell, Raven and Petersen.
Minutes of the previvus meeting held May 7, 1957 were
approved as mailed.
URBAN HOUSING RENEWAL COMMITTEE
Councilman Hitchcock reported for the Urban Housing
Renewal Committee saying that they had met and discussed the
need for more housing in Auburn. He said the Mayor had appoiritPd
the Chairman of the Planning commission to the Committee.
ASSN. WASH. CITIES DISPLAY

Councilman Hitchcock reported that there will be a display
at the Assn. of Washington Cities Convention of Auburnts dog
ordinance and pound.
PARKING CONIMITTEE REPORT
Councilman Kuehn said the Conncil parking committee had
met with the Parking Assn. and the representative from the
automatic parking gate. He said the Parking Assn. has submitted
a proposal and the Committee is studying it.
WATER COMMITTEE REPORT
Councilman Rupert reported for the Water Commtttee recommeiding
t hat the City adopt a proposed ordinance tegulating private
water systerns and Companys' that are annexed to the City. The
Committee felt that the city should not be responsible for them
water systems.

It was moved by Rupert and 2nd by Cornwell that Ord. No.
1186 entitled "An Ordinance of the City of Auburn, Washington,
regulating the water systems and thP operation thereof, which
water systems are located in newly annexed areas of the City of
Auburn,", be introduced arydthe water Committee meet with the
City Attorney to study this Ordinance further. MOTION CARRIED

It was moved by Hitchcock and 2nd by Rupert that Ord. No.
11$7 entitled ttAn Ordinance of the City of Auburn, Washington,
n.reating and establishing a sewer cumulative Reserve Fund and

It was moved by Hitchcock and 2nd by Rupert that the agreement

ORDINANCE N0. 11$9
It was moved by Hitchcock and 2nd by Kuehn that Ord. No.
11$9 entitled "An Ordinance of the City o£ Auburn Washington,
granting a special property use permit for lots 117 & 1$, Block
10, French's First Addn.", be introduced and adopted with the
following roll call vote being recorded, Hitchcock, yes; Kuehn,
yea; Rupert, yes; Stalder, yes; Cornwell, yes; Raven, yes; a nd
Petersen, yes.
The City Clerk read a letter from the Planning Commission
in which they recommended the granting of the request of Mr.
Arney with the restrictions that the setback from the street be
20 feet and a 5 foot setback from the side yard.
ORDINANCE N0. 1190
It was moved by Petersen and 2nd by Stalder that Ord. No.
1190 entitled "An Ordinance of the City of Auburn, Washington,
declaring a public emergency to exist in the City of Auburn, and
authorizing the City Treas. to expend necessary funds in the amount
of $$,194.22 for the purpose of purchasing a street grader for the
City of Auburn and directing the expenditure of said f.unds from
the Current Expense Fund", be introduced and the City Clerk check
the bid sheet from Collins Machinerq on the price of this grader.

ROY KENNETT FtE UEST
Roy Kennett asked the Council why Rockey's Cab Co. was drivig
three cabs and only licensing two and he is parking his cabs on
main street after 6 P.M. in the regular metered zones.
Councilman Hitchcock explained that a cab company can license
any number of cabs and that Rockey has one stand on east main st.
This matter was referred to the City Attorney to check and
report back.
RANSOM REQUEST
Mr. Cluade Ransom came be£ore the Council stating that he
ranted the City an easement to run a water main through his
roperty and the driveway has never been replaced to the condition
hat it was.
The Water Supt. said he had told C. J. Rockey the contractor,
o repair this damage and Mr. Rockey has informed him that he
ould repair it.
It was moved by Hitchcock and 2nd by Raven that Mr. Rockey
e informed to repair this damage and if he won't the city .fix it
nd bill Mr. Rockey the costs. MOTION CARRIED
BtEQUEST FOR WATER
A request for water was received from some property owners
ast of the Heisserman Addn.
This was referred to the Water Committee and Water Supt. for
tudy and report back.
POWER CONTRACTS
It was moved by Rupert and 2nd by Stalder that the contract
etween the City and Puget Sound Power & Light to furnish power

It was moved by Raven and 2nd by Petersen that the contract

ELttS REQUEST
The City Attarney said he iv waiting for an answer from the
ttarney General about the city deeding their property on C St.
.E. to the Elk's.
IMPONNDMENT ORD.
The City Attorney said he will check with the Police Chief a
he Impoundment Ordinance and will report back.

ALfS & IDEAL TAXI
A letter was received from Ione O'Grady requesting a
refund on her taxi zone.
Councilmen Kuehn, and Cornwell felt that the City was being
involved in a personal affair.
It was moved by Kuehn and 2nd by Hitchcock that Miss 01
Grady be advised that bhe cannot get her money refunded according
to city ordinance. MOTION CARRIED
MANSONtS REXALL REQUEST
A letter was received from Manson's Rexall Durg requesting
a loading zone at £he first stall on the west side of South
Division.
This was referred to the Street Committee and Police Chief
for study with power to act and report back.
A. L. BRISTER RIIQUEST
A request was received from A. L. Brister for a sewer hook
up to serve the north portion of his pro perty and. to advise him
how much land is required to put in a city street along the
north line of his property.
This was referred to the Street Committee, Water and Sewer
Committee for study and report back.
ADMISSION TAX
A letter was received from the City Clerk about what he
had done on the admission tax.
Councilman Raven said it was his recommendation several
months ago that the admission tax be dropged,7effective January
1, 1957.
The City Attorney said he thought the Council should study
this matter again.
Councilman Kuehn £elt that a business license ~knuld be
adopted and drop the admission tax.
It was moved by Kuehn and 2nd by Hitchcock that this matter
be referred to the Finance and License Committee to studp a
substitute license fee and report back. MOTION CARRIED
Councilman Hitchcock said that this motion does not amend
the ordinance in effect and the tax is still due.
30. AUBURN ANNEXATION
The Engineer said the petttions for the south Auburn annex-
ation are being circulated.
CODIFICATION OF ORDINANCES
The ~ity Clerk said that he had talked with the Company
that is codifying our ordinances and they didn't know when they
would be finished.
EMERGENCY APPROPRIATIONS
The Mayor told the council that the Engineer had hired an
extra man to h6lp out and there wasn•t any appropriations in
the budget to pay the man fwi;th.
It was moved by Hitchcock and 2nd by Kuehn that the manst
salary be taken out of the Engineerts Salxry for this year and
t hat the Engineerts Salary be reimbursed before this year is
up by an Ordinance for emergency appropriations.MOTION CARRIED
CLAIMS
It was moved by Kuehn and 2nd by Cornwell that the followig
claims against the Cityo all having previously been passed and
signed by the Finance Committee be approved and the City Clerk be
authorized to draw warrants in payment.

The City Engineer said that the final estimate for Matt
Malaspina was among the bills.
There being no further business to come before the Council
the meeting was adjourned at 10:20 P.M. subject to the call of
the Mayor.
