The meeting was called to order by Mayor Clark. Councilm8n present: Hitchcock, Kuer,n, Rupert, Stalder, Cornwell, Raven and Petersen. Minutes of the previous meeting held May 21, 1957 were approved as mailed. PUBLIC NEARING LID 12$ The Mayor declared the public hearing open on the assessment roll for LID 128. There was one written objection from Mr. Norquist. There being no further objections the Mayor declared the hearing closed. It was moved by Cornwell and 2nd by Rupert that the assessmen Roll f or LID 12$ be adopted. MOTION CARRIE It was moved by Rupert and 2nd by PeterserjlEhat the City Attorney be inst.ructed to prepare the necessary ordinance. MOTION CARRI SPECIAL COMMITTEE REPOHT Councilman Kuehn reported for the apecial Committee appointed to work with the group on City Planning, saying they had met and are going to have another meeting soon. WATER COMNIITTEE REPOf!' Councilman Rupert reported for the Water Committee recommen that the City ca11 for bids for water mains under LiD 130, when the specifications are ready. It was moved by Rupert and 2nd by Petersen that the re- commendation of the Water committee be accepted. NOTION CARR STREET COMMITTEE Councilman Stalder reported for the Street Committee saying the committee had granted Manson's Rexall Drug the loading zone they had requested. ORDINANCE N0. 11,20 It was moved by Hitchcock and 2nd by Raven that Ord. No. 1190 entitled "An Ordinance of the City of Auburn, Washington, declaring a public emergency to exist in the City o-l' Auburn, and authorizin the City Treasurer af expend necessary fundsin the amount of 18,194.22 for the purpose of purchasing a street g rader for the City of Auburn and directing the expenditure of said funds from Lhe Current Expense Fund", be adopted with the following ro1l call vote being recorded, Hitchcock, yes; Kuehn, yes; Rupert, yes; Stalder, yes; Cornwell, yes; Raven, yes; and Petersen, yes. ORDINANCE N0. 11$7 It was moved by Rupert and 2nd by Kuehn that Ord. No. 11$7 entitled "An Ordin ance of the City of" Auburn, Washington, creating and establishing a sewer cumulative reserve fund and establishing the use and purpose of said fund", be adopted with the followzng roll call vote being rscorded, Hitchcock, yes; Kuehn, yes; Rupert, yea; Stalder, yes; Crv nwell, yes; Raven, yes; and Petersen, yes. Attorney reported that he had checked the ordinances a taxi must park where their license indicates,. ordinance should be inforced. 0*GRADY REQDEST was received from Ione OfGrady granting permission to use her taxi zone at 232 East Main St. referred to the License Committee for study and ROCKEY REQUEST IPAGE 2246 AUBURNs WASHINGTON TUESDAY JUNE 4. 1951 ROCKEY REQUEST ' A letter was received from C. J. kockey asking that his taxi license and zone be transferred to Mr. Jensen and Driggers. It was explained that Mr. Rockey will have to present a copy of the bill of sale before the transfer can be made. It was moved by Hitchcock and 2nd by Kuehn, that Mr. Driggers and Jensen be given permission to operate this business until the next council meeting, with the following roll call vote being recorded, Hitchcock, yes; Kuehn, yes; Rupert, yes; S alder, no; Cornwell no; Raven, no; and Petersen, yes. hOTION CARRIED I ! Q,UIT CLAIM DEED ~ The City Attorney submitted a quit claim deed to the City from C. V. Erath and his wife for street access. It was moved by Cornwell and 2nd by Stalder that this quit claim be accepted and the City Attorney be instructed to record it. MOTION CARRIED IMPOUNDING ORDINANCE _ The City Attorney said he and the Police Chief are still working on the Impounding Urdinance. CIVIL SERVICE EXAM The Mayor instructed the Uivil Service Commission to hold an examination for Patrolman and Policewoman. CHAMBER DF COMMERCE REQUEST Brock Weir of the Chamber of Commerce came before the Council thanking the Cauncil for considering the Urban Renewal Housing and asked them to get a certification in as soon as possible. Councilman Hitchcock said that he and the Engineer are going to the Assn. of Washington Cities Cnnvention and learn all they can on this matter. ` l~r. Burges3 thought the city should hold:.up the demolition of the terrace until hornes can be obtained for the people living there. Councilman Raven felt thaE the City should stop extending the demolilion date. It was moved by Kuehn and 2nd by Petersen that the city grant the King County Housing Authority an extension of 6 mvnths time from January 1, 1958, for their demolition program and the Cit y Clsrk write a letter to them, with the following roll call vote being recorded, Hitchcock, no; Kuehn, yes; Rupert, yes; Stalder, yes; Cornwell, yes; Raven, no; and Petersen, yes. SARGEaN2 REQUEST Mr. Sargeant asked the Council what had been done about his request f.or water. The Water Supt. was instructed to work on this. TEST WELL The Water Supt. reported the progress on the test well. I ~ OILING BILL The City Clerk submitted a bill from Heisserman Fuel Go. for street oiling at 7th & K St. S.E. The City Clerk *~s instructed to write the gas company advising them that this is their bill since they tore up the street to put in a gas line. ENGINEER,'REPORT The Engineer reported that the Green River Lumber Co. is earing down the Terrace units again and are doing it according to he permits. No. 1186 entitled "An Ordinance sif the City of Auburn, Washington, regulating the water systems and the operation thereof, which wate systems are located in newly annexed areas of the City of Auburn"; be adopted with the foZ.lowiAg roll call vote being recorded, Hitchcock, yes; Kuehn, yes; Rupert,, yes; Stalder, yes; Cornwell, yes; Raven, yes; and Petersen, yes,* WATER COMMITTEE REPORT Gouncilman Rupert reported for the Water Committee recommendii the annexation of the Boyd Addn. It was moved by Rupert and 2nd by Raven that the City Attorney be instructed to prepare the necessary ordinance annexing the Boyd Addn. MOTION CARRIEI CDDIFYING ORDINANCES The City Clerk said he had received 5 copies of the Ordinance: that were codified. CONTRACTS The City Clerk submitted a letter and a Resolution from the Puget Sound Power & Light Co. which is a contract athorizing the city to drill a test well on their property. It was moved by Rupert and 2nd by Stalder that this Resolution be adopt-ed, with the following roll call vote being recorded, Hitchcock, yes; Kuehn, yes; Rupert, yes; Stalder, yes; Cornwell, yes; Raven, yes; ann Petersen, yes. REPORT FROM BOOK PUBLISHING C0. The City Clerk submitted a report from the Book P''blishing Go. recommending several changes to our ordinances. It was moved by Hitchcock and 2nd bv Cornwell that tnese recommendations be referred to the City Attorney for study. MOTIQJCARRIED PLLNNING CGNMISSION A letter was received from the Auburn Planning Commission recommending that the request of Herman Sarkowsky and Mr. Gerald Welch be granted. It was moved by Hitchcock and 2nd by Kuehn that the request of Herman Sarkowsky be accepted and the City Attorney be instructe to prepare the necessary ordinances. MOTION CARRIE It was moved by Kuehn and 2nd by Hitchcock that the request of Gerald Welch be granted and the City Attorney be instructed to prepare the necessary ordinances. MOTDN CARRIED PETITION A petition was received f rom some property owners to have the alley between Auburn Ave. and C St. N.E. paved. This was referred to the Street Committee and Finance Committee for study and report back. No. 11$8 entitled "An Ordinance of the City of Auburn, Washington, ordering the improvement of 6th St. S.E., $th St. S.E., 9th St. S.E., H St. S.E. and N St. N.E. in the Ctty of Auburn, by the construction and ir.stallation of water mains, curbs & gutters, sidewalks, £ire hydrants and light, bituminous surfacing, and grading and graveling streets; establishing local improvement District No. 130; providing the method of assessment in said district; and providing for the issuance and sale of Local Improvement District Warrants recieemable in cash and local ` . , improvement District Bonds", be adopted with the following roll call vote being recorded, Hitchcock, yes; Kuehn, yes; Rupert, yes; - 5talder, yes; Corneell, yes; Raven, yes; and Petersen, yes. POLICE CHIEF REPORT The Police Cr.ief submttted a report on the operations f or the first five months of 1956 and 1957• This report was ordered placed on file. APPUINTiMENTS The Nayor appoihted NSrs. Ralph Smith and Mrs. W. R. Mac Taggert to the Cemetery Bca rd; Jim Weese to the Civil Service Cornmission; George Aaby to the Park Board, C. R. Gustaves as Secretary of the Planning Cxunmission and John Peckenpaugh to the Library Board. It was moved by Hitchcock and 2nd by Stalder that the app- ointments of the Mavor be confirmed. MOTION CARRIED TERRACE CONDITION It was moved by Hitchcock ana 2nd by Kuehn tht the King County Housing Authority be asked to repair the roads in the Terrace and the general condition of the area. MOTION CARRIED i STOP LIGHT Councilman Hitthcock recommended, that a stop light be placed at lst S. N.E. and Auburn Ave., Councilman Cornwell said the Fire Committee had investigated this matter be:fore. This matter was referred to the Street Committee, Engineer and Fire Committee for study and to subtnit a report on the cost and to contact the Highway Dept. NUISANCE Councilmar~ Hitchcock said he had been contacted about an electric fence on C St. N.W. Th i s was referred to the City Attorney to check. STREET LIGHT FINANCING a- The City Clerk asked that an ordinance be made setting up a special street lighting fund so the bills can be paid. It was moved by Cornwell and 2nd by Kuehn that the City Attorney draw up the necessary ordinances setting up this street lighting fund.
