AUBUftN, WASHINGTON TUESDAY JULY 16. 1957
The Mayor asked that everyone stand while Councilman Rupert
said a prayer.
Regular meeting of the City Council of the City of Auburn,
held at $:00 P.M. in the Council Chambers at the City Hall.
The meeting was called to order by Mayor Clark.
Councilmen present: Hitchcock, Kuehn, Rupert, Cornwell,
Raven and Petersen.
Councilman absent: Stalder.
Minutes of the previous meeting held July 2nd were approved
as mailed.
OPENING BIDS
Bids for purchasing L.I.D. 130 bonds were received from
Southwick-Campbell Co., Inc; Hughbanks Inc., and Grande & Co., Ibc.
These bids were re£erred to the Finance Committee and City
Attorney for study with power to act and report back.
LICENSE COMMITTEE REPORT
Councilman Hitchcock reported for the License Committee
recommending that the request of Roy Kenpett for an additional
granted provided Kennett agrees to
taxi zone on Auburn Ave.,bp
pay $50.00 for the balance of the year.
It was moved by Hitchcock and 2nd by Rupert that the re-
commendatinn of the License Comm#tee be approved. MOTION CARRIED
Councilman Hitchcock reported for the License Committee
saying that the taxi zone of Alls and Ideal Taxi is no longer in
use and according to Ord. No. 9$2 the city can revoke a taxi
zone license i£ the taxi business is not operatzng. He asked
that the Conncil study this situation.
PARKING LCr
Councilman Kuehn reported for the Special Committee that
was studying the proposed city parking lot at East Main and Auburn
Ave., recommendang that the city attempt to negotiate for a 90
day option to lease this property.
It was moved by Kubhr: and 2nd by Hitchcock that the re-
commendation of th=s Committee be accepted. MOTTON CARRIED
C. ST. S.E. PROPERTY
Councilman Kuehn reported for the Committee, appointed to
study the Elks proposal for the C St. S.E. property, saying the
Committee had met with the Elks and the Committee recommends
Lhat the proposal of the Elks be considered.
Mr. Gains of hbe Elks asked that they be given time to
speak later in the meeting.
WATER COMMITTEE REP(:-RT
Councilman Rupert reported for the Water Committee, re-
commending that the bid for water lines under LID 130 be awarded
t o C. J. Rockey.
It was moved by Rupert ana 2nd by Kuehn that the recomm-
endation of the Water Committee be accepted. MOTION CARRIE
A. L. BRISTER REQUEST
Councilman Rupert reported for the Water Committee saying
the Water Committee and Water Supt. had met to discuss the
request of A. L. Brister to use plastic;,pipe on his property;;.
The Committee didnTt feel they could tell Mr. Brister what kind
of pipe he could use on his property.
It was moved by Rupert and 2nd by Kuehn that a letter be
sent to Mr. Brister saying that this pipe is satisfactory and
the city will let him hook up to city water at such time as he
wants it. MOTION CARRIED
PASSALLO REQUEST
Councilman Rupert reported far the Water Committee on the::-
request of Frank Passallo to hook to city sewer, recommending
that his request be denied since he is outside the city limits.

commendation o£ the Water Committee be accepted. MOTZ QV CARRIED
WATER COMMITTEE REPORT
Councilman Rupert reported for the Water Committee re-
commend.ing thtt no reimbursement be made to Rohr for the sewer
line.
URBAN RENEWAL
Council.man Hitchcock reported for the Committee on Urban
Renewal saying they have the rough draft completed arld have
t urned it over to Mr. James of the Housing Authority for study.
STREET COMMITTEE REPORT
Councilman Petersen reported for the Street Committee-
recommending that the bid for curb & gutter and siaewalk under
LID 130 be awarded to Carl N4lson 8c Son.
It was moved by Petersen and 2nd by Hitchcock that the
recommendation of the Street Committee be accepted.MOTION CARRIED
CALL FOR BIDS
It was moved by Petersen and 2nd by Raven that the City
Clerk be instructed to call for bids for street surfacing on
LID 130 with bids to be opened August 6th, 1957. MOTION CARRIED
TEST WELL
Water Supt. Gosney reported that the test well is compieted
and ealed. It 3~~~?2901 deep and 8" in diameter. He said Mr.
Wolf~, the Engineer, will have a report later.
ENGINEER REPORT
The City Engineer reported that the grades have been set
in the Heisserman Addn. for storm sewer; in the Massey Addn.
f or curb & gutter and have statted putting in the grades for
LID 130.
WATER SUPT.REPORT
The Water Supt. reported that the water line in the Massey
Addn. is completed.
ELKS PFtOPOSAL
Bob Gairip of the Elks club--made a new proposal for the
C St. S.E. property.
Councilman Kuehn felt that this proposal should be accepted.
Ed Dray felt that any of the Councilmen who were Elks
should disqualify themselves from voting on this matter.
Councilman Hitchcock and Kuehn said they were not voting as
Elk members but as Councilmen for the citizens of Auburn.
The City Attorney said he felt the City Council should
call for bids f or thia property to avoid criticism. He further
felt the Park Board should submit a letter on the needs for more
park facilities and the Elks submit a letter on the benefits to
the City in doZlar value and otherwise.
Art Nilson said he thought it would be hard for the Elks
to place a value on this property since the property is so
valuable.
Ed Dray asked if the Elks don't do what they say can the
.1ity get the property back.
The 'ity Attorney said the city could recapture this property
.n such an event.
It was moved by Kuehn and 2nd by Hitchcock that the Elks
presentatian be considered and a letter be received from the Park
3oard designating the value and needs for this property and
Dtherwise, and the Elks present a proposal eetting forth the
~onsidered dol;.ar value and other benefits to be derived from
;he city by the acceptance of this proposal. MOTI0N CARRIED

BONDS
The i~epresentative from Southwick-Campbell Co., Inc, asked
when the award for LID 130 bonds will be made.
Councilman Kuehn said the Committee has to study the bids
and they will award to the best bidder in their opinion.
ADMISSION TAX
The City Clerk asked that some action be taken on the en-
forcement of the admission tax Ordinance.
Councilman Kuehn said he was not in favor of a business
tax:. but was in favor of a nominal business license.
Councilmab Hitchcock said he thought the Admission Tax
should be dropped and the Attorney collect the tax for the first
half oE the year.
This matter was referred to the Finance Committee and City
Attorney for study and report back.
BONNEY LAKE
The City Clerk said he hasn't received any word from Bonney
Lake on the Dog Warden Service.
JENNY CROUCH REQUEST
A letter was received from Jenny Crouch requesting the alley
between 6th & 7th St. S.E. be repaired.
This was referred to the Street Committee and Supt. with
poer to act.
HEISSERMAN REQUEST
A letter was received from C. A. Heisserman requesting that
the city pay any amount in excess of 2J¢ per sq. ft. for street
surfacing in the Heisserman Addition.
George Schuler said the policy of the Street Dept.s, on
streets in new platted areas that have not been accepted, is
the same f.,or 1957 as for 1956.
Mr. Hefsserman said the City Engineer told him the city would
pay for this portion of the paving.
This was referred to the Street Committee to w6rk with Mr.
Heisserman on this problem.
SCHOGL DISTRICT REQUEST
A letter was received from the Auburn School District re-
questing the Administration Bldg. for school purposes.
Councilman Hitchcock asked that no action be taken until
the Council acts on the Urban Renewal.
This letter was ordered placed on file.
PARKING NIETERS
It was moved by Hitchcock and 2nd by Raven that the City
Treasurer be directed to pay for the parking meters on the basis
of 50% of the monti9ly collection revenues. MOTION CARRIED
Q,UARTERLY REPORT
The Police Judge submitted his quarterly report for April,
May and June 1957•
This report was ordered placed on f.ile.
HUGHBANKS REQUEST
The City Clerk read a letter from Hughbanks Inc. saying they
will call Wednesday for.the results on the bids on bonds for
LID 130 and asked that a date be set on the bonds for LID 129.
The City Clerk said the assessment roll for LID 129 has never
been campleted.
This matter was ref erred to the Water Supt. and City Clerk to
work out.

It was moved by Kuehn and 2nd by Rupert that the bid for
bonds on LID 130 be awarded to Southwick-Campbell Co. Inc.
MOTION CARRIED
APPOINTMENT
The Mayor appointed George Schuler as acting City Enginer.
It was moved by Kuehn and 2nd by Cornwell that the council
cnncure with the Mayors appointment. MOTION CARRIED
BIRE HYDRANTS
Councilaran Hitchcock asked if there was a legal placement
for fire hydrants.
Water Supt. Gosney said the hydrants are placed between
sidew4lk and the curb.
CLA1MS_.
It was moved by Kuehn and 2nd by Cornwell that the following
claims against the city, all having previously been passed and
signed by the Finance Committee be approved and the City Clerk
be authorized to draw warrants in payment.
