AUBURN. WASHINGTON TliESDAY AUGUST 6. 1957
Regular meeting of the City Council of the City of Auburn,
h eld at 8:00 P.M. in the Council Chambers at the City Hall.
The Mayor requested everyone to stand while Councilman Kuehn
lead them in prayer.
The meeting was called to order
Councilmen present: Hitchcock,
Raven and Petersen.
Councilman absent: Stalder.

BID OPENING
Bids for surfacing streets listed in LID 130 were submitted
by kiestern-General Construction Co., Kent & Tucker and Heisserman
Fuel Co.
These bids were referred to the Street Committee, Street
Supt. and City Engineer with power to act.
STREET LIGHT BIDS
Bids for removal and disQosal of the old street light standa ds
2nd fixtures were received from 3haughnessy & Co.
This bid was referred to the Light Committee with power to
act.
LICENSE CCNIMITTEE REPORT
Councilman Hitchcock reported for the License Committee re-
commending that the taxi zone issued to Alfs & Ideal Taxi be
revoked since they are no longer in business.
It was moved by Hitchcock and 2nd by RupErt that the re-
commendation of the License Committee be approved. MOTION CARkIED
URBAN RENEWAL CCiVUviITTEE
Councilman Hitchcock reported that the Urban Ftenewal Committ e
had completed and submitted a plan to Mr. Jemes, representative
for F.H.A., and t'rlis plan had beera returend for some recommended
changes. These changes are being made and the plan will soon be
resubmitted to Mr. James for acceptance before the workable plan
is presented to the City Council for approval.
FINANCE COMNiITTEE
Councilman Kuehn reported for the Finance Committee re- .
commending that the admissions tax be repealed effective August
lst and a flat business license of $12.00 per year be initiated
to replace said admission tax and further that bxtra effort be
made to enforce the peddlerts and solicitors licenses. He also
recommended that every effort be made to collect all tax due and
owing on admissions up to August lst.
It was moved by Cornwel 1 and 2ns by Raven that the Committee
recommendation be approved anci the City Attorney be instructed to
prepare the necessary ordir.ar.ces.
WATER_COnZITTEE
Councilman Rupert reported on the progress of the test well
t hat had been drilled to a depth or 29$ feet without hitting hard
pan. This test well developed a sufficient supply of water to sho
that the drilling of a well would provide an ample supply or wate
suitable for domestic and industrial use. Councilman R.upert
stated that it was necessary to immediately take action lst to
obtain water-rights and 2nd to purchase the property necessary
for the well. The price or the property would be about $3250.00
and the cost of the completed well would be in the neighborhood
of from $35 to $40,000.00.
It was moved by Rupert and 2nd by Petersen that the City
take the necessary steps to obtain the water-rights and site
f or the well at once. This motion was passed with the fol.lowing
roll call vote being recorded, Hitchcock, abstained; Kuehn, yes;
Rupert, yes; Cornwell,~yes; Raven, yes; and Petersen, yes.

Street Supt, George Blinn asked if the City Council desired
to call for bids for the paving oP the aliey between Auburn Ave.
a nd C St. N.E. just north of' lst St. N.E. No action was taken on
this matter as there was no report from the Street Committee.
HEISSERMAN MATTER
at.reet Supt. Blinn stated that the differences between Mr.
He.isserman and the St.reet Dept. had been ironsd out satisfactorily,
CHAMBER OF COIVNERCE REQUEST
' The Atburn Chamber of Commerce submitted a request that the
parking 5pace, formerly occupi.ed: by Alts & Ideal Taxi be re-
stricted to 30 minute parking. Councilman Kuehn recommended that
the City Council go further and designate this space as restricted
to Chamber of Commerce visitors with no parking meter being in-
stalled.
It was moved by Kuehn and 2nd by Hitchcock that the one space
`be restricted for C of C visitore and that no meter be installed.

NELS ON JEWELRY kE L'ES T
Mr. Nelson, of Nelson's Newelry, submitted a request that the
2 nd taxi zone issued to Royfs Taxi be rzvoked as it depri.ved cus-
tomers, of the jewelry store, parking sr,ace.
It was moved by Hitchcock and 2nd by Kuehn that Mr. Nelson be
advised that the City is in no position to revoke said zone at
present but that they will give the matter sei~ious consideration
he lst of the year when these zones come up for renewal.
ANNEXATION PETITION
M..r. Archie Meade submitted a petition for annexation of his
property lying east of 100th Ave. So.
It was moved by Hi,;chcock and 2nd by Rupert that the City
Council hold a public hearing on this petition August 20th and
that the petition be submitted to the Planning Commission for their
recommendation prior to said hearing.
STREET DEPT. REPORT
A report of the Street Dept's operations, for the months of
une and July, was submitted by Street Supt. F31inn.
This report was ordered to be placed on file.
ELKtS CLliB
The Elk's Club submitted a written proposal for the ~'ity
roperty located at 6th & C St. S.E.
The Park Board submitted A letter opposing the use of any
artion of said 'property for a park or playground area.
The City Attorney advised the City Council regarding the steps
hey must take in orc3er to di.spose of any portion of said property
nd he stated that the City must find that they have no need for
he pr4perty and also that a common benefit must be assertairied.
e cited several cases where cities had attempted to lease or
therwise dispose of property and had been overruled by the courts.
Mr. Shaughnessy, Aaby, Mulkey and Davis all voiced their ob-
ction to the disposal of this property.
Mr. C. J. Hauge, of Kent, Exhaulted Ruler of the Elks Lodge
tated that it appeared to the Elks that the citizens of Auburn
eel that the City was giving the Elks something for nothing but
hat this was not the ca.se.
Mr. Robert Gaines submitted a letter withdrawing the Elks
roposa2. This letter was 2ater withdrawn.
It was moved by Hitchcock and 2nd by Kuehn that the City
ouncil accept the Elkts proposal ar.d that the necessary legal
ethods be prepared to accomplish same. This motion was passed by
he follawing roll cail vote: Hitchcock, yes; Kuehn, yes; Rupert,
o; Cornwell, yes; Raven, yesy and petersen, no.

The Mayor advised the City Council of the need for a plar
to widen and improve many of the City streets. He recommended
that the Council give this matter considerable thought.
Councilman Kuehn suggested a brainstorming session to solve
some of the City's problems.
There being no further business to come before the City
Council, the meeting was adjourned at 10:20 P.M., subject to the
call of the Mayor.
