Regular meeting of the City Council af the City o£ Auburn, held at 8:00 P.M. in the Council Chambers at the Cit y Hall. The meeting was called to order by Mayor Clark. Councilmen present: Hitchcock, Kuehn, Rupert, Stalder, Raven and Petersen. Councilman absent: Cornwell. Minutes o£ the previous meeting were approved as mailed. P_uHLIC HEARING MEAD ANNEXATION The Mayor declared the Public Hearing open ation of the Mead property. There being no one speaking for or against the Mayor declared the hearing closed. It was moved by Kuehn and 2nd by Rupert th; be approeed ard the City Attorney be instructed necessary ordinance. URBAN RENEWAL on the annex- the annexation at the annexation to prepare the MOTION CARRIED Councilman Hitchcock asked if all the Councilmen had read the Urban Renewal report. It was the recommendation of the Special Committee on Urban Renewal that Lhis plan be adopted. It was moved by Kuehn and 2nd by Petersen that the Councfl accept the Urban Renewal Plan and apply for qualification. MOTION CARRIED Councilman Hitchcock said the Committee also wished to recommend that,:cQpies of this report be printed, the amount to be determined by the Council, and be distributed to all organi- zations and a Committee of citi2ens be formed in accordance with this plan. The Mayor said this will be taken care of. STREET LIGHT REPORT Councilman Raven said the Light Committee had awarded the bid to Shaughnessy & Co. for removing the old street lights. ORDINANCE N0. 1198 It was moved by Rupert and 2nd by Hitchcock, that Ord. No 119$ entitled "An Ordinance of the City of Auburn, Washington, relating to and providing for the annexation of a contiguous area of land lying adjacent to the southerly marginal line of the existing city limits of the City of Auburn to the City of Auburn, which land is described in a petition duly filed with the City Clerk of the City of Auburn", be introduced and adopted with the following roll call v'ote being recorded, Hitchcock, pes; Kuehn, yes; Rupert, yes; Stalder, yes; Raven, yes; and Petersen, yes. PLANNING CUMMISSIDN REPORT A letter was received from the Planning Commission re- commending Qertain zoning for this property. It was moved by Hitchcock and 2nd by Raven that the City accept the recommendation of the Planning Commission on the Mead property. MOTION CARRIED ATTO$IdEY REPORT , The City Attorney said he wants to Check further on the re que st Alex Sonni chsen made for his sick leave pay. ~.r ~ 2229 AUBURIJ. WASHINGTON TUES,DAY SEPT. 3. 195_7 CHAMBER OF COMMERCE REQUEST Gene Kasper presented a Resolution to the Council from the CYzamber of Commerce on the proposed business license. This°report was ordered placed on file for reference. Mr. Kasper said the Chamber felt this was a very weak ordinance. STREET SUPT. REPORT The Street Supt. said that they plan to give N St. N.E. the 2nd oiling this week and will oil 6th St. S.E. from D to F Sto soon. The Street Supt. asked that thg traffic ordinance be changed to prohibit parking from 4 to 6 A.M on Sundays and Holidays so that the streets can be cleaned. It was moved by Peter3en and 2nd by Stalder that the Traffic Ordinance be changed to prohibit parking 7 days a week on certain streets from 4 to 6 A.M. so the streets can be cleaned.MOTION CARR: ORDINANCE N0. 1199 It was moved by Hitchcock and 2nd by Rupert that Ord. No. 1199 entitled nAn Ordinance amending Sect. 4 of. Ord. No. 1192 of the City of Auburn which Ord. related to and provided f_or the annexation of a contiguous area of land lying adjacent to the south city limits of the City of Auburn, which land is described in a petition duly filed with the City Clerk o£ the City of Auburn", be introduced and adopted with the following roll call vote being recorded, Hitchcock, yes; Kuehn, yes; Rupert, yss; Stalder, yes; Raven, yes; and Petersen, yes. ENGINEER REPORT The City Engineer said the sidewalks, curbs & gutters on LID 130 will be completed soon. HERGERT REQUEST A letter was received from C. L. Hergert requesting a letter from the City Engineer stating the City's policy on storm sewers when the developers install the curb & gutter and streets. This letter and the plat of Southdale Addn. were referred to the Planning Commission £or study and report back. M_& 3 _C08P. REQUEST A letter was received from Jack S~renger for the M& S Corp. requesting the City to write a letter to the F.H.A. regarding the City poiicy of installing storm sewers in p2atLed property. ihis was referred to the Street Committee f'or study and report. LETTER FROM NP A letter was received from Dean Eastman of the NP Railway o. stating severaZ conditions for the placing of a steam ocomotive. Councilman Raven wanted to know how the city would pay for moving the locomotive to a suitable site. He further asked if the Elks pay for moving the Iocomotive and maintain it in the City Park, could the City still give the Eiks a piece of the C St. S.E. property. 'ED Councilman Hitchcock said he felt the pzv perty owners near ;he park should be asked if they approve of a locomotive 9ite. PAGE 2230 AUBURN. WASHINGTON TUESDAY SEPT.,31957 It was moved by Petersen and 2nd by Rupert that the previous motion o£ June 1$th, as to the placement of the locomotive, be rescinded, and the recommendation of Mr. Eastman's be accepted. The motion lost with the following roll call vote being re- corded, Hitchcock, no; Kuehn, no; Rupert, yes; Raven, no; and Petersen, yes. ROHR REQUEST A letter was received from Mr. Shepard for Rohr Aircraft asking for reimbursement when property hooks up to their sewer. This was referred to the Water & Sewer Committee, Water Supt. and City Attorney f or study and report back. CORNWELL RESIGNATION Fred Cornwell submitted his resignation from the City Council. It was moved by Hitchcock and 2nd by Kuehn that "ornwellts resignation be accepted, and the City Clerk write a letter ex- pressing the Council's appreciation £or the work he had done as a Councilman. MOTION CARRIED BUSINESS LICENSE Councilman Kuehn made a motion that the Business License Ord. be adopted. Councilman Hitchcock said he felt the matter should be held up until the Chambers letter is studied further. Councilman Kuehn said he had met with the Chamber and they had discussed the Ordinance. Gene Kasper said the Chamber felt the city would have a dif£icult time enforcing this Ordinance. They felt this Ordinance wasntt any good. The Business License Ordinance lost for lack of a second. PETERSEN REPORT Councilman Petersen said he wontt be back until December because he is going to take a vacation. CLAIMS_ It was moved by Rupert and 2nd by Petersen that the £ollowing claims against the City, all having previously been passed and signed by the Finance Committee be approved and the City Clerk be authorized to draw warrants in payment: CURRENT EXPENSE #208$ to 2154 Incl $7,502.$5 STREET #705 to 724 Incl $1,590.68 WATER #1458 to 14$$ Incl $39517.78 CEMETERY #1296 to 1307 Incl $ 582.11 There being no further business to come before the Council the meeting was ad,journed at.9:10 P.M. subject to the call of the Mayor.
