WASHINGTON MONDAY''' OCTOBER 7. 1M Special meeting of the City Council of the City of Auburr., held at $:00 P.M. in the Council chambers at the City Hall. The meeting was called to order by Mayor Glark. Councilmen present: Hitchcock., Kuehn, Rupert, Stalder, Snodgrass and Raven. Conncilman absent: Petersen. The Mayor explained that this meeting was called for consideration of the Mayor's Preliminarp Budget for 195$- PUBLIC HEARING The Mayor declared the public hearing open for discussion of the Maycrts 195$ Preliminary Budget. lhe City Clerk read the budget section by section. CURRENT EXPENSE EXPENDITURE SECTION: Councilman Hitchcock asked why the City Clerk had requested an extra office clerk for $3000.00 The Mayor and City Clerk explained that this girl will work with all Dept. but mainly with the Engineers office. Councilman Raven asked why the extra payroll in the Engineert budget. The Mayor expjaii~ed that since the Eagineeridoesntt have an assistant he needs the extra payroll to help him at certain tim s. Councilmak Raven asked why the Insurance in the Municipal Building Budget was so high. The City Clerk explained that Insurance rates have gone up and they didnft have enough budgeted in 1957• Councilman Hitchcack asked the Fire ChieF if fie had requested a uniform allowance .for the firemen. Chief Calkins said he had. Mr. Bob Gaines Asked whp there wasntt anything budgeted for the locomotive. The Mayor explained that when the time comes to move the locomotive,the City will get the money. Councilman Kueimn and Hitchcock wanted to know why the City Clerkts salary was supplemented out of the Purchasing Dept. and why he was the highest paid employee. The Mayor explained that when the City Clerk was voted in his selary was set by Ordinanee and since he puts in many hours af~er office closing, his salary was supplemented by Purchasing Agent. It was moved by Hitchcock that the City Clerkts salary in- cluding Purchasing Agent, not be any more than the City Treasurer. This motion lost £or lack of a second. Councilman Rupert explained that the Increase in Street Lighting was due to the bond issue that the voters voted in'. Councilman Hitchcock explained that part of the money for Dog Control Budget comes from Kent and Enumclaw. Councilman Haven asked why the Election expense was so high. The Mayor explained that the increase in Election Expense is becuase of the City Election next year. He further explained tht the City Treas. Salary is supplemented as Deputy Registrar. Councilman Kuehn said the Finance Cammittee wants the City Clerk to make a report, by Dept., on how much money was unobligated at the end of 1956. It was moved by Kuehn that action on the budget be posponed until a later meeting. This motion lost for lack of a second. CEMETERY EXPENDITURE 3ECTION: No questions LIBRARY EXPENDITURE SECTION: Mr. Cavanaugh explained that the Janitor and Caretaker are only part time>employees. TREET EXPENDITURE SECTION: Mr. Blinn, Street Supt. explained hat the $12,500.00 in Capital Outlay was for the purchase of a ombination loader and backhoe. He further explained the jobs hat have to be completed and the costs. CURRENT EXPENSE REVENUE SECTION: Mr. Cavanaugh asked why the arking MetEr receipts couldn't be put in a special fund to be - ' sed for off street parking. The Mayor explained that 50% of the parking meter receipts 1 ? 2.'_ AUBURN. The Mayor sxplained that the wcter retes would have to be ; increaseci. ` ' A+[r. Grinnell asked what would happen to the Water Dept. if 'the rates were not raised. The Mayor said that if the budget is adopted then the Council ! should fbllow through and raise the water rates. Courcilman Hitchcdck aske d if the City ever got the $6000.00 from the State for the 6th & C St. S.E. property. The City Clerk said he would have to check. CURRENT REVENUE SECTION: No iquestions. RECAPITULATION SECTIUN: No questions. The Mayor aeclared a 5 minute.: recess. The Mayor cailed the meeting back to order. WATER A1VD SEWER REVENUE SECTION: No questions ' ~ WATER EXPENDITURE SECTION: Councilman Hitchcock asked the Water Supt. if he had requesteq a new man or a new truck? The Water Supt. said he had not requestqd either. The Mayor explained that he felt the extra man was needed. He felt that the men wouldn't have to put in so much over time and'; t#ey~could keep up with their work and the new truck was needed. I Councilman Hitchcock asked the Water Supt. why the $5000.00 " for pump bldg. and shop. ; 1'he Water Supt. said that if the highway goes through their i property at 6th &C St. S.E. they will have to relocate their shop.; The k'ater Supt. said he had requested $45,000.00 for developme SEWER_EXPENBxTURE SECTION: I It was moved by Kuehn and 2nd by Hitchcock that this meeting ' be adjourned until Tuesday night, on the basis of questions about ' the budget arrd the City Clerk provide the finance committee with a bread-down by £unds of the uraexpended balance as of Dec. 31, 1956' MOTION CARRIED ' There being no further business to come before the Council he meeting was":adjourned at 10:10 P.M. to be reconvened at $:00 .m., Tuesday October 1957. PUBLIC HEARING CONTINUED The Mayoe declared the public hearing continued on the Mayor Preliminary Budget £or 1958. COUNCIL APPOINTMENT 0" The Mayor said that the Council is short one Councilman becau one Councilman i.s on vacatzon, so he appointed James Sullenburger as a temporary councilman. The Mayar swore Mr. Sullenburger in as Councilman. The City Clerk read the NSayorts letter explainirghis budget.
