Regular meeting of the C:ity Councia oF the City of Auburn,
held dt $:00 P.M. in the Courzcil Criambers at the City Hall.
The meeta.ng was called tc order by Mayor Clark.
Councilmen present: Hitchcock, Kuehn, Sta2der, Snodgrass,
a nd Raven.
Cour,cilmerl absent: nupert ar;d Petersen.
Minutes of the previaus meetings held Oct. 7, 9.th and
15th were approved as rriailed.
BOAuD OF ADJUSTMENTS HEARING
The Mayor declared the hearing of the Board of Adjustments
open on the request of Nirs. Aves King for a reducing salon in
her home at 510 3rd St. N.E.
Mrs. King saio that she has some very good equipment.
T!:ere being no one else speaking for or against the request
the Mayor declared the hearing closed.
It was moved by Kuehn and 2nd by Hitchcock that the request
of Yirs. Kingst be granted. MOTION CAFcR
PUBLIC HEAHIPIG LID 129
ihe Mayor declared the public hearing on the assessrnent rolL
for LID 129 open.
Mr, C. T. Mowre asked when the assessments had to be paid.
The City Clerk explained traat this L.I. D. ruras for 10 years
and payments can begin ar.ytzme after the Treasurer aend5 out his
notice,
Mr. Nlowre also said that wherl the water line was put througn
his property they tore his fence down ar.d it was never fixed.
ihe Mayor asked Nir. MQwre to wri.te a letter to the Ccuncil
a hout the damage that was done.
Mr. Evans and Mr, 4TOnes of the School Board objected to the
assessment becuase they never signed the petition anc they
dicinft feel tYiis water line ber.efitted their property.
The 'ity Clerk asked the h`ater 3upt. if the City could pro-
vide aaequate fire protection to all this praperty without th.is
line.
The Water Supt. sazd no the City couldn't.
There being no further comments the Mayor declared the
hearing closed.
It was moved by Hitchcock and 2nd by Stalder that the
assessment roll far LID 129 be anproved and the City Attorney be
instructed to prepare the necessary ordinances. The motion lost
with the following ro11 call vote being recorded, HitchGOCk, yes;
Kuehn, no; Stalder, yes; Snodgrass, yes; and Raven, no.
It was moved by Kuehn ar,d 2nd by Raven that the public
earing for the assessment roll for LIU 1210 be ccntinued until
ov. 19th, for further study. MOTION CARRIED

It was moved b}► Hitchcock and 2nd by Kuehn that Ord. 120$
entitled "An Ordinance of the City of Auburn, Washington, amending
section One of Urd.- 954, which Ord. No. 954, is an Ordinance
prohibiting the parking of any vehicles between the hours of 4:00
OtClock A.M. and 6:00 OtClock A.M. except 5undays and legal holida
on main street between the Northern Pacific Railroad Co. right of
way and D St, S.E. in the City of Auburn", be introduced ard
adopted with the following roll ca11 vote being recorded, Hitchcoc

It was moved by 3talder and 2nd by Raven that Urdinance No.
1209 entitled "An Ordinance of the City of Auburn, Washington,
providing for the improvement of the alley in Block K. Arthur C.
Ballard Condict Addition to Auburn, by the construction of asphatt~c
concrete pavement surface and creating LID 131", be intraduced and
adopted with the following roll call vote being recorded, Hitchcoc ,
yes; Kuehn, yes; 5talder, yes; Snodgrass, yes; and Raven, yes.
ORDINANCE N0. 1210
It was moved by Raven and 2nd by Hitchcock t.hat Ordinance
No. 1210 entitled "An Orch nance of the City of Auburn, Washir.gton,
emending Section One of Ord. 1204 and Section four of Ord. 119$,
which Ord. 119$ is relating to and providing for the annexation
of a contiguous area of land lying ad,jacent to the southerly
marginal line of the existing city limits of the City of Auburn,
which land is described in a petition duly filed with ths City
Clerk (fthe City of Auburn, so that Section 4 as amended and Secti,
1 of Ordinance No. 1204, shall provide for the proper legal des-
cription of that area of land to be annexed to the City of Auburn"
be introduced and adopted with the following roll call vote being
recorded, Hitchcock, yes; Kuehn, yes; Stalder, yes; Snodgrass,
yes; and Raven, 3►es.

It was moved by Stalder and 2nd by Raven that Ord. No. 1211
entitled "An Ordinance of the City of Auburn, Washington, relat,ing
to and providing for the condemnation bf a tract of lanu in River-
view Addition in the City of Auburn for the purpose of improving
by the construction of a city street fo.r city street purposes",
be introduced and adopted with the following roll call vote being
recorded, Hitchcock, yes; Kuehn, yes; Stalder, yes; Snodgrasa,
yes; and Raven, yes.
URBAN RENEk'AL REPORT
The City Attorney turned the Urban Renewal report back to the
Council saying he had made the necessary corrections.
The Mayor said he will appoint a citizens committee Thursday.
It was moved by Hitchcock and 2nd by Kuehn that the Urban
Renewal workable program be submitted to Mr. Justin,aRegional
Administrator of the F.F.H.A. in San Francisco for his acceptance.

FITZGERALD CLAIM
The City Attorney asked the Council totake action denyTng~the
' claim of Mr. Fitzgerald.
It was moved by Kuehn and 2nd by Hitchcock that the claim of
Mr. Fitzgerald be denied. MOTION CARRIED
EASEMENT
The City Attorney submitted an easement to the city from Ken
Doxon & his wife.
It was moved by Stalder and 2nd by Hitchcock that the City
accept this easement and the City Attorney record it.MOTION CARRIED
WATER SUPT. F.EPORT
The Water Supt. said the Water Committee had met and asked
m to get the cost of replacing the 16" main along the Enumclaw

Ffi.ghway and an 8" main along 17t.h St. S.E. from F to H St. S.E.
He gave the costs.
It was moved by Kuehn and 2nd by Stalder that ths city call
for bids for this pipe and fittings with bids to be opened Dec.

F:.NGINEER REPORT
The City Engineer said the State Health Dept. had checked
and there is no rest home on H St. N.E.
LOCOM@mIVE
Councilman Hitchcock felt that a Committee shoula be appointe
to study the locomotive problem.
It was moved by Hitchcock and 2nd by Raven that the recamm-
endation of the Park Board on the placement of the locomotive in
the City park be accepted. MOTION CARRIED
The Nayor appointed a committee of Stalder, Raven and Kuehn
ta study the cvst on moving the lacomotive and report back at the
next meeting.
SURVEY
The Mayor asked Nr. Aspenwall of Puget Sound Power & Light
Co. about the survey 6f Auburn.
Mr. Aspenwall said he will have the survey this Thursday.
METRO MUNIC;IPAL CQRF.
The Mayor said there is quite a controversy about the Metro
plan because both Seattle and Tacoma want Auburn to go in with
them.
The Mayo.r asked any of the CoTancil thtt cau ld to study this
problem. He further said the King County Commissioners will meet
Nov. 18th to study this problem and he asked that representatives
fram the Council atterd.
RE~UEST FCR PAkKING METERS
A request was received from ? businessmen' for parking meters
on the east side of B St. S.E. from Main south to the alle.y.
Couneilman Snodgrass said the r'ire Committee had recommended
that the east side of B St. S.E. from Mazn to the alley be a
fire lane.
Councilman Raven said the Fire Chief had said that 2 mete.rs
frorn the west side of B 5t. could be put; on the east side.
This matter was referred to the Engineer, Street Committee,
Fire Committee and Police Chie£.
HUGHBANKS INC. REQUEST
A letter was received from Hughbanks Inc. asking that the
interest rate for LID 129 bonds be raised to 51 percent.
This was referred to the Finance Committee and City Attorney
f or study and report back.
TRANSFER QRIIER
It was moved by Kuehn and 2nd by Hitchcock that Transfer Order
No. 456 transferring $1,145•97 from the LID Cantrol to the LI
Guaranty Fund be granted. MOTION CARRIED

PETITION TO ANNEX
A petition was received fram Rohr Aircraft and nne from an
area around the Rohr property far annexation.
It was moved by Hitchcock and 2nd by Kuehn that a public
hearing be set for Dec. 3rd. MOTION CARRIED
L.I.D. 130 PAYMENTS
The claims for the 15% retained percentage, based on the City
Engineer's final estimate on LID 130, for Carl Nilson & Son in the
amount of $3,121.2$ and for C. J. Rockey in the amount of $1011.16
were submitted for approval.
It was moved by Hitchcock and 2nd b,► K:uehn that these two
claims be agproved and payment be authorized. MOTION CARR7ED
CLAIMS
It was moved by Hitchcock and 2nd by Kuehn that, the follcwing
claims against the city, all having greviausly been passed and
signed by the Finance Committee be approved and the City Clerk
be authorized to draw warrants i-n payment:

There being no further business to come before the Council
the meeting was adjourned at 9:35 P.M. subject ta the call of
