Regular meeting of the City Council of the City of Auburn,
held at $:00 P.M. in the Council Chambers at the City Hall.
lhe meeting was called to order by Mayor Clark.
Councilmsn Present: Hitchcock, Rupert, Stalder, Snodgrass,
Raven and Petersen.
Councilman absent: Kuehn,
Minutes of the previous meeting held Nov. 19th were approved
as mailed.
OPENING BIDS
Bids for supplying the City with C. I. pipe and fittings '
were received from U. S. Pipe & Foundry Co. and Pacific States C.
I. pipe Co.
These bids were referred t o the Water Supt., Water Committee
and Purchasing Committee for study with power to act.
The City Clerk said a letter was received from Pacific Water
Works Supply Co. saying they were unable to bid at this time.
PUBLIC HEARING CONTINUED
It was maved by Rupert and 2nd by Hitchcock that the public
hearing for annexation of J St. S.E. and surrounding area be con-
tinued until Dec. 17, 1957• MOTION CARRIED
PUBLIC HEARING ANNEXATIOIV
The Mayor declared the public hearing on the annexation of
the Union Stockyards and the Army Depot open.
TheFe being no one speaking for or against the annexation the
Mayor declared the hearing closed.
It was moved by Hitchcock and 2nd bp Raven that the annexatio
be accepted and the City Attorney be instructed to prepare the
, necessarq ordinance. MOTION CARRIED

PUBLIC HEARING ANNEXATION
The Mayor declared the public hearing open on the annexation
of the Rohr property and surrounding property south of the south
city limits.
Mr. Wm. Wilcox of 90th Ave. So. asked what area was in-
cluded in the area~:.to be annexed and said he had never been con-
tacted to sign the petition.
The i~ity Engineer explained the area to Mr. Wilcox.
There being no further comments the Mayor declared the heari-g
closed.
It was moved by Rupert and 2nd by Stalder that the city accep
this annexation and the City Attorney be instructed to prepare tYe
necessary ordinance. MOTION CARRIED
BOARD OF ADJUSTNIENTS HEARING
~ The Mayor declared the hearing of the Board of Adjustments
open on the request of 0. S. Herrington for a special bldg. permit.
Gouncilman Hitchcock said that the property owners on both
sides of Mr. Herrington had no objection to Mr. Herringtonts
~ request.
There being no further comments the Mayor declared the hearfg
closed.
It was moved by Hitchcock and 2nd by Raven that the request
of O.S. Herrington be granted and the City Attorney be instructed
to prepare the necessary ordinance. MOTION CARRIED
STREET CONKTTEE REPORT
Councilman Stalder reported for the Street Committee re-
commending that the request of Manuel Carames to construct only
the east side of North Division in Block 10, New Auburn Addn.,
be granted.
It was moved by Stalder and 2nd by Rupert that the recomm-
endation of the Street Committee be accepted and the City Attorney

It was moved by Stalder and 2nd by Petersen that Resolution
No. 37 entitled t'A°Resolution of the City of Auburn, King Co.
Washington, relating to the transfer of funds from ths Salary Fund,
in the Current Expense Budget to the Expense Fund in the Current
Budget of the City of Auburn", be introduced and adopted with
the following rall call vote being recorded, Hitchcock, yes;
Rupert, yes; Stalder, yes; Snodgrass, yes; Raven, yes; and Petersen,

It was moved by Rupert ancl 2nd by Hitchcack that Ord. 1215
entitled "An Ordinance of the City of Auburn, Washington, relating'
to anci providing for the annexation of a contiguous area of land
lying adjacent to the southweterly marginal line of the existing ;
city limits of the City of Auburri, to the City of Auburn, which 'l.and is described in a petition duly filed with the City Clerk
of Lhe City of Auburn", be introduced and adopted with the followi~

ORDINANCE N0. 1216
It was moved by Hitchcock and 2nd by Petersen that Urd. 1216
entitled "An Ordiriance of the City of Auburn, Washington, relating
to and providing for the annexation of a contiguous area of land
lying adjacent to the southerly marginal li.ne of the existing
city Iimits of the City of Auburn, which land is described ir: a
petition duly fil.ed with the City Clerk of the City of Auburn",
be introduced and adopted with the following roll call Vote being

ORDINANCE NU. 1217
It was naoved by Rupert and 2nd by Snodgrass that Urd.. 1217
entitled "An Ordinance of the City of Auburn, tit'ashington, declari-g
a public emergency to exist in the City of Auburn and authorizing
the City Treas. to expend necessary funds in the amount of $
for the purpcs e of paying certain deficient accounts described
in this Ordinance and directing expenditure of said funds from
the Current Expense Fund", be introduced. MUTIGN CARRIED
The Gity Clerk explained why these necessary emergency app-
ropriations were needed.
The Police Chief explained that the one patrol car needed a
new motor.
It was moved by Hitchcock and 2nd by Raven that the Purchasii
Committee and Police Chief study the possibility of purchasing a
new car rather than repairing the oid one. MOTION CARRIED
EAS E~MENT
An easement was received from Ernest and May Heisserman.
It was moved by Stalder and 2nd by Hitchcock triat the city
accept the easement for a storm sewer across the W 1/2 of lot g
ancl 17 and the east 5t of lot 7& 16, Block 1, Martha"Heisserman
Addn., and the City Attorney be ir.structed to record the easement.
MCTION CARRIED
STREET 5UF'T. REPCRT
The Street gUpt~.asked the City Attorney about the Ordinance
on establishing B St. S.E. as a 1 way street.
The City Attorney said he would have the Ordinance ready for
the next meeting.
ENGINEER REFGRT

The City Engineer said he had the Urban Renewal reFort back
and he will send the necessary copies and codes to San Francisco.

METRG PLAN
The Mayor said that Auburn, Algona, Facific and Federal Way
had been left out of the Metro District.
CGNDEMNATION SUIT

The City Clerk said he had the letters on file from the
property owners where 3rd St. S.E. is gning through. '
The City Engineer was in5tructed to contact Mr. Shaughnessy '
~ on the matter. The Engineer said he had talked with Mr. Mills and
he will write a letter to the City Council.
The City Attorney said he will give the Engineer,~:°some short
option forms for the property owners to sign.
12TH ST. S.E.
Councilman Raven said he had been down 12th St. S.E. and it
was in very bad condition.
This was referred to the Street Committee, and City Attorney
to make a recommendation to the Council.
TERkACE 3TREETS
Councilman Rupert asked about the condition of the streets
in the Terrace.
It was moved by Rupert and 2nd by Hitchcock that the City
Clerk write a letter to the King County Housing Authroity telling
them about the hazard (f the streets and ask them to take care of
the condition. MOTION CARRIED
WARD SMITH GORP L REQUEST
The City Clerk said the Street Supt. had received a letter
from Ward Smith Corp. asking him to accept 23rd St. S.E. The Clerk
said there is no;', record of the City Council ever accepting this
street.
! Councilman Stalder said the Street Committee recommended
the city accept this street.
It was moved by Stalder and 2nd by Rupert that the city accept
23rd St. S.E. MUTION CARRIED
VALLEY LAND REQUEST
A request was received from Valley Land requesting that the
city accept the northerly 400 feet of A St. N.E. north of 7th N.E.
This was referred to the Street Committee and. Engineer for
study and report back.
BERGUM REQUEST
A letter was received from R. C. Bergum recommending that
aste cans be placed on East Main from C to FSt.; have a police
officer control traffic at Auburn Ave. and First St. N.E. from
4 to 6 P.M.: have a civilian check the parking meters.
The Street Supt. said he had talked with the Jr. High
Principal and he was suppose to contact the Street Supt.
The Traffic problem was referred to the Engineer and Street
Committee and the parking meter officer was referred to the Police
Chief.
Tfie Mayor said a solution to these requests will be worked out
f I PETERS AFFADAVTT
An affadavit was reCeived from Wm. Peters saying he will not
se the trailer house at $20 6th St. S.E. for living purposes.
The Police Chief said Mr. Peters wants to use this trailer for
work shop.
The City Attorney was instructed to cheCk the Ordinance on
his matter and that this matter be continued until the next meetinj

e instructed to call for bids for gasoline for 1958 with bids to

It was moved by Hitchcock and 2nd by Rupert that the City
C2erk be instructed to call for bids for legal publications for
1958 with bids to be opened Jan ?th. MOTION CARRIED
It was moved by Petersen and 2nd by Stalder that the City
Clerk be instr•ucted to call for bids for PS 300 type fuel oil
for 1958 with bids to be opened Jan 7th. MOTION GARRIED
It was moved by Rupert and 2r.d by Stalder that the Uity
Clerk be instructed to call for bids for liquid chlorine for 1958
with bids to be opened Jan 7th. M(7TIDN CARRIED
LOCONI(UVE CALL FOR BIDS
The t~ity Clerk said he had not cal3ed far hids for the
moving of the locomotive because there were several legal questio
as to liability Insurance.
It was matred by Hitchcock and 2nd by Rupert that the City
Clerk and the Gity Attorney prepare the notice of the call for
bids with bids to be opened Jan 7th. MOTION CARRIED
IRBY_ REQt;EST
The City Clerk said Mr. Irby has offered to pay $5.00 per
month to use the city shed at 6th & C St.S. for parking his hay
truck.
This was referred to the Police Dept.
3RD AND AUBURN AVE.
The City Clerk said a Police officer had informed him that
Lyle Schneider wouid c}onate some land so that the curb at 3rd
and Auburn Ave. could be rounded off.
This was ref erred to the Street Committee and Engineer for
study and report back.
LIGNS TRASH CAN
Councilman Hitchcock asked if the trash can in the Merchants
Parking lot cauldn'L be emptied by the City Street Dept.
It was moved by Hitchcock and 2rld by Raven that the Street
Dept. pick up the trash from the Lions trash can when it is
set ouL on the sidewalk. MOTIGN CARRTED
DRIGGERS REQUEST
Mr. Driggers of the Auburn Cab Co. felt that B St. S.E.
should be left for two way traffic and not made a 1 way street.
CLAIMS
It was moved by Rupert and 2nd by Hitchcock that the followin~
claims against the city, aIl having previously been passed and
signed by the Finance Committee, be approved and the City Clerk
be authorized to draw warrants in payment.
