' The meeting was called to order by Mayor Clark. ~

Minutes of the previous meeting held January 7, 195$ were apprc

PUBLIC HEARING
The Mayor declared the public hearing open on the assessment
oll for L.I.D. #131. No one appeared to speak for or against said
ssessment roll so the Mayor declared the hearing closed.
It was moved by Rupert and 2nd by HitchGOCk that the assessment
all for LI.D. #131 be approved and the City Attorney be instructed
o prepare the necessary ordinance.

aOUTH END AIVNEXATION
Mr. Walter Davis appeared before the City Council, as spokes-
an for a group of property owners from just S outh of Auburn, and
rotested the proposed annexation. He submitted petitions of prote
igned by 59 persons 3n that are« and he condemned the action of
ne councilman who he-claimed was pushing and engineering this
nnexation against the desires of the people living in the area.
The City Council declined to take any action on this matter and
roceeded to other business.
WATER COMMITTEE REPORT
Councilman Rupert submitted a report from Water Supt. B.C. Gos
egarding the advisability of drilling a well in order to obtain an
dditianal water supply before attempting to replace the 24 inch
ain ta the headworks. Mr. Wolfe, consulting engineer, was present
0 answer questions that were asked by members of the City Council.
ouncilman Rupert stated that the Water Committee's recommendation
as the same as that of Mr. Gosney.

It was moved by Rupert and 2nd by Kuehn that the recorr,mendatiori
e by Mr. Gosney and the Water Committee be approved and authorization
given to proceed with the project. I

I Mayor Clark asked the City Attvrney if this matter should not
b brought befare the citizens of Auburn before proceeding. The Cit
A~torney said this was not necessary.
It was moved by Rupert and 2nd by Hitchcock that the City Atto
b instructed to prepare the necessary emergency ordinance authorizi
t e expenditure of $50,000.00 from the Water Reserve Fund.
MOTTON GARRIED.
Councilman Kuehn requested that he be put on record as wanting
a altsrnate water supply before replacing the 24" mair.
Tt was moved by Kuehn and 2nd by Hitchcock that the City retain
t e services of Mr. Wolfe as consulting engineer for this project.

STREET COMMITTEE REPORT
Councilman Stalder reported for the Street Cammittee regardin
the request of the B& B Cleaners for a customer parking space and
recommended that this request be denied.
It was moved by Stalder and 2nd by Petersen that thfs requsst

It was moved by Rupert and 2nd by Stalder that Ordinance #122
entitled "An Ordinance of the City of Auburn, Washingtan, relating
to and fixing the compensation to be paid the City Treasurer of th
City of Auburn, prescribing when and who such compensation shall
be paid and amending Section 1 of Ordinance #944 and repealing
Ordinance #1031, be introduced.

ORDINANCE #1224
~--i It was moved by Petersen and 2nd by Rupert that Ordinance
#1224 entitled "An Ordinance of the City of Auburn, Washington,
( declaring a public emergency to exist and providing for the expend
iture of $1800.00 from the Street Fund of the City of Auburn with
allowance for reimbursement thereof for the purchase of Street
equipment, be introduced. '

ORDINANCE #1225
It was moved by Raven and 2nd by Petersen that Ordinance
#1225 entitled "An Ordinance amending Section IV of Ordinance #121E
which is an ordinance providing for the annexation of a contiguous
area of land lying adjacent to the south marginal line of the
existing City licnits, be adopted with the following roll call vote
being recorded: Hitchcock, yes; Kuehn, yes; Rupert, yes; Stalder,
yes; Snodgrass, yes; Raven, yes; and Petersen, yes;

I - ENGINEER'S REPORT
The City Engineer reported on the sidewalk situation stating
would put someone to work checking all the sidewalks and furnish
list to the City Attorney in order that proper notices for re-
irs could be delivered to the property owners affected.
UNITED BUILDERS REQUEST
The City Engineer reported on the request of United Builders,
ating that he had contacted A+Ire Whitney about deeding 30t of

~ Councilman Petersen requested the City Clerk to read the resu~lts
~of the various bid awards. ;
These were:
i Gasoline; Standard Oil Co. quoting 25.23¢ per gallon.
Liquid Chlorine: Van 'gaters and Rogers quoting $11.50 per
hundred in 1$0 pound cylinders and $7.25 per hundred in 2000 pound '
drums.
Fuel Oil: Heisserman Fuel Co. quoting $4•35 Per barrel

Legal Publications: Auburn Sun quoting 75¢ per 100 words for ~
the lst insertion and no charge for additional insertians of the
same publication,

STATE HIGHWAY PUBLIC HEARING
Mayor Clark asked the City Engineer to report on the State
Highway Public Hearing. The Engineer stated that a recommendation
had been made by the Mayor, Auburn Planning Commission, and the
Auburn Chamber af Commerce to have the int,er-change moved south
to So. 292nd so it would be of more benefit tc Auburn.
SIGNAL LIGHT
Councilman Hi.tchcock asked regarding ths progress of the siG1VA
light at lst and Auburn Ave.
The Ci.ty Engineer stated that there have been no requests for
specificatians as yet so none have been prepared.
Councilman Hitchcack asked if the Street Committee had studiedi
,he angle parking si.tuation on lst St. N.E. between Auburn Ave. and

Councilman Stalder stated that the committee would delay acti
n this matter until they see what effect the signal light has on
his problem. ,
NQRTHERN PACIFIC REPLY
Mr. W.C. Smith, Division S uperintendent for the N.P. replied
o the request by *,he City Council for an automatic crossing signal
n M:it. S.E. by requesting that this matter be held in obeyance
ntil they are able to determine what effect the State Highway
vercrassing will have on the grade crassing.
Councilman Hitchcock requested that the matter be kept current,
LFTTER FROM DEPARTMENT HEADS
A letter was received fram the various city department heads
equestin the extra payroll haurly wage rate be increased from
1•75 to 51.875.
It was moved by Rupert and 2nci by Kuehn that the City Council
ant this requested rate.

EMIL I3ITZER REQUEST
Mr. Emil Bitzer submitted a request for permission to allow
im to build a house on a substandard size lots that is located on
St. N.E. between 4th and 5th Sts N.E.
It was moved by Raven and 2nd by Stalder that a publi.c hearing
f the Board of Adjustments be held February 18th to consider Mr.
iitzer's request.

Mr. Arney submitted a request to have lots 19 & 20 Block 10
Frenchts lst Addition rezoned from Neighborhood Shopping to C--1
in order for him to inlarge his store.
It was moved by Kuehn and 2nd by Hitchcock that this request
be referred to the Planning Commission for public hearing and
recommendation.

BUILDING PERMIT REPORT
The City Engineer submitted a report on the building permits
i issued during October, November and December, 1957•
This report was ordered placed on file.
CITY INSURANCE
Mr. O.W. Pierson submitted a letter to the City Council
concerning the City's liability Insurance premium and he pointed
out the difficulities involved in obtaining liability coverage for
the City due mainly to the faulty sidewlaks.
Mayor Clark appointed a special Council Committee consisting
of Petersen, Chairman; Kuehn and Rupert to work with the City
Engineer and O.W. Pierson on this insurance problem.
PARKING
Councilman Hitchcock stated that there were 3 parking spaces
on Main Street across from Van's Furniture which have no parking
meters.
This was referred to the Street Committee.
CURFEW
Councilman Kuehn stated that the rigid enforcement of the curfew
ordinance in Seattle might tend to cause the juveniles to come out
to Auburn if they thought we had no curfew regulations. He felt
that the Police Dept. should be alerted to this possibility.
It was moved by Kuehn and 2nd by Hitchcock that the City Cler
be directed to write a letter to the Seattle press informing them
that Auburn also has a curfew ordinance that is being enforced.
