The meeting was call.ed to order by Mayor Clark. Councilmen Present: Hitr.'ncock, Kuehn, Rupert, Stalder, h.aven and Petersen. Councilmen absent; Ivone Snodgro~ss Minutes of the previous meeting held March 4, 1958, were app- roved as mailed. BTDS Bids for a new power m ower _fer the City Park were received from Ivan W. Lee, Seattle quoting two pricesl.) net price ~1,150.0( 2.) net prife $999•00: Donts R pair quoting net price of ~l,l$1~.$3 and Kennedy s quoting net price ~1,469.$3• These bids were refered to the Park Board and Purchasing Comm- ittee with power to act. aTREET LIGHT Councilman Hitchcock reported that the material for the stree{ light on Auburn Ave. and lst N.E. have been ordered and should arr~ve in 2 or 3 weeks. L.I.D. J st. S.E. Councilman Rupert reported that the Water Supt. suggested that the 16" wooden pipe be r-eplaced then hook on fr-omEnumclaw Hiway. This would eliminate the hook on charge requested by 110)dern Homes. iiowever, there will be a del.ay untii the sewer project is firiished in aiaout 2 or 3 weeks. STREET SIGNS Councilman Stalde.r reportec~ tYiat school zone signs on Y St.S.E~ ~ 1_7th through 21st are up. ne alse stated that the request by John Wadkzns to erect a caution or stop light at the intersection of the Enumclaw Hiway ~ was turned over to the Slate Hiway Department. STREET LIGHT Councilman Raven recommended that I mercury vapflr lignt be erected close to the front of the building and the City Clerk be instructed to write a letter to P,1get Sound P wer ~c Light Co. re- questing them to do so. " It was moved by Raven and 2nd by Hitchcock that the committee rPCOmmendation be accepted. MOTION CARRIED CITY INSURANCE Cour.cilman Petersen reported there are some more bids coming in and he will report at the next meeting. ORDINANCE #1234 It was moved by Rupert and 2nd by Hitchcock that Ordinance #l; entitled An Ordinance of the City of Auburn, Washingtor., relating to and providing for the improvement of J St,. S.E. in Auburn by thE construction of water mains, all in accordance with a petition sigi by a majority of the affected property owners and filed wi.th the City erk of said Cit y, and certification of the City Engineer of said City that a majority of the affected property owners have sigr the petition, arid all of the facts set forth in said petition are true, and that the estimated cost to the prcperty wi.ll not exceed the limit established b,y law, and creatirig a local improvement district provbiding for the necessary proposed imprevements, pres- cribing the mode of payment of assessments and creatirig a local improvement distrcits theref ore. be introduced and adopted with the following roll call vote being recorded; Hitchcock, yes; KueHN, yes; Rupert, yes; 3talder, yes; ~rodgrass, yes; Raven, yes; and Peterseri, Yes; ' i ~ 34 _ ed ~ ed Page 2276 AUBURN WASHINGTON TiiESDaY M,ARCH lg. 195$ DAILDENAS City Attorney reported that he wrote a letter to Mr. Daildena about his property on Pike Street but up to now Mr. Daildenas had been unable to came in to discuss the matter. ADMISSION TAX City Attorney stated he received a letter from the Attorney's handling it and they are ready if the Council will comply with their requirements. SI D EWAL K3 City Engineer reported that he has sent out around 700 notice and has had very few complaints. Most people are willing to fix their sidewalks. He also reported that the petition for construct a sanitary sewer on Auburn Ave. was signed by 751o of the property owners and the Engineer recommended that the City Attorney be in- structed to prepare the necessary orlinance . It was moved by Rupert and 2nd b,y Hitchcock that the City Engineers recommendation be granted. MOTION CARRIED ADMISSION TAX Councilman Hitchcock requested that City Attorney read the copy of the letter he has from the Attorney's handling the Ad- mission tax. Since the Conncil has not received and official letter from them as yet they would not act on it. HOUSING COMMITTEE Councilman Rupert stated he would have a report at the next meeting. C ITY HALL S IDEWALKS City Clerk stated that since everyone else with bad sidewalks have to have them fixed that the sidewalks by the City Hall should be repaired also. Mayor Clark authorized the City Engineer to look into the problem. B.& R. CLEANERS Councilman Stalder reoommended that since the Council granted a free parking meter in front of the Cham ber of Commerce that he feels that an ur.loading and loading sign be erected in from of B. & R. Cleaners. It was raoved by Kuehn and 2nd by Hitchcock that his recommen- dation be granted. City Engineer stated that the street committee set the polici for the yea.r and they decided no new projects for this year. This s where the proposed 3rd St. S.E. would go through. City Engineer stated this has to have Council and Planning ommission action for rezoning of property and then a public hearin~ City Attorney atated he would write a letter stating that itis or public use and he should apply for rezoning. THOSTENSOTd REQUEST A request from Gsn. Thostenson protesting the pasturing and tabling of horses and the electric fence by City Attorney Lyle chneider. City attorney Lyle 5chneider spoke for his defence. after much discussiorl Nlayor Clark appointed Stalder, Yeterserl, nd Rupert to study the problem and report back. Mayor Clark also asked Mr. Thostenson and Mr. Schneider to try nd sett-,le their arguments away from the City Council meetings.
