Regular meeting of the City Council of the City of Auburn, held at $:00 P.M. in the Council Chambers of the City Hall. The meeting was called to order by Mayor Denise.. Councilmen present: Hitchcock, Aaby;- Rupert, Stalder, & Raven. Councilman absent: Towner(, Peterso n Minutes of the previous meeting were approved as mailed. WELL Councilman Rupert reported that the water cbmmittee had met with Mr. Wolfe and stated he has a copy of the specifications and methods for drilling the well. He also has worked out a time scheldue. There is a copy of specifications in Mr. Wolfets offic4 and there will be one in the City Clerkts. It was suggested to call for bids on May 6, 195$• It was moved by Hitchcock and 2nd by Stalder to accept the Water committee recommendation and call for bids with bid opening set for May 6, 1958. OftDINANCE #1236 MOTTON CARRIED It was moved by Stalder and 2nd by Rupert that ordinance #12; entitled "An ordinance of the City of Auburn, Washington providinj for payment of water mains and installation of water hydrants, anc for repealing ordinance #10$9 be introduced and adopted with the following roll call vote being recorded: Hitchcock, qes; Aaby,yes Rupert, yes; Stalder, yes; Petersen, yes; and Raven, yes; ORDINANCE #1237 It was moved by Hitchcock and 2nd by PetersBa #1237 entitled "An ordinance of the City of Auburn, prohibiting electric fences within the City Limites of Auburn be introduced. QRDINANCE #123$ that -ordinance Washington of the City MOTION CARRIED:3 It was moved by Hitchcock and 2nd by Aaby that Ordinance #1 entitled nAn ordinance of the City of Auburn, Washington, declar a public emergency to exist and providing for the expenditure of $ from the current expense fund for the purpose of pay of the cost of moving the locomotive and tender to the City Park in the City of Auburn, be introduced. FENCE MOTION CARRIED Councilman Raven brought up that he had talked to the Park Supt. and he stated that the kids keep elimbing over the fence anc getting into the locomotive.::,:AIt was recommended that a couple of signs be made and erected to try and keep kids from climbing the fence. Mayor Denise also stated that Mr. Nelson stated he will furnish light bulbs to keep the train area lighted and Homer Rohr stated he would wire to the locomotive. The matter was turned over to the Park Board, City Attorney and City Clerk. WATER BILL 4731 City Attorney atated that the City still owes $20.00 on a water permit for drilling of the well. City Clerk stated he calli them and explained the procedure the City goes through to pay the bill and they said it will be o.k. as Iong as it is passed at thE next meeting. LAW DAY City Attorney stated that President Eisenhower proclaimed May 1, 195$ as LAW DAY. He then read some suggestions that could be used by different cities. $ 3RD ST. S.E. APkL 15. 195$ I Councilman Stalder asked about the 3rd oSt. S.E. and City Attorney stated that 2 qualified appraisers have looked into it and are preparing there report. WATEB SUPT. Water Supt. stated that the chlorine fed to the water has been cut to m3:nimum and they have had no complaints. All the chlorinate water tested good but the water at the head works tested bad. ENGINEER I He stated that he has been getting verp good co-operation with ~ the people on getting the sidewalks repaired. About 40% have been fixed. HAULING BRUSH Mayor Denise stated he was asked about hauling brush away w trees have been topped or blown down in sidewalks. Street Supt. stated they haul it away when it obscures the 8afbty and etc. If people have topped the trees themselves the only time theg will pick that up is during Clean Up Week. TRAILERS Councilman Stalder stated that there are trailers parked every where and there should be a ordinance controlling it. It was turned over to the Street Cornmittee and City Attorney to look into and see if there are any ordinances concerning trailer . IDtNITED BUILDERS A complaint from the property owners across the street from t residence of C.V. Erath for the violation of the R-60 residence zoning ordinance regarding the maximum number of commercial trucks being parked or st ore on his property. Mr. Erath was present to speak on his behalf. This was refered to the Planning Commission to investigate. AUBURN LIONS Request from the Lions and Eagles Club for the use of the lot ' on C St. for the purpose of presenting and afternoon and evening performances by Barnes Wild Animal Circus during the week commenciA May 5, 1958• It was moved by Petersen and 2nd bp Stalder to accept the re- quest and also that the Barnes w31d Animal Circus put down a$25•00 deposit for Clean Up. MOTION CARRIED HARLEY H. LEASE A letter was received from Harley H. Lease stating that there is and old open celler on the lot across the alley from the AmericA Legion Hall between 7th and $th. He stated that it is very dangero and something should be done about it. Chief Ludwig stated it was a violation of a City Ordinance. It was refered to the City Engine;er to write a letter to the y~ owner about filling it in. ' JACK SPRENGER ' . A statement was received for the additional cost for the main in the Southdale tracts the difference between the and 6" pipe would be $867•9$• This will be presented to the Council for payment at the next meeting. Quarterlq Report for the Street Dept. for Jan. Feb. & March~ 195$ was received. ~ This report was ordered placed on file. AUBURN SCHQOL DIST #40$ A request to annex to the City of Auburn the tract of land 1, which lies immediatly south and west of the south city limits. ~ Mr. Hayes Holman and Mr. Jones were present to speak for the anne tion. Mr. Holman also stated he hoped the schoarl. Board and :City Council works together far the betterment of Auburn. City Clerk recommended that a date be set for a public hearing and Maq 6, 19 It was moved by Rupert and 2nd by Petersen that a public hea be set on May 6, 195$• MOTIOAI CARRIED F ST. S.E. A petition to create a L.I.D. on F St. S.E. for curb and gutter and an asphaltic concrete surface on F St. S.E. between 12th & 7th S.E. was submitted. The petition had been signed by $3.55% of the affected propo owners. -It was moved by Petersen and 2nd by Stalder that the City Attorney prepare the necessary ordinance. MOTIQAT CARRIED ASSN. CITIES City Clerk informed the Council that a school for newly elec Mayors and City Councilmen was being held April 24, 195$ at 9:00 ~ in Seattle. and if any of the Councilmen wnated more informatio nl, that he has the literature. I SELLZNG DONKEY Councilman Rupert asked the Water Supt. about the donkey and the Supt. stated that thep are going to advertise it and try to sell it. It was moved by Rupert and 2nd by Aabq that they call for bi MOTION CARRIED MOWRE REQUEST Mayor Denise then asked if there was anyone in the audienee who wished to bring up anything. Mr. Mowre requested 30ft. road- way be put through the property which he sold, as he stated he hai retained and easement for the property. This was refered to the Street Committee, City Engineer and investigated to report back. PARKING METERS Mayor Denise stated he thought that the parking meters acros the street from the City Hall should be removed and 15 minutes parking be put in. Chief Ludwig agreed if the Police Department could have 1 parking stall on the end. It was moved by Hitchcock and 2nd by Rupert that the Mayors request be granted and that one stall on the end be for the Polic Department.
