WASHINGTt3N TUESDAY JUNE 17, 1958 Regular meeting of the City Council of the City of Aubuarn, held at $100 P.M., in the Council Chambers at the City Hall. The meeti.ng was called to order by Mayor Denise. Councilmen present: Aaby, Petersen, Stalder, Fitzsimmons, Towner and Prescott. Councilman Absent: Rupert Minutes of the previous meeting, held June 3, 195$ were approved as mailed. KENNETT REQUEST The City Clerk read a letter from Erneat Crane, Attorney for Roberta Kennett, requesting that all Citp Taxi licenses issued to Roq Kennett be transfered to Roberta Kennett as provided in the divorce decree. It was moved by Petersen and 2nd by Stalder that the transfer be approved and a certified capy of the decree be filed with the City Clerk. MOTION CARRIED "INDIAN TOMtS MEMQRIAL SITE" A growp of residents from N St. N.E. with Mr3. Flopd Carr as spokesman appeared to protest against the use of Indian Tom's Memorial iite as a plapground for children. It was stated that they all favored a plan for beautification of this property but they were opposed to its being tzsed as a playground. Mayor Denise advised th3s group to discuss their problems with the Park Board inasmuch as the iraprovement of this site was in the Park Boards hands. FINANCE CQNIMITTEE REPORT Councilman Aaby reported for the Finance Committee, with the recommendation that $1.65 be set as the hourly wage for extra help. ' Tt was moved bp Aaby and 2nd bp Towner that the recommendation ~of the Finance Committee be approved. MOTIQN CARRIED ' Councilman Aaby also recommended that the City Attorney prepare 'an ordinance regulating the maximum length of time that women employees would be allowed to work for the city during pregnancy. He re- commended that 5 months be set as the maximwn. It was moved by Aaby and 2nd by Petersen that an ordinance be 'drawn up and adopted putting the above mentioned regulations into effect irnmediately. MdTION CARRIED WATER COMMITTEE REPORT ' Councilman Fitzsimmons reported for the Water Committee with the recommendation that the bid submitted bp Pacific States Cast Iron Pipe Co. for supplying the city with 1900 ft. of 16" C.I. Tpton Joint pipe and fittings be accepted. It was moved by Fitzsimmons and 2nd by Stalder that the bid of Pacific States Cast Iron Pipe Co. be accepted as recommendd by the ;Water Committee and the bid deposits of the unsuccessful bidders be returnsd. MQTION CARRIED ' ' TRANSFER OF EUNDS It was moved bp F"itzs3.mmons and 2nd:.by Prescott that the City Attornep prepare en ordinance authorizing the trantfer of $300000.00 from the Water Cumulative Reserve Fund to the Water Fund. WASHINGTON TUESDAY _ JUNE 17, 195$ PURPLE REQUEST Councilman Stalder reported that the Street Committee felt no action should be taken to unblock the alley by Purples Gardens due to the fact that it was not a through alley and the garage that wa blocking the alley had been there for many years. It was moved by Stalder and 2nd by Towner that action on Mrs. Purples request be dropped. MOTIQN CARRIED BID AWARD Councilman Stalder reported for the Street Committee stating that George Heck had ad,justed his bid on curb & gutter for F St S.E. from 12th to 17th St. S.E. and he recommended acceptance of the adjusted bid. It was moved by Stalder and 2nd by Prescott that the adjusted bid submitted by George Heck be accepted. MOTION CARRIED STREET LIGHT REPfJRT Councilman Prescott reported signal at lst St. N.E. and Auburn be in operation as soon as it was Main & Auburn Ave. that installation of the new traf Ave. had been completed and would sqnchronized with the one at East Councilman Prescott also recommended that two street lights be erected on M St. S.E. where the N.P. crosses M St. (one light tb be installed oneach side of the crossing) and one light erected at 12t & H St. S.E. It was moved by Prescott and 2nd by Fitzsimmons that the stree lighting committees recommendations be approved. MOTION CARRIED STREET LIGHTING CONTRACT The City Attornep stated that he had examined the ten year street lighting contract that was submitted by Puget Sound Power & Light Co. and he recommended that the City Council pass the re- solution approving said contract. It was moved bp Petersen and 2nd bq Aaby that resolution No. 40 approving the street lighting contract be adopted. This resolu was passed with the following roll call vote being recorded: Aaby, yes: Petersen, yes; Stalder, yes; Ff,tzsimmons, yes; Towmer, yes; and Prescott, yes; ORDINANCE #1242 It was moved by Aaby and 2nd by Stalder that Ordinance #1242 entitled,nAn ordinance of the Citq of Auburn, Washington, relating to and providing for the vacating of portions of J St. S.E. locate in the City of Auburn, Washington, as hereinafter described, be in troduced and adopted with the Following roll call vote being recor Aabq, yes; Petersen, qes; Stalder, yes; Fitzsimmons, yes; Towner, yes; & Prescott, yes; ORDINANCE #1243 It was moved by Aabq and 2nd bq Prescott that Crrdinance #1243 entitled An ordinance of the City of Auburn, Washington prescribin the termination of employment pf female emplopees who are expectin childbirth be intredticed and adoptet with the following roll call vote being recorided; Aaby, yes; Petersen,yes; Stalder, yes; Fitzsi yes; Towner, yes; and Prescott, yes; WATER SUPTtS REPQRT The Water Supt. reported that he had sold the mechanical donk for $75.00 He also reprted on the article in the SeatitTimes issue Sundap blaming the Auburn Water System for all the dead fish in th Green River due to over chlorination. He stated that he felt cert the city was not at fault but he would recommend thatthe citg repl its manually aporated chlorination with a autoraatically operated one, in the near future. WASHINGTON TUESDAY JUNE 17. 195$ STREET SUPT.tS REPORT The Street Supto reported that they have completed the 2 coat oil surfacing on 12th St. S.E. from State Hiwaq 5 west to the existing oil surface and also co~ipleted the asphaltic tppe paving on 12th St. S.E. from State Highway 5 east. to M 3t. S.E. The entire cost of these jobs will be paid by the property owners abutting 12th St, S.E. H(3USING AUTHORITY AGREEMENT The C3ty Clexk advised the City Council that n;o farmal agree- 'ment had been submitted regarding the final disposition: of the I~Auburn Terraco and he reeomeaded that such an agreement should be sompleted as sbon aa pbasible. • > , Mayer. _Denise apPointed a_+eommitteb consisting of Petersen, '!,Stalder, and Fftzsimmons to work with the City Attorneq in preparing Isaid agreement. AUBURN CLEAN UP Niayor Denise stated that there are a great number of garbage cans in the alleys that do not have proper lids and he instructed the Police Department to check the alleqs and notify owners of these improperly maintained garbage cans. He also stated that the business men were violating the garbage ordina►nce by sweeping dirt from their sidewalks into the street and` he said they should cease this practice. ASgESSMENT RaLL FQR L.I.D.# 132 , The City Clerk requested the City Council to set a date for a Ij public hearing on the assessment roll for L.I.D.#. 132. He said ; such a date should be sub3ect to the City Attorneyts ruling on time necessary for publishing notice. It was moved by Towner and 2nd by Aaby that the public hearing be set for August 5, 1958, on the assessment roll for L.I.D4132. MOTION CARRIED LETTER FROM FOSTER & MARSHALL Foster & Marshall, Investment Brokers, submittad a letter offering the Citp of Auburn the opportunitp to purchase $11000.00 worth of Auburn Water -Sewer Revenue Bonds. The City Treasurer advised the City Council against the purch of these bonds. The letter from Foster & Marshall was ordered placed on file. JAMES N. HARRIS REQUEST Mr. James N. Harris submitted a letter requesting the install - tion of an allep between A& B Streets N.E. from 5th to 7th St. N. . as a benefit to the property owners and the garbage men. Thia letter was refered to the Street Committee for study and regort. B ST.R,EET S.E. A petition was submitted by City Council to make B St. S.E. INDUSTRIAL DEVELOPMENT DIVISION A letter was received from the Industrial Development Divisio of the Washington State Department of Commerce and Economic Develo - ~ ment advising the City Cauncil of their wil.lingness to send a re- presentative to Auburn to discuss the planning problems for part- PAGE 229$ AUBURN. MINNIE DAVIS CLAIM A claim was received from Minnie Davis for injuries she allegedly sustained when she stepped in a hole where the Water Department were laying a water main. This was referred to the Insurance Company for processing. 12TH STftEET S.E. A petition was received from a group of property owners on 12th St. S.E. drawing the city governmentts attention to the dangerous conditions existing on 12th St. S.E. and requesting more distinct speed and stop signs be placed on said street to reduce the traffic hazard. This petition was referred tv the Police Department for study and report. 12TH STREET S.E. A petition, wigned by ? property owners on 12th St. S.E., was receivad stating their opposition to the construction on 12th St. S.E. between F& H St. S.E. of any commercial buildings or multipl family dwelling units. This petition was refered to the Planning Commission for consideration. ASSOCIATION 4'F WASHINGTB CITIES A letter was received from the Association of Washington Citi s regarding flood control. This letter was ordered placed on file. NNNICIPAL UTILITIES TAX A letter was received from the Association of Washington Giti regarding the State Taxation of Municipal Utilities. This letter was referred to the Finance Committee for sttdy and report. HOUSING AUTHORITY REQUEST Ths Housing Authority of the County of King submitted a list ot' dwelling units which will not be occupisd after June 1, 1958, and they requested tkuat no further sewer or garbage charges be ma after June 1, 195$ on these 57 abandoned units. It was moved by Aaby and 2nd bp Petersen that this matter be referred to the Water Supt. and City Treasurer with power to act. MOTION CARRIED TRANSFER ORDER #462 x The Citp Clerk submitted Transfer Order #462 to the City Council re questing the transfer of $17250.00 from the Water Fund to the Bond and Interest Redemption Fund to meet the requirements of the fund. It was moved by Aaby and 2nd by Petersen that Transfer Order #462 be approved. MOTION CARRIED as LETTER FROM AUBUR.N SCHOOI,S A letter was received from the principal of the Cascade Juni High School stating that in 1957 the history students under Mrs.:PA%i~ Agnes Erickson•s direction spent many hours and some funds improvi g' Indian Tomts Memorial Site. He also sub- mitted a letter from the Auburn School Board stating that they woulcl talce the neces,sary legal steps to sell the Roe property to the City for a faa.r and equitable price if the ab4ve mentioned propert.y were desired for the swimming pool sitQ. The Swi.mming Pool Committee advised the Ci.ty Counail that funds may be available from the Housing and Home F'inance Agency far the purpose of determining from architectural and engineer3ng surveys the cost of such an installation. It was moved by Aaby and 2nd by Fitzsimmons that the City Council pass such resolutions as are necessary in order to make ' application for architectural and engi,neerKing funcis from the Housing and Homs Finance Agency. ' MOTTON CARRIED L.T.D. #130 PAYMENT Z'he City Clerk submitted a claim against L.I.D.#130 fund in favor of Heisserman Fuel & Heating Co. in the amount of $1033.60 for street oiling. It was moved by Petersen and 2nd by Aaby the claim against L.I.D. #130 fund in favor of He3sserman Fuel & heating Co, in the amaunt of $1033.60 be approved and the necessary warrant for pay- ment be authoriaed. _ CZAIMS It was moved by Petersen and 2nd by Aaby that the following claims against the Citp, a11 having previously been passed and signed by the Finance Committes be approved and the City Clerk be authorized to draw warrants in payment.
