Reguu].ar meeting of the City Council of the City of Auburn, held at $:04 P.M. in the Council Chambers at the City Hall. The meeting was called bo order by Mayor Denise. Councilmen present: Aaby, F'etersen, Rupert, Stalder, Fitasimmons Towner and Prescott. Minutes of the previous meeting held August 5, 1958, were ' approved as mailed. , SWINIMI NG POOL The Mayor stated the floor was open for discussion of the , Swimming Pool issue. Jack Thompson, representing the Kiwanis Committee, spoke f"or the paol. Mr. Jim Shaughnessy then got up and stated that he wasnt',t against the swimming pool but felt that the City had other important things that they should do first. For instance the widening of the streets, and a new gire Station. He felt the swimming pool should', be brought about through the schools. He stated that when the High School was built, they designed it in mind that a swimming pool ' would be installed, In away the Gitizens have already made and ; investment toward the swimming pool. Dr. Nicholson stated that he represented the various clubs in~l town and they were all for the swimming pool. ' Mr. Galkins, Fire Chief, stated he wasn+t against the swimmin pool but if thep do bond the City it would be to the full limit ang if an emergency arises the City really would be in trouble. The Mayor then asked the Citp Clerk to explain about bonding ; the City. Les Roberts and Rev. Unruh felt that the people should be the! ones to decide. ~ PURPLE REQUE3T Councilman Stalder brought up about Mrs. Purplets request to Qpen the a11ey between her property and Mrs. Ryan*s. Mrs. Purple stated that she went into the Countp-City Building and talked to the County Assessor, he stated it is a legal allep. Eddie Ryan also spoke stating he couldn•t see why after all these years Mrs. Purple rranted the alley opened. Ci.tq Clerk read a petition reque5ting the allep between lots l, 2, 3, &4 Block I Boyd*s lst Addn. This wasn't the same alley that they were discussing. It was moved by Petersen and 2nd by Prescott that the problem should be handled outside the Council and hire lawyers. City Attorneq stated that the Council shouldn't abandon the matter so quickly. The Street Committee should canvass the properi owbers and ask them for their opinion. Councilman Petersen withdrew his motion with the consent of the second so that the Street Committee could make further study and report back at the next meeting. WATER CQNDKITTEE Couttcilman Rupert reported on the letter from the Water De t. requesting that the hook-up charge for 3/4n tap be raised from ~50 to $60.Q0. It was moved by 8upert and 2nd by Fitasimmons that the City Attorneq be instructed to draw up the necessary ordinance raising the hook-up charge from $50.00 to $60.00. MO'TION CARRIED LIGHT COMMITTEE Y Mr. Aspinwall stated that he has a lay out of the Southdale Addition. Tt i.s already for the Tngineer ar►d Light Ccxamittee to go over and study it. PAGE 2315 AUBURN, WASHINGTON TUESDAY AUGUST 19. 1958 ORDINANCE #1251 It was moved by Rupert and 2nd bq Aaby that Ordinance #1251 entitled An ordinance of the City of Auburn, Washington, declaring a public energency to exist and providing for the purpose of payme of the saiary and expenses of an inspector now employed in the Cit Engineer's office be adopted with the following roll call vote bei recorded; Aaby, yes; Petersen, yes; Rupert, yes; Stalder, yes; Fitasimmons, yes; Towner, yes; and Prescott, pes; ORDINANCE #1252 ~ It was moved by Stalder and 2nd by ToMner that fJrdinance #1252 entitled An ordinance cf the Cityx of Auburn, Wash3.ngton, providing for the improvement of a portion of sixth street northeast by the aonstruction of concrete curb and gutter and asphaltic concrete surface, all in accordnance with a petitivn signed by a majoritp of the affected propertq owners and filed with the Ci.ty Clerk of said Citq, and a certification of the Citp Engineer of said City that a majority of the affected property owners have signed the petition and that all of the facts set forth in said petition are true and that the estimated cost tc the propertq Mill not exceed th, limit established bp law, creating a local improvement district, providing for the necessary proposed improeements, prescribing the mode of paqment of assessments and creating a local improvement district fund, and creating a local improvement district therefor be introduced and adopted with the following roll call vote being recorded; Aaby, yes; Petersen, yes; Rupert, yes; Stalder, yes; Fitzsimmons, yes; Towner, yes; and Prescott, yes; FIRE HALL fRDTNANCE It was moved by Rupert and 2nd bq_Petersen that the Fire Hall Qrdinance be tabled until the next meeting. ME}TIaN CARRIED . SWIMMING PQOL ORDINANCE It was moved bp Rupert and 2nd by Petersen that the Swimming Pool 4rdinance be tabled until the next meeting for further stndy. MQTION CARRTPD ORDINANCT #1253 It was mcved by Petersen and 2nd by Fit$simmons that Ord3nancE #1253 entitled An ordinance of the City Sf Auburn, Washingtcn, amending 3ection 2 of Ordinance #1250 which ordinance is an ordinai relating to and providing for the improvement of 3 St. S.E. in Aubi bp the construction aad installatien of six inch cast iron water mains, all in accordance with a petition signed by a majority of ti affected property owners and filed with the Citq Clerk of said Citl and a certification of the City Tngineer cf said City that a majorj of the affected propertp owners have signed the petition and that all of the facts set forth in said petition are true and that the estimated cost to the roperty will not exceed the limit establishE by law, and ordinance ~1231+ haviag been passed on Ma.rch 18, 195$0 creating and providing for local improvement district #132, which provided for the proposed improvements, and said proposed im rovemE having been cempleted under said lvcal improvement district ~132, now levping and a$sessing the amount thereof against the several lots, tracts and parcels of land and other propertp as shown on tho said asse$sment roll therefor, and now providing for the papment.oi stach assessments to the local improvement district #132 Fund creat4 I by Qrdinance #1234 be adopted at amended with the following roll call vote beiag recorded; Aaby, yes; Petersen, yes; Rupert, yes; Stalder, yes; Fitzsimmons, yes; Tawner, yes; and Prescott, yes; ORDINANCE #1254 It aas moved by Towner and 2nd by Prescott that Ordinance #125 entitled and amanding Ordinance #956 as amended by t3rdinance #1137' be introduced. MQTION CARRIED PAG~ ~316 AtlBURN. WASHINGTt?N TUESDAY AUGUST 19. 195$ Councilman Stalder asked if it was o.k. to go through 3rd and A St. S.E. as far as B St. S.E. City Clerk then read a letter from Shaughnessy & Company giving permission to enter upon and grade a street easterlq from 3rd & A St. S.E. upon property owned an controlled by them as far as B St. S.E. Pgyment to be made at a later date. WATER SUPT. REPORT The Water Supt. stated that the footings for the new overpass across M St. S.E. would be directly over the 10 inch water main, therefor 3.t would be necessarq for his Department to relay a portion of thit main. He stated that the State Highwaq Department had ' verballp agreed to reimburse the City for the cost of relocating this main. He said he would attempt to obtain a written agreement from them bef'ore starting the work. STREET SUPT. Street Supto reported on the North End Storm Sewer. He stated they ran into difffculties with a narrow alley way and have no , place to put.the dirt consquentlp they have to put the dirt in a truck and haul it awap. He received permission from the property owners Mrs. John Nelson and Mrs. Gearge LydEn to drive over their ` property so should finish within a week. ENGTNEER City E ineer stated he would like them to call for bids on L.T.D. #135Ton 6th St. ) It was moved by Stalder and 2nd by FitasimmQns that bids be opened fvr L.I.D. #135 on 9-16-58• ED CAVANAUGH Ed Cavanaugh the new Chamber of Commerce President extended greetings to the Council from the new Chamber fTfficers and offered their co-operation.• He then introduced Les Roberts who explained about the parkin problems in the Citq of Auburn. They offered some solutions to the problem and asked that the City include $2400.40 within their budget for next qear for off the street parking. JENNIE CROUCH City Clerk read reports both from the Building Inspector and Health Officer pertaining to the petition from the property owners to do something about her property. The reports were ordered placed on file. ARTHUR EATON City Clerk read a letter from Mr. & Mrs. Eaton complimenting the Street Supt. on his job of cleaning up 320th. HAROLD MCCORD City Clerk read a letter from Harold McCord stating they woul, like the driveway on 125 D St. S.E. graded and oiled. City Attorney stated that the property owners should dedicate it to the City for the use as a alley. This was referred to the City Engineer to report back at the next meeting. GENE COLBURN City Clerk rad a petition from Gene Colburn for rezoning from residential to residential general. Since the property is not within the City limits he will have to wait for the next meeting on 9-2-5$. '1'he petition were ordered placed on file.
