AUBURN, WASHINGTON TUESDAY JANUARY 20, 1959
Regular meeting of the City Council of the City of Auburn,
held at $000 P.M. in the Council Chambers at the City halls.
The meeting was called to order by Mayor Denise.
Councilmen Presents Aaby, Petersen, Stalder, Fitzsimmons,
Towner, Presaott
j Councilmen Absent: Rupert
' Ni:inutes of the previous meeting held January 6, 1959 were
iapproved as mailed.
PUBLIC HEARING
CONTINUATIQN
The Mayor reopendd the public hearing on Mrs. Frankie Ryans
request to vacate a portion of an alley on her property. Mrs.
Purple voiced her appreciation on the way in which the new alley
was com pleted. There bging no further discussion, the Mayor
decalred the public hearing closed.
It was moved by Petersen and 2nd bq SLalder that the Citp
.A,ttorney be instructed to draw up the proper ordinance for the
vacation of said alley.

QPENING BIDS
Bids for supplying the Water Dept. with 1200 feet of 16 in.
cast irvn pi e were received from United States Pipe and Foundry
Co. bidding 98.29 per ft. for Mechanical Joint and $$.03 per ft.
for Tpton Joint: and Pacific St ates Cast Iron Pipe Co. bidding
$7•794 per ft. for Tyton Joint and $$.054 per ft. for Mechanical
Joint.
These bids were x°eferred to the Purchasing Comnai~~~e and
Water Supt. with power to act.

be approved and the bid checks of the unsuccessful bidders be

STREET
The City Attornay read an opinion from the Attorney General
office stating that a city has no authority to rent parking space
on city streets to an individual.
It was moved by Stalder and 2nd bp Prescott that the rental
of parking spaces to individuals on all city streets be cancelled
in view of the ruling from the Attorney Generals office.

Treasurer be instructed to refund payments made by merchants be

It was moved by Petersen and 2nd by Stalder that Police Chief
and Street Committee make a survey and recoomtaend the locations
for loading zones and make a report at the next regular council
meeting.

Tt was moved by Stalder and 2nd by Fitzsimmons that ordinance
#12$1 entitled, An ordinance of the City of Auburn, Washington,
declaring a public emergencp to exist and providing for the transfE
of $700 from the Cwnulative Reserve Fund as providdd in-rsection 1
(2) of ordinance No. $62 of the City of Auburn to the Street
Fund of the City of Auburn be introduced.

It was moved bq Towner and 2nd by Prescott that Resolution
#47 entitled, A$ resolution of the City of Auburn, King County,
Washiggton relating to the appointment of council for the purpose
of representing the City,of Auburn in pending letigation be
introduced and adopted with the fallowing roll call vote being
recorded: Aaby, yes; Petersen, yes; Stalder, yes; Fitzsimmons, ye ;
Towner, yes; Prescott, yes.
ORDINANCE #12$2

lentitled, An ordinsnce of the City of Auburn, Washington declaring
d public emergeney to exist and providing for the disbursement of
the swn of $13,975.67 from the Sewer Reserve fund to pay the cost
of sewer l.ine in South Auburn purchased from Rohr Aircaaft
Corporation be introduced.

PROPOSED QRDTNANCE
A proposed emergency ordinance was submitted reguarding payment
on 3rd st. S.E. Actiora on the ordinance was deferred unti1 neac°t
regular meeting.
WATER SUPT. REPORT
They have installed the new clhorinator at the Seweage disposal
'plant. At present this plant is being run manually but will be ;
automatic with;in the next week.
' There have been some complaints on the clhorine content of
the water. Water Supt., Tom Bolton, stated that they are not using'
Ianymore than what the Health Dept. requises. '
STREET DEPT.
No report
ENGINEER
There have been several complaints made about Mr. Lewis. His
property looks like a garbage dump and he is also living in a
garage. There have been several actions brought bef ore Mr. Lewis
but he has disregearded them all.
It was moved by Towner and 2nd by Prescott that this bs
turned over to the City Attorney and Engineering Dept. for further
investigation.

OLD BUSINESS
Councilmen F"itzsimmons stated that he had not received the
financia]L statements or inventories. These papers will be passed
out at the next ragualar council meeting.
NEW BUSINESS
There was a complaint about the condition a portion of propert
is in on G St. S.W.
It was reported that this has been taked care of and that the
occupants were moving out.
It was mentioned that the Street Supt. was in bad need for
a nsw pi.ckup. The Street Supt., George Blinn, stated that there
was a greater need for other meachinery at this time.
CaRRESPQNDENCE
The Ci.ty C1erk read a letter from the Washington State Dept.
of Commerce and Economic Development statfing that Auburn*s
application to the depazMtment fa• financial assistance was received
and forwarded to the federal government for approval. Additional
nfoz^mation will be given l,ater. The letter° was signed by Sam
kSoddy, Jr. Assistant director. This letter was ordered to be
placed on file.
The City C1erk read a letter from the State of Washington
Department of Health stating that a portion of Auburn is presently
suppl,ied with water from a spring wsst of town and this water is
given no treatment of any kind.
The Water Supt. said he has been notified of this condition
and that Lyle Schneider is going to write a letter to get property
in that area to build a clhorinator.
The letter was signed by Dernard Bucove, M;D.
The City Clerk read a ietter from Klontz Bros. Trade-N-Post
requesting that the builda.ng on the east side of Division Street
immedia.telp north of the first alley north oF Main St. be cor.demne
because it is a fire hazard. There was considerable conversation
about the structure of this building.
It was moved by Prescott and 2nd by Petersen that this build-
ing be inspected by the City attorney, architect, and a contractor
wi.th a report to be given at the next regul,ar council meeta.ng, and
also to starat Gondsming this building.

PETITION
The City Clerk read a petition that was signed by fifteen
merchantz in the vicinity of A St. S.W. and N.W. to widding A St.
S.W. from ist. S.W. to 3rd S.W.
It was moved by Towner and 2nd by Prescott that this petition
be turned over to the Street Dept.

The City Clerk read a petition requesting reaoning of the
following property: from R-50 Residential to C-1 Commercial lots
1 thur 9 Blk 12. Frenches addition to the Town of Slaughter and
R-G Residential to C-1 Commertial lots 10 thur 1$ Blk 12, Frenches
addition to the town of Slaughter.
It was moved by Prescott and 2nd by Towner that this petition
be referred to the Planning Commission.

MAN QF THE YEAR LETTER
The City Clerk read a letter from the Auhurn Junior Chamber
of Commerce asking the Council to nonimate a person whom they thi
would desirve the David E. Darrow Memorial award for the most
outstanding young man for 195$• 1
This letter was ordered to be placed on file.
ANNUAL REPORT FRaM WATER DEPT.
The City Clerk read the annual report from the Water Dept.
FOR THE YEAR 1958.
This letter was ordered to be placed on file.
C. J. ROCKEY APPLICATIQN
The City Clerk read an application from C.J. Rockey applying
for a Side Sewer contractors licensQ.
It was moved by Prescott and 2nd by Aaby that the Side Sewer
Contract submitted by C.J. Rockey be approved.

CALL FOR BIDS
The Water Supt. requested the City Council call for bids on
the purchase and installation of 1140 feet more or less of fencing
It was moved by Towner and.2nd by;-Petersen that the C3:ty
Clerk call for bids on the purchase and installation of 1140 feet
more or less of fencing, bids to be open February 17, 1959•

RUPERIS RESIGNATIQN
The City Clerk read a letter frm Glenn Rupert advising them
regarding his resignation From the City Council.
It was moved by Petersen and 2nd by Fitzsimmons that Mr.
Rupertts resignation be accepted with regrets.
MOTION CARRIED
The Mayor appointed Councilmen Prescott, Pet,ersen, and Fitz-
simmons to study the water situation as to r$tes with a report
to be given at the next regular council meeting.

PdLICE CHIEFtS REPQRT
The Chief of Police, C.L. Ludwig, reported that there has been
a great deal of speeding thru the streets. The Police Chief said
that he would like to have the speed reduced on roads entering the
Citye
The Police Dept. has also received the new radar unit. This
week the patrolmen are taking le:asons on how to operate this unit.
Neact week the Police Dept. would ].ike to givs a demonstration to
the Council members and al.so to the public if possib1e. Police
Chief, C.L. Ludwig, stated that the radar unit wi.11 be in operatio
i.n approximately two to three weeks.
The Police Chief also announced that he was able to say they
had no fata.lities or a record of injuries last year.
N1ERCHANTSmPARKTNG LOT
Ross Picket requested that the City Council authorize the
Mayor to sign a lease for operation of the merchants parking lot.
The terms of the ],ease are for the city to pay $100 a month and
police the lot on a one year basis.
The City Engineer stated that a portion of the sidewalk adjac
to the parking lot would have to be repaired becaa+se an accident
could very easil,y occr~~r as a result of the °7 idwaaalk i n its
pxesent condition¢
It was moved by Tawner and 2nd by ?rescoGt that the City
Attorney prepair the one year lease subject to the sidewalk being
repaired satis£actory to the City Engineer.

Tt was moved by Petersen and 2nd by Towner that the following
ciaims against the City, all kaaving previously been passed and
signed by the Finance Committee be approved and the City Clerk be
authorized to draw warrents in payment.
