HomeMy WebLinkAbout03-03-1959PAGE 2294 Regular meeting of the City Council of the City of Auburn, held at 8:00 F.M. in the Council Chambers at the City Halls. The meeting was called to order by Mayor Denise. Councilmen Present: Aaby, Petersen, Kammeyer, Stalder, Fitzsimmons, Towner, Prescott Councilmen Absent: None Minutes of the previous meeting held February 17, 1959 were approved as mailed. The mayor opened the meeting with the discussion of the new water rates. There were several people voicing their opin3.ons against the water rates. Their objection was that with the high rates thep would be unable to keep their lawns green during the summer; also, that the older people on pensions would have a difficult time with their small income. Petitions were handed to the Council signed bp over eight hundred Auburn citizens, protesting the raiee in the water rates. 1The citizens also protested about raising the water rates for the purpose of fixing the streets. They felt that some streets would be overlooked while heavp traveled streets would be fixed. Qne,:. reason, stated Dick Kammeyer, for having the streets widden is so the fire trucks would have room to travel through the eity. (h2e suggestion was made that the city have bonds. The Mayor stated that the 2% bond is gone, and that it would cost even more bq using bonds. A question was adked about the water rates of towns of similar size. The Citp Clerk read a report from 1958, and Auburn ranked among the lowest. There were two men who were for the water rates. They stated that many people have t'allen and hurt themselves due to the present conditions of the streets. There were several other reasons stated why these water rates should be passed. Dick Kammeyer, Water Committee Chairman, stated that his committee had studied the lpossibility of increasing the minimum cubic foota.ge of water to be alltwed during the months of June, July, and August. Thg committee recommended that the minimum be increased to 1500 cubic feet during the above mentioned months according to the Following schedule: nAn district billing from June lst to Sept. lst; "B" district billing from June lOth to Sept. lOth; and "Ctt district billing from June 20th to Sept. 2ot It was moved by Kammeper and 2nd by Fitzsimmons that the recommendation of water committee be approved and the City Attornel be instructed to prepair the necessary ordinance. MOTIaN CARRIED Charles Jackson asked the Mayor if garbage could be picked up twice a week during the three summer months. The Mayor stated that the contract with the garbage companp would come due at the end of th3s year, and that nothing could be done until then. PUBLIC HEARIIJG The Mapor declared the Public Hearing open on the request for a special property use. 'Phere were no objections, so the Mayor declared the Public hearing closed. It was moved bp Pre'cott and 2nd by Aaby that this request be granted and the City Attorney be instructed to draw up the necessarp ordinance for the propertp use. MOTION The Mayor declared the Public Hearing open on the request of Nirs. Taplor to remodel her home into a two family dweling. There being no objections, the Mayor declared the Public Hearing closed It was moved by Prescott and 2nd by Fitzsimmons that this request be granted and the Citp Attornep be instructed to draw up 1M the necessary ordinance for remodeling a home. C(?NNIITTEE REPQRTS FINANCE No report PURCHASING The Pgrchaaing Committee awarded bids to the following ' companies fromtl-lthe•group opened on February 17, 1959: Bothell ~ Chevrolet for the 2-tvn;truck; and Seattle Fence for the resevor ~ fence. ~ It was moved bp Petersen and 2nd by Towner that these awards ; be approved and the bid checks of the unsuccessful bidders be returned. MOTION CARRIED FIRE No report LICENSE It was reported that an ordinance for a franchise had been written and the City Attorneq would read it. STREET They had investigated the conditions of 3rd St. N.E., and no action would be taken till notice from the State Higheaq Dept. Mr. Kalberg stated that the people would wait till further notice. WATER Their report had alreadp been given. LIGHTS It was reported that Heisserman have received the lights and impronement was made with the installation. A request was made to have a Mercury vapor light installed at the intersection of the Harvey Road and the East %Valley Highway. It was moved by Prescott and 2nd by Towner that this request be granted. WASHINGI'QN TUES_ DAY_ MARCH 3. 1959 ORDINANCE #1297 It was moved bp Prescott and 2nd by Petersen that Ordinance #1297, entitled, An ordinance of the City of Auburn, Washington, amending section $ of Qrdinance No. 940 of, the City of Auburn, be introduced and adopted with the following roll call vote being recorded: Aaby, yes; Petersen, yes; Kammeyer, yes; Stalder, yes; Fitzsimmons, yes; Towner, yes; Prescott, yes; 4RDINANCE #129$ It was moved by Fitzsimmons and 2nd by Prescott that Ordinanc4 #129$, entitled, An ordinance granting a franchise for the purpose of establishing a motor bus license and franchise in the Citg of Auburn, and prescribing the regulations there to and repeal Ordinance Ato. 427 of the ordinances of the City of Auburn, be introduced and adopted with the following roll call vote being recorded: Aabp, yes; Petersen, yes; Kammeper, yes; Stalder, yes; Fitzsimmons, yes; Towner, yes; Prescott, yes; ORDINAIVCE #1293 It was moved by Towner and 2nd by Kammeyer that Ordiaance #1293, entitled, An ordinance of the City of Auburn, Washington, providing For the rezoning of certain property in the City of Auburn, changing the Zoning class of said property from P-1 Public Use to C-1 Commercial, be introduced and adopted with the following roli call vote being recorded: Aaby, yes; Petersen, yes; Kammeyer, yes; Stalder, yes; Fitzsimmons, yes; Towner, us; Prescott WATER SUPT. REPORT Last Thursday the men started working on the new fence around the resevor. Monday morming part of the fence had bsen toren down. About the only solution eould be an electric fence. It was moved bp Prescott and 2nd bp Kammeper that the Water Supto report on the feasibilitq of an electric fence, report to be given next regular council meeting. It was moved by Kammeyer and 2nd by Prescott that the Street Committee be instructed to make a list of names for<the streets after the alphabet is used, and these names are to go in order wi the alphabet. MOTION CARRIED OLD BUSINESS Myron Massey requested that the property of Dr. Shephard be rezoned from RG- C-1 Commercial. It was moved by Prescott and 2nd by Kammeyer that this reque be granted and the Citp Attorney prepare the necessarp ordinance. MOTION CARRIED NEW BUSINESS It was moved by Towner and 2nd by Petersen that the Mayor be authorized to sign a contract to buy fire equipment from U,n area to be annexed to the Citp. No new gravel streets will be maintained by City unless a ~ R/W width of not less than 50 feet has been deeded to the City and ! a graveled roadway of not less than 34 feet has been construeted. A11 gravel roadways must meet the specifieations as required by I the Street Sugt. 4. Dust Oiling a. The City will prepare streets for dust oiling. ) k b. Al1 dust oiled streets must be covered. z c. 7tn the event that dust oiled streets become to costly to maintaine the City will grade the street and maintain it as a gravel street. 5. Trees. a. '1'he City will only remove trees from street R/W when thep are in the way of new construction. 6. Curb and Gutter ~ € a. Streets improv d with curb and gutter and asphalt paving ~ shall be provided with a roadway of not less than 34 feet in width.~ b. In the event that a developer is only developing one side 'of a street and the property owner on the other side of the street will not participate in a street project the developer will be allowed to construct his portion +~f the street to the City of Auburn specifications provided that the paved surface will be of ~ la width of not less than 29 feet. ~ `1'homas McDermott reported that the Policemen*a Bill for retirement is being held in the Senate Rules Committee and they needed support from the Mayor and City Councilmen inorder to bring this bill out of committee and on the Senate floor. It was moved by Prescott and 2nd by Fitzsimmons that the Mayor and City Cauneilmen be autharized to sign a telegram for the help of this bill. MO`1'ION CARRIED CORRESPONDENCE The City Clerk read a petition from James H. March, request the rezoning of certain propertp described in the petition from XG-60 to RG- Residential. `1'his petition was referred to the Planning Commi.ssion. `1'he City Clerk read a letter from some property owners, ~ requesting the City to install s water main to connect with their property, located on So. 94th at Treuson Road south to 352nd. ~ This petition was referred to the Water Committee and W~,ter ~ S upt . _ `i'he Citp Clerk read a letter from Hobert I.ucas requesting permission to obtain a city license for an independent fi.axi. It was moved by Towner and 2nd by Rammeyer that this request be referred to the License Committee. M(J`'t'TQN CARRIED The City Clerk read a letter from Mark Hedinan, requesting the rezoning of property described in the letter, from R-60 to RG. `1'his letter was referred to the Planning Commission. This letter was referred to the Planning Comrriission. Ther City Clerk read a letter from E.B. Kasper requestirg the City Council issue a tie-in proclarr,ation with the proclarlation issued by the Governor. The Ci,ty Clerk read a letter from Joseph L. OTBrien oPfering a proposal to furnish the City with Duncan Miller Series 116011 Parking rieters. It was moved by FitzsiT,rnons and 2nd by Towner that this letter be referred to the Street Committee and Chief of Police, with a report to be given at the next regular council meeting.
