WASHINGT.t}N TuESDAY APRIL 7. 1959 Regular meeting of the City Council of the City of Auburn, held at $:00 P.M. in the Council Chambers at the Citp Ha11s. The Mayor asked everyone to stand while Rev. Spindle gave prayer. The meeting was called to order by Mayor Denise. Councilmen Present: Aaby, Petersen, Kammeyer, Stalder, Fitzsimmons, Towner, Prescott Councilemn Absent: None Minutes of the previous meeting held March 17, 1959 were approved as mailed. PUBLIC HEARING The Mayor declared the Public Hearing re-opened on L.I.D. #13 George Schuler stated that the City had the deed to this property and that the title insurance gave Mr. Heigghly a wrbng report. There being no further discussion, the Mayor declared the Public , Hearing closed. It was moved by Kammeyer and 2nd by Prescott that L.I.D. #135 be approved and the City Attornep be instructed to draw up the necessary ordinance. MOTION CARRIED BIDS There were no bids. C0PIMITTEE ftEPORTS FINANCE No report PURCHASING The re are 262 parking meters that must be replaced. Mr. OtBrien stated that the City would be allowed $$,00 trade-in per meter for 300 Miller Meters. It was moved by Petersen and 2nd by Towner that the City purchase 300 Miller parking meters on the same basis that the other meters were purchased. MOTION CARRIED FIftE Plans for the new fire ha11 were presented by Mr. Don jtllison, There are nine alternates for construction and also alternates for gas system and heavy oil system. Space for four fire trucks, a shop space, and car port. There are five bed rooms, two ment in each room and four men sharing a bath room. The building is 140 feet long with brick construction. It was moved by Towner and 2nd by Stalder that the City Council call for bids on the new fire hall, bids to be opened at a special meeting Qn April 2$th at $:00 P.M. MOTION CARRIED LICENSE It was moved by Fitzsimmons and 2nd by Kammeyer that the GabBret License be changed from $200 a year to $50 quarterly, payment due by the lOth of the month following the quarter, and the Gity Attorney be instructed to draw up the necessary ordinance MOTION CARRIED STREET No report pkGE 2305 AUBURN, WASHINGTON Ti3ESDAY APRIL 7,1959 WATER A road is needed at the West Hill resevor. Soom there wi11 be repairs needed at the resevor and the equipment will have to be packed in unless a road is built. It was moved by Kammeyer and 2nd by Petersen that the Water Committee aizd Water Supt. have full power to act on looking into this prdblem with a report to be given at the next regular cuncil meeting. MOTION CARRIED LIGHTS The light has been installed at the intersection of Harvey Rd. and East Va11ey Highway. The light at M St. and Enumclaw Highway will be installed in the near future. , It ~aas moved by Prescott and 2nd bp Towner that the Puget Sound Power & Light be instructed to install a light on 22nd. MOTION CARRIED A blinker light is needed on 12th and H St. and Enumclaw Highway. George Schuler will check into this matter with a report to be given at the next regular council meeting. ORDINANCE #1304 It was moved by Aaby and 2nd by Fitzsimmons that Ordinance ~1304, entitled, An ordinance fixing the amount, for4i, date, nterest rate, maturity and denominations of Local Improvement ~istrict #130 Bonds, and directing the issuance and sale thereof to Southwick-Campbelll & Co., Inc. Seattle, Washington, be adopted with the following roll call vote being recorded: Aaby, yes; Petersen, yes; Kammeyer, yes; Stalder, yes; Fitzsimmons yes; Towner, yes; Prescott, yes; ORDINANCE #1305 It was moved by Prescott and 2nd by Petersen that Ordinance #1305, entitled, An ordinance amending note 9, section 6, article IV. of Ordinance No. 1041, which ordinance is an ordinance establishing a comprehenseive zoning plan for the City of Auburn by establishing various use distrzcts for the area in the City and prescribing certain regulations for each of each of said districts and note 9 is relating to the granting of special paoperty uses, be introduced and adapted with the following ro11 call vote being recorded: Aaby, yes; Petersen, yes; Kammeyer, yes; Stalder, yes; Fitzsimmons, yes; Towner, yes; Prescott, yes; ORDINANCE #1306 It was moved by Fitzsimmons and 2nd by Stalder that Ordinance #1306, entitled, An ordinance of the City of Auburn, Washington, declaring a public emergency to exist and appropriating $750.00 in the surplus funds in the Current Expense Fund to meet the i expenses of the City Pl.anning Commissionm be introduced. j MOTION CARRIED ORDINANCE #1307 It was moved by Prescott and 2nd by Petersen that Ordinance #1307, entitled, An ordinance of the City of Auburn, Washington, granting a special property use, be introduced and adopted with the following roll call vote being recorded: Aaby, yes; Petersen, yes; Kammeyer, yes; Stalder, yes; Fitzsimmons, yes; Towner, yes Prescott, yes; AGE 23 06 UBURIV, WASHINGTaN TUESDAY ORDINANCE #130$ ~ I was moved by Stalder and 2nd by Prescott that Ordinance 130$, entitled, An ordinance of the City of Auburn, Washington, -elating to and providing for the improvement of a portion of Luburn Avenue in the City of Auburn by the construction of sanitary ;ewers, all in accordance with a petition signed by a~uajoritp >f the affected property owners and filed with the City ~lerk of ;aid City, and a certification of the City Engineer of said City ,hat a majority of the affected property owners have signed the )etition and that all of the facts set forth in said petition are ,rue and that the estimated cost to the property will not exceed he limit established by law, and Ordinance No. 1235 .aving been passed on April 1, 195$ creating and providing for ,ocal Improvement District No. 133, which provided for the ,roposed improvements, and said pi~opaled imprmvements having been ompleted under said Local Improvement District No. 133, now evying and assessing the amount thereof against the several lots nd other property as shown on the said assessment roll therefore, nd now providing for the payment of such assessments to the Local mprovement District No. 133 Fund created by Ordinance No. 1235, e introduced and adopted with the following roll call vote being ecorded: Aaby, yes; Petersen, yes; Kammeyer, yes; Stalder, yes; itzsimmons, yes; Towner, yes; Prescott, yes; ORDINANCE #1309 It was moved by Prescott and 2nd by Aaby that Urdinance 1309, entitled, An ordinance of the City of Auburn, Washington, epealing Ordinance No. 12$5, which ordinance was an ordinance rescribing revised rates f or water, be intDOduced and adopted ith the following roll call vote being recorded: Aaby, yes; etersen, yes; Kammeyer, yes; Stalder, yes; Fitzsimmons, yes; owner, yes; Prescott, yes; The City Attorney stated that Mrs. Carr of N St. N.E. requested hat something be done about children playing ball at the park here Indian Tom is burried. There is a fence around this area ut it is not high enough to prevent the baseballs from going over. It was moved by Towner and 2nd by Aaby that this request be eferred to the Park Board. MOTION CARRIED WATER SUPT. REPORT No report STREET SUPT. REPORT No report ENGINEERtS REPORT The Moss Construction Co. was awarded the bid from the State pt. for widening A St. S.E. to the tracks. The Mayor announced that he had attended a Citizens committee meeting to Iook into the affairs of the City. The Mayor appointed councilmen Kammeyer, Fitzsimmons, and Stalder to work with this Citizens Committee. OLD BUSINESS A petition was presented to object to Mr. J.G. Ewing+s request to build a service station on M St. S.E. and Enumclaw Highway. It was moved by Prescott and 2nd by Towner that this request of Mr. Ewing be denyed. MQ3TION CARHIED NEW BUSINESS The Mayor appointed councilmen Kammeyer, Towner, and Fitz- simmons to work as a committee with a committee from the Y.M.C.A. PAGE 2207 AUBURN, WASHINGTON TUESDAY APRIL 7, 1959 It was moved by Stalder and 2nd by Prescott that the City obtain a legal opinion from the Attorney General ta the point if it is possible for the City of Auburn to lease this property to anyone. MOTION CARRIED Joy Schmitt requested that something be done with Roy Sonomanfs property. Mrs. Rutledge also had complaints to make. The Mayor stated that he and the Chief of Police would look into this matter, and also, that the City Engineer would contact a11 property owners and have that area cleaned up, y Nels Blomten requested that something be done about the gate at the entrence of the Park. This gate has been welded shut by the School and the school has no authority to do so. This problem will be investigated by the LChief of Poliee and the Mayor. It was moved by Towner and 2nd by Prescott that the Bond attorneys be authorized to prepair the ordinance for the sale of bonds and notice for call for bids. This letter was seferred to the Citizens committee. lhe City Clerk read a letter from the Housing Authority of the County of King requesting the Council to acept dedication of the streets and adjacent sidewalks within the Green River Homes projeet and the Green River Homes Addition project. It was moved by Kammeyer and 2nd by Petersen that this equest be referre d to the City Engineer and Water Supt. for reccommendation. MOTION CARRIED The City Clerk read a letter from the Housing Authority of the County of King requesting that the sewer and garbage charges be changed on 100 unites at the Auburn Terrace. It was moved by Petersen and 2nd by Kammeyer that the City Treasurer be authorized to make this change. MOTION GARRIED The City Clerk read a letter requesting costs and requirements with their dog problem. It was moved by Petersen and take on any additional areas. from the Buckley Police Dept. on retaining Mr. Decker to help 2nd by Aaby that Mr. Decker not MOTION CARRIED The City Clerk# read a letter from the White River Val.ley Pos No. 1741 of the V.F.W. requesting permission to use the location at 6th & C St. S.E. for their Western ShowslCarnival. The City Clerk also read a letter from the Auburn American Legion requesting perrnission to have their carnival at 6th & C. St. S.E. It was moved by Towner and 2nd by Fitzsimmons that these requeste be granted subject to the filling and start of constructi of the new fire hall. MQTION CARRIED PAGE,220$ AUBURN, WASHINGTON mUESDAY APRIL 7, 1959 The City Clerk read a letter from the King County Water District #$0 requesting that the Water Committee be authorized to meet with the Commissioners of King County Water District #$0 with the view in resolving problems arising from recent annexation . It was moved by Towner and 2nd by Aaby that this request be granted. MOTION CARRIED The City Clerk read a letter from the Hedman Construction Co. requesting the rezoning of property, described in the letter, from R-60 to RG for construction of a two or three family dwelling. This letter was referred to the Planning Commission. The City Clerk read a request from residence to rezone the described property from R-60R Residential to RG Residential. This letter was referred to the Planning Conrimission. The City Clerk read a letter from the Auburn Public Library inviting City Officials, Employees and wives to attend a Get Better Acquainted meeting on Monday eveing at the Public Library. The City Clerk read a letter from the Kline Builders which enclosed was a deed for the purpose of conveying title to property from street on 22nd S.E. It was moved by Kammeyer and 2nd by Prescott that the City accept this deed and the City Attorney be instructed to record it. IMOTION CARRIED The City Clerk read a letter from Gene L. Colburn requesting the City of Auburn to amend its policy on water mains, reasons f or this were stated in the letter. This letter was referred to the Water Supto and Water Committee. The City Clerk read two petitions, one on 9th St. N.E. and the other on nLtt St. N.E. requesting for an L.I.D. These petitions were referred to the Finance Committee with a report to be given next regular Council meeting. The City C1erk read a petition from Mrs. W.S. Batchelor to annex the described property into the City of Auburn. It was moved by Prescott and 2nd by Stalder that the Engineer look into this with a report to be given next regular council meeting. MOTION CARRIED The City Engineer presented a list of Building Permits issued for January, February, and March. Total Number issued-89; total estimate cost--676,220.00; total fees--2,303.00; The Street Supt. handed in a quarterly ending report. Grader operated 25$ hours; oiled and black top streets were patched, taking a total of 27$ man hrs.; street sweeper operated 26$ hrs. traveling $10 miles; Completition of storm sewer 4650 lin. feet, 1272 man hrs. and loader and back hoe was operated 240 hrs.; new addition to street Dept. shed used 226 man hrs; total of gasoline consumed-141$. The Cemetery Supt. handed in his quarterly report, for January, February, and March. Grand total for quarter $571$.$0; Truck mileage March 31t 1959--214$4, truck mileage December 31, 195$--20336, total mileage for the quarter-114$. These reports were ordered to be accepted and placed on file. The Pblice Dept. handed in a request from the members of the Dept. that the Police Dept. be brought under the State Wide City Employees Retirement System. Further study will be given to this matter.
