AUBURN. WASHINGTON TUESDAY APRIL 21, 1959
Regular meeting of the City Council of the City of Auburn,
held at $:00 P.M. in the Council Chambers at the City Halls.
The meeting was called to order by Mayor Denise.
Councilmen Present: Aaby, Kammeyer, Stalder, Fitzsimmons,
Towner, Prescott
Councilmen Absent: Petersen
Minutes of the previous mesting held April 7, 1959 were
approved as mailed.
PUBLIC HEARING
There was no Public Hearing.
BIDS
There were no bids.
COMMITTEE REPOR^1S
FINANCE
'Phe two petitions for L.I.Dts will be held till May 15th
because there might be other petitions by then.
It was moved by Aaby and 2nd by Prescott that no more small
petitions for L.I.Dts be accepted after May 15, 1959 until after
the first meeting in January:, 1960, these petitions must be large
enough so that bonds can be sold.

STREET
It was moved by Stalder and 2nd by Aaby that the City Engine
be authorized to negociate for street name signe.
MOTION CARRIED
WATER
The road to the West Hill reservoir is still being studied.
A date will be set sometime next week for a meeting with
Water District #$0. A report will be given next. regular council
meeting.
An agreement is being worked out with Nir. Colburn and the
City about his water line.
LIGHTS
A light will be needed on nN" St., ftOtt St., Pike St., and
nR" St. People have been complaining about the light condition
coming off Main on to these streets.
It was moved by Prescott and 2nd by Fitzsimmons that a 100
watt light be placed on the cornors of N.O,Pike, and R Streets.

Mr. Aspinwall is drawing up blue prints for North Auburn.
Sof the blue prints will be made later.

ORDINANCE #1310
It was moved by Towner and 2hd by Prescott that Ordinance
#1310, entitled, An ordinance of the City of Auburn, Washington,
providing for the issuance, specifying the maturities and maximum
interest rate, and fixing the form of $100,000.00 par value of
General Obligation Fire Station Bonds authorized by the qualified
voters of the City at an electian held on Novenber 4, 195$,
pursuant to Ordinance No. 1257; and providing for the sale of
said bonds, be introduced and adopted with the following roll
call vote being recorded; Aaby, yes; Kammeyer, yes; Stalder, yes;
Fitzsimmons, yes; Towner, yes; Prescott, yes;
ORUINANCE #1311
it was moved by Prescott and 2nd by Aaby that Ordinance
#1311, entitled, An ordinance of the City of Auburri, Washington,
providing for the reZOning of certain property in the City of
Auburn, changing the zoning class of said property from R-60
to RG-Multiple dwelling, be introduced and adopted with the
f ollowing roll call vote being recorded: Aaby, yes; Kammeyer, yes
Stalder, yes; Fitzsimmons, yes; Towner, yes; Prescott, yes;
ORDINANCE #1312
It was moved by Aaby and 2nd by Prescott that Ordinance
~1312, entitled, An ordinance of the City of Auburn, Washington,
relating to and providing for the improvement of a portion of
sixth street northeast by the construction of concrete curb and
gutter and an asphaltic concrete surface, all in accordance with
a petition signed by a majority of the affected property owners
and filed with the City Clerk of said city, and a certification
of the City Engineer of said city that a majority of the affected
property owners have signed the petition and that all of the
facts set forth in said petition are truc and that the estimated
cost to the property will not exceed the limit established by
law, and Ordinance No. 1252 having been passed on August 19, 195$
creating and providing for Loca1 Improvement District No. 135,
which provid6d for the proposed impr,:vements, and said proposed
tmprovements having been completed under said Local Improvement
District No. 135, now levying and assessing the amount thereof
against the several lots and other property as shown on the said
assessment roll therefor, and now provding f or the payment of
such assessments to the Local Improvernent District No. 135 fund
created by ardinance No. 1252, be introduced and adopted with
the following roll call vote being recorded: Aaby, pes;
Kammeyer, yes; Stalder, yes; Fitzsimmons, yes; Towner, yes;

It was moved bq Kammeyer and 2nd by Prescott that Ordinance
#1316, entitled, An ordinance of the City of Agburn, Washingon,
providing for the rezoning of certain propcrty in the City of
Auburn, Changing the zoning class of said property from R-50 to
C-l, be introduced and adopted with the following roll call vote
being recorded: Aaby, yes; Kammeyer, yes; Stalder, yes; Fitz-
siromons, yes; Towner, yes; Prescott, yes;
ORDINANCE #1317
It was moved by Prescott and 2nd by Towner that Ordinance
#1317, entitled, An ordinance of the Citp of Auburn, Washington,
proeiding for the policing and regulation parking of vehicles on
off street parking lots under lease to the City of Auburn, and
prescribing penalties for eiolations thereof, be introduced and
adopted with the following roll call vote being recorded: Aaby,
qes; Kamrneyer, yes; Stalder, pes; Fitzsimmons, yes; Towner, yes;
Prescott, yes;
It was moved by Towner and 2nd by Prescott that the Citp
Clerk be instructed to call for bids on bonds for the new fire
hall, bids to be opened on Map 19, 1959•
MOTION CARRIED
WATER SUPT. REPORT
They have started pumping from the new well. With the
installation of this new well, there will be less trouble to
tend with.
STREET SUPT. REPORT
The clearing operation on 3rd Street between nAn and "Ctt has
been completed.
ENGINEERtS REPORT
Two of the three blaek berry bushea have been cleared.
Everyone in that area has been notified to clear this land. If
no futther action is taken by these property owners, action will
be taken by the City.
A member of the Public Service Commission was in Georgets
office and stated that a signnl light would be installed on "M"
5treet.
OLD BUSINESS
Louis Stalder wanted to know if the City had possession of t
Park. George Schuler stated that the property was owned by the
school, which information was taken from the County Assessors
office. A report will be given at the next regular council
meeting.
1VEW BUSINSS
The Mapor has appointed E1mer Stodd as Civil Defense Director
CORRESPONDENCE
The City Clerk read a letter from the First Christian
Church requesting the rezoning of described property for church
usage.
This letter was referred to the Planning Commission.
The City Clerk read a letter from Clinton Hergert asking the
City to take action on the letter he received from residence on
nGn Street S.W/
This problem has already been taken care of and things are
still being done about the beautification problem.
The City Clerk read a petition from property owners located
between 5th N.E. and 7th N.E. to have an alley leveled and gravele
This petition was referred to the Street Committee.

The City Clerk read a letter from Hayes Holman, Supt. of
Schools, submitting three propositions for the City to consider
regarding the buildings being used by the school on the Terrace
property.
This letter was held till the legal opinion is received.
The City Clerk read a letter from Zane B. Johnson for the
quarterly report.

This report was ordered to be placed on file.
The City Clerk read a letter from the Auburn Planning
Commission regarding a letter submi.tted by Mr. Thomas Spindle,
Chairman Auburn Area Y.M.C.A., regarding the possibility of usin.g
approximately five acres of the Terrace grouncis. Several meetings
were held with the Planning Commission, City Council committee,
and other boards, The Pl.anning Commission recommended that the
City grant the Y.M.C.A. this request pending on proper legal
aspects for this transfer.
Gorden Dick requested the City Council consider this request.
The Mayor took a poll of the Councilmen to see if there were
any objecti,ons. The Council was unanimous.
Mr. Stevc Brace, General Secretary of King County Y.M.C.A.,
gave a brief speech on the program of the Y.M.C.A.
CLAIMS
It was moved by Fitzsimmons and 2nd by Kammeyer that the
f ollowing claims against the City, all having previously been
passed and signed by the Finance Committee, be approved and the
City Clerk be authorized to draw warrants in payment.

Council, the meeting was adjourned at 9:45 P.M., subject to the
call of the Mayor.
