Regular meeting of the City Council of the City of Auburn,
held at $:00 P.M. in the Council Chambers at the City Hall.
The meeting was called to order by Mayor Denise.
Councilmen Present: Aaby, Petersen, Kammeyer, Fitzsimmons,
Towner, Prescott
Council.men Absent: Stalder
Minutes of the previous meeting held May 19, 1959 were
approved as mailed.
PUBLIC HEARING
There was no Public Hearing
BIDS
Bids were received from ths following firms to supply
the Water Dept. with Cast Iron Pipe and fittings: Pacific Water
Works Supply Co., Pacific States Cast Iron pipe Co., and United
States Pipe and Foundry Co.
These bids were referred to the Purchasing Committee and
Water Committee with power to act,

LICENSE
They had a meeting on the Green River Ordinance and have
decided against it.
STREET
They received a letter from thP King County Housing
Authority requesting the City to accept the maintenance of
streets in the Green River Homes Addition.
Tt was moved by Towner and 2nd by Petersen that the City
accept the streets in the new portion of Green River Homes, but
not the old portion.
MOTION CARRIED
Counczlman Towner read a letter written several yaars ago by
t'ne former Enginesr authorizzng accepting maintenance for the
streets in the Ryan Homew Addition.
It was moved by Towner and 2nd b,y Pet-,ersen that the City
change B St. S.E. from Main St. to Seconc? St. S.E. from a one-way
st.reet to a two-way street, and a report be given next regular
council meeting on the widening of this street.

WATER
Councilman Kammeyer reported that the sewage disposal plantfs
outfall goes into the dry rive.r bed in the summer months, and that
something should be done about this because complaints have been
received from residences in that area.
This problem will be worked out by the Water Supt. and CitY
~,'ngineer.
It was moved b,y Kammeyer and 2nd by Petersen that the City
';lerk be instructed to write a letter to Dick Wolff, giving him
iuthorization to proceed with the work on the Enumclaw Highway
)roject.

It was movPd by Kammeyer and 2nd by Prescott yhat the City
Attorney draw up an Ordinance authorizing the Mayor and City
Clerk to sign the agreement with Water Dist. #$0 f or the purchase
of that water district.

LIGHTS
A request was made f or the installation of st.reet lights in
the Arrowhead Park district. Councilman Prescott stated he would
have Mr. Aspinwall draw up blue prints of this district which
wi11 be presented at the next regular council meeting.
Councilman Prescott reported on the City Park situation.
He presented a photostatic copy of the original deed. He also
read portions of ordinances pretaining to the deeding of this
property. There is nothing the City can do about the maintenance
of this property.
ORDINANCE #1326
It was moved by Prescott and 2nd by Kammeyer that Ordinance
#1326, entitled, An esrdinance of the City of yuburn, Washington,
amending artiele 11, article 111 section 3, and article lV note
6 and note 7 of Ordinance No. 1041, being an ordinance of the
City of Auburn establishing a comprehensive zoning plan for the
City of Auburn by establishing various use districts for the
area in the City and prescribing certain regulations for each of
said use districts, be adopted with the f ollowing roll call vote
being recorded: Aaby, yes; Petersen, yes; Kammeyer, yes;
Fitzsimmons, yes; Towner, yes; Prescott, yes;
ORDINANCE #1327
It was moved by Kammeyer and 2nd by Prescott that Ordinance
#1327, entitled, an ordinance amending section 14 of Ordinance
No. 1101, which is an ordinance regulating the parking of vehicles
on City streets, providing for parking meters and parking fines
in prescribed penalties, be introduced and adopted with the f
following roll call vote being recorded: Aaby, yes; Petersen,
yes; Kammeyer, yes; Fitzsimmons, yes; Towner, yes Prescott, yes;
ORDINANCE #132$
Zt was moved by Prescott and 2nd by Kammeyer that Ordinance
#132$, entitled, An ordinance authorizing the purchase and acquisi
tion of all properties of Water District #$0 in the City of Auburn
and in the County of King, State of Washington by the City of
Auburn, be introduced and adopted with the following roll call
vote being recorded: Aaby, yes; Petersen, yes; Kqmmeyer, yes;
Fitzsimmons, yes; Towner, yes; Prescott, yes;
The City Attorney mentioned that the overtime law would go
into eff ect June 11, 1959. This law excludes the Fire and Phlice
Depts. because they are concerned with the safety of the Public.
If the Council has any questions about this new law, they will
be able to obtain information from the City Attorney,

STREET SUPT. REPORT
They have started construction on the North end storm sewer.
ENGINEERtS REPORT
He geceived a telephone call from Mr. Kirry, stating that the
City of uburn might receive the full federal matching funds
applied for under the Urban Planning Assistance Grant program
if federal processing can be completed before the end of the
federal fiscal year on June 30th. It was thought that only a
small portion of the federal funds requested would be available
for Auburnfs Planning program.

It was moved by Towner and 2nd by Fitzsimmons that the City
Engineer be authorized to contact the Dept. of Commer.ce and
Economical Development to recommend Clark-Colman and Associates
as the professional planners to do the comprehensive plans for
the City of Auburn and to draw up al1 necessary contracts.
MOTION CARRIED
OLD BUSTNESS
Councilman Aaby read a letter from the Auburn Public Schools
requesting the continued use of the Admindstration Bldg. at the
Terracs. In the letter were stated three propositions that the
City could decide upon.
It was moved by Aaby and 2nd by Prescott that the Mayor
appoint three members of the Council to work with the school
regarding these propositions.
MOTION CARRIED
The Mayor appointed Councilmen Aaby, Petersen, and Towner.
NEW BUSINESS
There was a long discussion on the D St. S.E. situation.
Several of the property owners were present voicing their opinions.
The City Engineer presented a diagram of the area, showing the
location of the street to the houses if paving would pe put in.
It was moved by Prescott and 2nd by Petersen that the Street
Dept. be instruct,ed to grade D St. S.E. to a 34 foot read surface.

COFRESPONDENCE
The City Clerk read a letter fr.om Mr. & Mrs. Ray Bohl
'requesting the City Council do something about the noise caused
'by the Home Plate Taver•n. The Chief of Police will serve a notice
'to this tavern regarding provisions of the nuisance ord.inance
and request their co-operation,
The City C1erk read a letter from the Auburn Boosters, Inc.,
,stating that they had purchased the Park Hote1, which will soon
'be converted into a public parking lot. This parkir.g 1ot will.
',be of help for people who have business transactions in the City
I,Hall. They requested that the City Counci1 consicier leasing
'~~this property for a reasonable sum, and to consider this lease
jprior to making up the budget f or the ,year 1960.
It was moved by Towner and 2nd by Petersen that this letter
~,be filed ti11 the 1960 budget is cansidered.

The City Clerk read a petition from property owners pretaining
o prohibiting l.oitering on City streets by vagrants and persons
hp are obviously vagrants.
The Gity Attc-^ney stated that he was working on a work,law
would have a'r.eport ready at the next regular council meeting.
The Chief of Police stated several reasons why it would be
ifficult f or the Police Dept. to co-operate with thi.s petition.
ouncilman Kammeyer stated that the Folice Dept. should carry
n as best they can till next council meeting when more will be
iscussed about the work l.aw.

The City C1erk read a letter from Lyle R. Schneider, reBard-
ing the water expansion at the present Easterly extremity of
the City limits. He recommended to the City Council that the
City proceed with developing a new East Hill water reservois
system and provide for necessary funds by revenue bonds.
The City Clerk also read the attached letter from Richard
W. Wolff. A report will be given at the next regular council
meeting.
