PUBLTC HEARING Thex•e was no Public Hearing. BI DS The.re were no bids. CONZZITTEE REPORTS PURC HAS I P1G The Purchasing Committee awarded the bid to Pacific States Cast Iron Pipe Co. from the group opened at the June 2nd meeting. It was moved by Petersen and 2nd by Kammeye.r that this award be approved and the bid checks of the unsuccessful bidders be returned. MOTION CARRIED FIRE No report LICENSE No .report STREET No report WATER No repott LIGHTS It was moved by Prescott and 2nd by Towner that the lights shown in the blue print f or Arrowhead Park be installed, using 19 - 6000 lumen Iights. MOTION CARRIED ORDINANCE #1329 ' It was znoved by Towner and 2nd bs,T Fitzsimmons that Ordinance #1329, entitled, Ar ordinance of the City of Auburn, Washington; amending section 11 of ordinances nos. 1101 and 111'o and repealing Ordinance No. 1220 and prescribing penalties for violations thereof, whicli section 11 relates to the regulations of vehicular traffi.c on certain streets in the City of Auburn, be introduced and adopted with the f ollowing rolt call vote being recorded: Aaby, yes; Petersen, yes; Kammeyer, yes; Stalder, no; Fitzsimmons , yew; Towner, ,yes; Prescott, yes; ORDINANCE #1330 It was rnoved by Kammeyer and 2nd by Prescott that Ordinance 1330, entitled, An ordinance of the City of Auburn, Washington, ranting a special property use and permit;, be introduced and dopted with the following roll call vote being recorded: Aaby, es; Petersen, yes; Kammeyer, yes; Stalder, yes; Fitzsimmons, es; Towner, ye5; Prescott, yes; PAGE 2227 AUBURN, WASHINGTON WATER SUPT. REPORT The total cost of the new well was $45,4$0.07, this amount includes the property and test well. A request was made f or additional money f or Material and Supplies. There has been additional work done f or the department and with no spQcial item in the budget to take care of this wark, it was taken fram Material and Supplies. Next year this type of work will be provided f or. Rohr Aircraft will be paid for half of the sewer this week. The City will have to obtain permistion from Rohr Aircraft to hook onto the water main, and a request was rnade that the City Attorney be instructed to do so. They are coming along well on the north end storm sewer. ~ ENGINEERtS REPORT A request was made that the City Attorney be instructed.to draw up ordinances on the L.I.D.Is from the petitions that have c in. The Engineer would like to call for bids for curb and gutter on the L.I.D.1s, bids to be opened on July 7, 1959. Had a meeting with Mr. Kirry and Mr. Robert Clark regarding the Comprehensive plan for the City of Auburn. Approval must come from the federal government before anything can be done. Things will be ready, however, after the approval, which is expected in approximately three weeks, is received. It was moved by Kammeyer and 2na by Petersen that the City Attorney be instructed to draw up the ordinance creating L.I.D. #136• MOTION CARRIED It was moved by Stalder and 2nd by Towner that the City Clerk be instructed to call for bids on curb and gutter for L.I.D. #136, bids to be opened on Ju1y 7, 1959• MOTION CARRIED It was moved by Kammeyer and 2nd by Petersen that the City Attorney be instructed to draw up the necesaary ordinance approp- riating $7500.00 from Surplus Water Fund f or Material and Supplies MOTION CARRIED A discussion over the City equipment resulted in the Mayor calling for a meeting of the Mayor, City Council, and Dept. heads to work out some of these problems. TUESDAY JUNE 16~ 1959 STREET SUPT. REPORT 81D BUS I NES S The Mayor appointed Councilmen Aaby, Prescott, and Stalder to work as a committee regarding the wage and hour bi11. Councilman Aaby reported that they had a meeting with the school board and they agreed to lease the Aministration Bldg. for one year at a time. The City Clerk read a letter from Lyle R. Schneider stating it was permissable for a third class city to lease real estate property. It was moved by Towner and 2nd by Aaby that it be necessary to protect the value of the property and the property invested therein, that the City immediately enter into a one year lease with School Dist. #40$ for leasing of the Administration Bldg. and vacilities under terms of written lease, to be just and reasonable and to include repairs and upkeep and protection of s leased premises by the leasee. MOTION CARRIED NEW BUSINESS The City has an ordinance that prhhibits any long grass. The Mayor instructed the Police Chief and Fire Chief to require the people to comply with the ordinance regarding the mowing of their Pt~1GE 222~' AUBUH,N~,, WASHTNGTON ~ TUESDAY JUNE 16, 1959 CORRESPOTdDENCE The City Clerk read a note of appreciation fr-om the famil.y of Les Gove, thanking the Ca.ty for closing the City Hall during the services. The City Clerk read a note of appreci.ation from Mrs. James cSUaie thanking the City for having a center stripe painted an 4th St. N.E. The City Clerk read a letter from Vernon D. Foral.und, requesting a loadirlg and unloading zone in front of Forslund & - Ludwig Pharmacy as a point; of pickup and discharge of passengers and express for Greyhound Bus Lines. Mr. George Gent, Supt. of Greyhound, was present to discuss this request. The request in the letter was for the nort;hermost 44 feet, before the alley, on the East sid.e of North C Street. Mr. Gent stated that they would need a miriimum of 75 feet to park two buses at one time. Mr. Gent mad_e the reguest of using the ang1.e parking spaces on lst Street N.E., in front of the old Greyhound Depot, till things are workPd out about the C Street situation. Tt was moved by Petsrsen and 2r.d by Towner t-,hat the Greh- hound Bus Co. be permittecl to aperate from ist St. N.E. for sixty days, starting on June 17, till something is done about the C Street situation. MOTION CARRIED The Street Committ;ee was appointed by the Mayor to work out a plan f or C Street. Signs wi31 also be posted on lst St. M.E. so the bus company will not have trouble with motor vehicles parking in this space. The City C1erk read two petitioris for Eezoning/ , These petitions were referred to the Planning Commission. , The City C1erk read three petitions for L.I.D.ts. An ordirz-' ance is being drawn up on these petitions. The City Clerk read a letter from the Washington State Highway Commission informing the City of Auburn that a pottion of Primary state Highway #5, shown on the sketch attached to ; the letter, will cease t o be a state highway after June 11, 1959, and wzll be under the jurisdiction of the City of Auburn. This letter was ord.ered to be filed The City Clerk read a let,ter from Roy Hawkins requesting the City to vacate the alley between his property and the Greyhound Bud Depot. A Public Hearing will be held. ori July 7, 1959• Coun.cilman Stalder requested the City Clerk to look up past records and see what action was taken when otller requests were made about vac$ting alleys. The City Clerk presEnted five transfers which were approved by the passage of crdinances. It was moved by KammPyer and 2nd by Petersen that these transfers be approved and the City Treasurer make the transfe.rs of these funds. MOTION CARRTED AUD3ENCE Mr. Brodie, representing the citizens in and near the Enum- ' claw Highway district, about elimin.ating the traffic hazzard li on C~'►treet S.E. Mr. Brodie gave several illustrations as to where saf ety devices should be placecl, speed limit signs should ~ be posted, and where traffic signals shtould be used. Mr. Brodie stated that There have been many accidents on thi.s street;, some of which have not been reported to the Police Dept. The Chief of Police stated that this roadway is under the jurisdiction of the State Highway Dept., a.nd approval wou3d have to be received from them bef ore the City could do anything about i PAGE 2229 AUBURN, WASHTNGTON _ TUE5DAY JUNE lb, 1959- Chief Ludwig stated that the jail had flooded again due to the heavy rains. The whole trouble is in the stDrm sewer. CLAINIS It was moved by Kammeyer and 2nd by Prescott that the f ollow- ing claims against the City, a11 having previously been passed and signed by the Finance Committee, be approved and the City Clerk be authorized to draw warrants in payment.
