Chambers at the City Hall. The meeting was called to order by Mayor Denise. Councilmen Present: Aaby, Petersen, Kammeyer, Stalder, Fitzsimmons, Towner, Prescott Councilmen Absent: None Minutes of the previous meeting, held July 21, 1959, were approved as mailed. PUBLIC HEARIIdG COLLIPvS 8c HENNING REQUEST Councilman Petersen stated that Mr. Clark, TJIr. Collins, and Mr. Henning had made an agreement between themselves and would like to bring it up before the Council. Nlr. Clark told Councilman Petersen that he would appreciate it if the Public Hearing be held next regular council meeting when he would be present. It was moved by Petersen and 2nd by Towner that the Public Hearing be deferred ti11 next Council meeting. M0TION CAN.RIED BIDS Th2re were no bids. Everything is complete in that area. ORDINA14CE #1337 It was moved by Kammeyer and 2nd by Fitzsimmons that C}rdinance #1337, entitled, An ordinance of the City of Auburn, Washington, providing f or connections of water mains to abutting water mains, and f or the construction of and installation of certain water mains in the City of Auburn, and prescribing the method of payment thereof for property not previously aasessed for water mains, and repealing Ordinance No. 1269, be introduced and adopted with the f ollowing ro11 call vote being recorded: Aaby, yes; Petersen, yes; Kammeyer, yes; Stalder, yes; Fitzsimmnns yes; Towner, yes; Prescott, yes; pAGE 2240 Ai1B:1RIv . PARKING ORDINAPICE The City Attorney stated that there are a number of changes to be made in the Parking Orctinance, which he d.esires to incor- porate into one amendment. WATER SUPT. REPORT 'I'he Water Supt. reported that they were having considerable difficulty with the old wooden main in the `i'errace property. Haye: Holman stated that the water leak was on the school side of the meter, and he requestzd a flat rate until something could be done to eliminate hhis conditiarz. It was moved by Petersen and 2nd by Aaby that this situation be referred to theWater Supt., Water Commit,tee, and a committee from the school, with powe.r to act, to work out a satisf actory solution. 140TION CARRIED STREET SUPT. REPORT The Street Supt. reported that they have completed about half of tne street signs. He further Btated that the rest would have to be completed next year, when the I960 budget provided for money for pipe. ANGTPIEERIS REPORT `1'he City Engineer stated that the original contract for the comprehensive plan would be signed by Attorney General as soon as he returnes from his vacation. OLD BUSINESS Councslman iowner stat,ed that one of the parties between 6th & 7th that had a petition in f or the vacation oi an alley, sold out. This matter will have to be held up a while. NEW 13USINES3 Councilman Stalder asked if sornething had been done about he meters on C Strert ?`r I hese metered areas wi11 be incorpora~:ed into the new ordinancl C OR RES POND E NC E MILLLR &EQUE;ST The City Clerk read a letter from Aaron Miller requesting that his lot on M Street S.E. and 3rd '3treet be rezoned for the purpose of building a tryplex apartment. This letter was referred to the Planning Commission. ANCOCK REQUEST The City Clerk read a letter from J.L. Ancock requesting f or a special property use f or the purpose of conducting his Real Estate Business in the grarage attached to this home on East Main Street N.E. This letter was refer.red to the Planning Commission. -19 PAGE 2241 AUBURTI, WASHINGTON TUESDAY AUGUST 4 ~1959 CEP,ZETERY BOARD REQUEST The City Clerk read a letter from the Auburn Cemetery Board requesting an emergency ordinance of ~1998•36 for the purchase of a tractor and back hoe. It was moved by Kammeyer and 2nd by Petersen that this request be rejected f or an emergency appropriation at this time. M0TION CARRIED OTTO TdAGEL The City Clerk read a letter from Otto 1VTegal thanking the City Engineer and Street Supt. f or prompt action and a job well done in cleaning up the mess in front of his home, caused by the laying of a sewer line. DEPARTMENT OF HEALTH The City Clerk read a letter from the State of Washington DPpartment of Health stating that the plans for the water system extension were approved. This letter was ordered to be filed. CURRAN & RADCLIFFE REQUEST The City Clerk read a letter from Curran and Radcliffe requesting that the exemption clause be taken off all titles on water rights. The City Attorney stated he would have a resolution drawn up f or next Council meeting. AUBURi1 PUBLIC SCHOOLS The City Clerk read a letter from the Auburn Public Schools, thanking the City Council f or any efforts they might have had in obtaining a more satisfactory location f or the Greyhound Bus Depot. This letter was ordered to be filed. PRESCOTT REQUEST The City Clerk read a letter from Don R. Prescott request- ing No Parking signs installed on 2nd Streei, N.W. on both sides of the street, up to and including the allev which will be the entrance. It was moved by Aaby and 2nd by Petersen that this request be granted and No parking signs be installed. NIOTION CARRIED Y.M.C.A. REQUEST The City Clerk read a letter from the Auburn area YNTCA, requesting a decision from the City Council approving the five acra that would be used as a site f or the Y.M.C.A. The decision that had tentatively been approved by the Councilmen was unofficial pending leagle opinion from the City Attorney. The Mayor appointed Councilmen Kammeyer, Towner, and Fitzsimmons, as the original committee, to look further into this matter. POLICE JUDGEtS QUARTERLY RLPORT The City Clerk read the quarterly report from the Police Julge for the months of April, May, and June, 1959• The total amount of money to the City Treasurer was $6935•25. This report was order.ed to be filed. WETER ROBERTS AND SHEFELMAN The City Clerk read a letter from Mr. James Gay of Weter Roberts and Shefelman, outlining the recommended procedure handling investments on L.I.D.1s. To action was taken on this letter. PAGE 2242 AUI3URN, tiaASHINGTON `I'UESDAY AUGUST 4, 1959 AUDIENCE Hayes Holman stated that at the North Auburn School, the dranage system is very poor and it creates a lake when real damp. Tt was moved by Kammeyer and 2nd by Fitzsimmons that this be turned over to the City Engineer, with power to act, to look into this matter.
