Regu.Zar meeting of the City Council of the Gity of Auburn, held at $:00 P.M. in the Council Chambers at the City Hall. The meeting was called to order by Mayor Denise. Councilmen Present: Aaby, Petersen, Kammeyer, Stalder, Fitzsimmons, Towner, Prescott Councilmen Absent: None Minutes of the previous meeting r.eld Novembsr 17, 1959, were approved as mailed. PUBLIG HEARING No Public Hearing BIDS Bids were received from the White River Presbyterian Church and the Auburn Eagles for the purehase of the two machines in the vdater Dept. These bids were referred to the Purchasing Committee. COMMITTEE REPORTS PURCHNSING COMMITTEE No report LICENSE CON24ITTEE No report STREET COWiITTEE Councilman Stalder reported that the Strest Committee had looked into Mrs. Smiths request of last mesting, regarding her garbage can. The Street Committee feels that it is the respon- sibility of the individual party to take care of their garbage cans and see that they are secured well enough so they cantt be pushed over. WMTER COMN;ITTEE Councilman Kammeyer reported that he wished to thank every- one who helped during the flood, especially the dater Dept. employees who put in such long hours. The Niayor stated that E1mer Stodd and his group should be. thanked for the splendod jotr they did. He further stated that a letter of thanks would be sent to each individual. LIGHT COMIVITTEE Cour.cilman Prescott stated that they are still having trouble~seeuring light fixtures from Westinghouse Electric Supply Co. This will be worked out in the near future. ORDINANCE #135$ It was moved by Kammeyer and 2nd by Fitzsimmons that Ordinance #135$, entitled, An Ordinance of the City of Auhurn, Washington, declaring a^ixblic emergency to exist and requiring the appropriation of $1,500.00 for Extra Payroli purposes and $1,500.00 for Service Pipe and Fittings from the unbudgeted funds of the Water Department, be adopted with the following roll eall vote being recarded: fsaby, yes; Petersen, yes; Kammever, yes; Stalder, yes; Fitzsimmons, yes; Towner, yes; Prescott, yes; _21 PkGE 22 $1 AUBURN, WASHINGTON TUESDAY DECEMBER L, 1959 ORDINANCE #1359 It was movsd by Kammeyer and 2nd by Prescott that Ordinance #1359, entitled, An Ordinance of the Cityof Auburn, Washington, relating to and fixing the Compensations to be paid to the City Clerk and the City Attorney for the Cit-,y of Auburn, pre- scribing when and how such compensation shall be paid, repealing Ordinance No. 1100, and amending section 1 of Ordinance No. 9$4, be introduced and adopted with the following roll call vote being recorded: Aaby, yes; Petersen, yes; Kammeyer, yes; Stalder, yes; Fitzsimmons, yes; Towner, yes; Prescott, yes; ORDINANCE {#1360 It was moved by Kammey►er and 2nd by Fitzsimmons that the basis for prior service credit shall be 100 per cent of final eompensation. MOTION CARRIED It was moved by Petersen and 2nd by Prescott trat Ordinance #1360s entitled, i~n Ordinance relating to a pension, relief, disability, and retirement system: making an election to join the Statewide City Employees Retirement System pursuant to Chapter 41•44 RC9: electing a choice of "tPrior Service Credit", "Social Security Coordination or supplementationt"; and providing for proper notification of the Board of Trustees of the Statewide System of such election, be introdueed and adopted with the following roll call vote being recorded: Aaby, yes; Petersen, yes Kammeyer, yes; Stalder, yes; Fitzsimmons, yes; Towner, yes; Prescott , yes; ORDINANCE #1361 It was m oved by Prescott and 2nd by Petersen that the excavation site inspection be changed from the Street Supto to the City Engineer. MOTION CARRIED It was moved by Kammeyer and 2nd by Fitzsimmons that Ordinanc #1361, entitled, An Ordinance of the Citq of Auburn, Washingt.on, providing for permits to excavate under and across city streets sidewalks and curbs in the City pf Auburn, and repealing Ordinance No. 1246, be introduced and adopted as amended with the follow- ing roll call vote being recorded: Aaby, yes; Petersen, yes; Kammeyer, yes; Stalder, yes; Fitzsimmons, yes; Towner, yes; Prescott, yes; ' ORDINANCE #1362 It was moved by Aaby and 2nd by Kammeyer that Ordinance #1362, entitled, An cJrdinance of the City of Ruburn, Washingtan, establishing inter-Gity bus routes in the City of auburn; designating certain streets in theCity for inter-City bus traffic; providing for enforcement; and prescribing penalties for the violation of its provisions, be introduced and adopted with the following roll call vote being recorded: ~'~aby, yes; Petersen, yes Kammeyer, yes; Stalder, yes; Fitzsimmons, yes; Towner, yes; Presa)tt, yes; ~t. It was moved by Aaby and 2nd by Fitzsimmons that the Straet Committee meet igith the City Attorney to draw up an Ordinan~e on loading and unloading zones for buses. MOTION CARRIED ORDINANCE #1363 The City Clerk read a letter from the Chief of Police, C.L. Ludwig, giving a reason for the drati,ring up of Ordinance #1363. It was moved by Towner and 2nd by Aaby that Ordinance #1363, entitled, An Ordinance of the City of Auburn, declaring a public emergency to exist and requiring the appropriation of $2,,100.00 fr the "Unexpended FugdsrT in the "Current Expense Fund" to cover defencies in the Police Departmant Budget, be introduMcmannt r1ARRTFn PAGE 22$2 AUBURN, WASHINGTON TUESDAY DECEMBER 1, 1959 ":i1ATER SUPT. REPORT The Water Supt. also wished to thank everyone connected in helping at the disposal plant during the time of the flood. The companies who used their trucks to haul dirt for the dyke, the Cities and individuals who offered pumps, and the women who prepared sandwiches and coffee for the men. All these people played a big part in saving the disposal plant from the flood waters. STREET SUPT. REPORT No report ENGINEERfS REPORT No report OLD BUSINESS None NEW BUSINESS Councilman Aaby reported on the conditions of the jail and Police quarters. He stated that the committee had met with Don Allison to discuss the estimated cost of remodeling. They came up with a figure of $60,000.00, which would be a minimun estimate. The committee would like this put on the ballot in the March electiori. It was m.oved by Towner and 2nd by Aaby that a bond issue be placed on the March ballot in the amount of $60,000.00 for remodeling the City jail. MOTION CARR,IED C.G. MRS. SP1ITH Mrs. Smith was requesting information as to what the Street Committee found in their investigation referred to them at the last CounciZ meeting. Councilman Stalder stated that the corrunittee felt it was the responsibility of the individual owner to see that their garbage can is tied down in some way do dogs would be unable to tip it over. Mrs. Smith stated that they should have some kind of a leash law so dogs wouldntt be a general neusance. Mrs. Smith was informed that she could have a copy of the dog ordinance, pretaining to the part where three individuals from different homes on the same bZock could present a complaint against the owner of the dog. This was referred to the dog catcher. CORRESPONDENCE VA. H. HENLINE REQUEST The City Clerk read a letter from W. H. Henline stating that since the changing of B St. S.E. frorn a one way street ;to a two wayX street, that at least fifteen feet of clearance from the .W1. They, therefore, request that they be allowed one more parking ;pace east to eliminate the one on the corner. It was moved by Towner and 2nd by Prescott that this request De granted. MOTION CxRRIED AUBURN CHkMBER OF COPSNiERCE The City Clerk read a letter from the Auburn Chamber of ,ommerce requesting permission to use various meter spaces located ;hroughout the City's business district for the house trailer to be zsed as Santa Clausest headquarters. It was moved by Towner and 2nd by Prescott that this request )e granted providing these meter locations meet approval of the "hief of Police. MOTION CARftIED TOWN OF PACIFIC The City Clerk read a letter from Loren Johnson, Mayor of the Town of Pacific, requesting a committee be appointed to meet with a committee from Pacific to discuss ths problem of the County garbage dump located on Stuck river. It was moved by Towner and 2nd by Stalder that the Mayor::be instructed to write a letter to the County Commissioners to see what can be done about this garbage dump, and a copy of the letter sent to the Town of Pacific. MOTION CARRIED DOROTHY BOTHELL RE(JJEST The City Clerk read a letter from Dorothy Bothell requssting ;Y:at something be done about the garbage problem, both in her irea and in North Auburn. The City Attorney stated ra! had met with Mr. Erath about this )roblem, but hasntt been able to meet with Mr. Mawr. He;will neet with both Mr. Erath and Mr. Mawr to see which of the two have ;he right to service the Bothell residence. A report will be ;iven at the next Council meeting. C,LARK-COLEMAN & ASSOCIATES The Gity Clerk read a letter from Robert S. Clark from Clark-Coleman & kssociates stating that the lease maps and two intermediate transparencies have been delivered to the CitY Engineer. This letter was ordered filed. CALL FOR BIDS CHLORINE It was moved by Kammeyer and 2nd by Prescott that the City Clerk call for bids for the Cityfs supplq of Liquid Chlorine for 1960, bids to be opened on January 5, 1960. MOTION CARRIED GaSOLINE It was moved by Petersen and 2nd by Towner that the city Clerk call for bids on premium or Eythel gasoline for 1960, bids to be opened on January 5, 1960. MOmION CARRIED DIESEL OIL It was moved by Petersen and 2nd by Prescott that the City Cierk eali for bids on Diesel type oil for 1960, bids to be opened on January 5, 1960. MOT30N CARRIED LEGAL PUBLICATIONS It was moved by Kammeyer and 2nd by Petersen that the City Clerk call for bids on the Cityts legal publication for 1960, bids to be opened on January 5, 1960. MOTION CARRIED Councilman Aaby requested that something be done about widening First St. N.W. while they are in the process of making the parking lot. It was moved by Fitzsimmons and 2nd by Prescott that the Mayor appoint one more Councilman to the S reet Committee to make a quorum of the Council. Councilman Fitzsimmons was appointed. It was moved by Aaby and 2nd by Prescott that the Street Committee negotiate for the widening of First St. N.W. MOTION CARRIED AUDIENCE The Mayor stated that talk was going around about free parking from the 1$th to 24th of December for the Pristmas shoppers. No action was taken. ALAIMS It was moved by Petersen and 2nd by Prescott that the following claims against the City, all having previously been passed and signed by the Finance Committee, be approved and the City Clerk be authorized to draw warrants in payment.
