AJBURN, WASHINGTON TUESDAY DECEMBER 15, 1959

Regular meeting of the City Council of the City of Auburn
was held at 8:00 P.M. in the Councif Chambers at the City Ha(I.
The meeting was called to order by Mayor Denise.
Councilmen Present: Aaby, Petersen, Kammeyer, Stalder,
Fitzsimmons, Towner, Prescott
Councilmen Absent: None
Minutes of the previous meeting held December 1, 1959, were
approved as mailed.
PUBLIC HEARING
None
BIDS
Bids were received from the following companies for supp)ying
the Police Dept. with a new patrol car: Hawkins Pontiac net price
$1397.51; Bothell Chevrolet nt price $1427.90; Brewer Motors net
price $1763.40; Scarff Motors net price $1798.20; Valley Motors
net price $1173.00.
These bids were referred to the Purchasing Committee and
Po) ice Chief.
Bids were received from the following companies for supplying
the Street Dept. with a new truck: Valley Motors, with trade-in
$1817.44, without trade-in $1982.44; Botheil Chevrolet with
trade-in $1636,07, without trade-in $1761.07; Scarff Motors with
trade-in $I798.64, without trade-in $1888.64; Brewer Motors with
trade-in $1781.40, without trade-in $2181.40.
These b+ds were referred tothe Purchasing Committee and
Street Supt.
COMMITTEE REPORTS
PURCNASING COMMfTTEE
The Purchasing Committee recommended that the garbage contrac-
be awarded to Shaw Disposal, Inc.
lt was moved by Petersen and 2nd by Kammeyer that this
award be approved.

STREET COMMITTEE
The Street Committee had investigated the complaint about the
heavy trucks using IOth S.E. when supplying products to Thriftway.
They had tatked to Mr. Anderson, the manager, and he assured the
Street Committee that he would talk to the drivers.
WATER COMMITTEE
Councilman Kammeyer stated that he had received word that
the water was raisinq. They qot pumps ready at the disposal plant

ORD I NANCE #I 363
It was moved by Towner and 2nd by Kammeyer that Ordinance
#1363, entitled, An Ordinance of the City of Auburn, Washington,
declaring a public emergency to exist and reauiring the apprapria-
tion of $2,100.00 from "unexpended Funds" in the "Current Expense
Fund" to cover deficiencies in the Police Department budget, be
adopted with the following roll call vote being recorded: Aaby,
Y25; Petersen, YCS; Kammeyer, y@S; Stalder, }/@S; Fitzsimmons, Y@5;

RESOLUT I ON #55
It was moved by Fitzsimmons and 2nd by Prescott that Resolu-
tion #55, entitied, A Resolution of the City of Auburn, King
County, Washington, relating to the Urban Planning Assistance
grant for Auburn, Washinton, be introduced and adopted with the
following roll call vote being recorded: Aaby, yes; Petersen, yes;
Kammeyer, yes; Stalder, yes; Fitzsimmons, yes; Towner, yes;
Prescott, yes;
WATER SUPT. REPORT
I Excused from this meeting on account of the flood.
STREET SUPT. REPORT
I No report
ENGINEER'S REPORT
Councilman Stalder asked the City Engineer about the opening
on 6th S.E. The Engineer stated that the gas company has been
notified about this. The hole was caused by excessive rains,
and filling it with gravel will not help. It will be a few days
before the ground is in condition to be paved.
OLD BUSINESS
Councilman Towner inauired as to that was being done about
the old Modern Cold Storage Lockers. It has been several weeks
since the insurance has been settled and nothing has been done
about removing the building.
It was moved by Towner and 2nd by Petersen that the City
Engineer check on this building and let the man know that something
should be done or else condemnation proceedings will be started,
, MOTION CARRIED.
' Councilman Kammeyer requested to know who Was awarded the
bid for the Addressograph and graphotype machines from the VJater
Dept. This will be looked into by the Punccasing Committee.
The City Attorney advised the City Council that there was an
outstanding indebtness against Water District 80 in the approximate
amount of $26,000.00 which was approximately $1,000.00 more than
the revenue at the time the City acauired the Water District. He
recommended that this amount be raised so final settlement could
be reached. This matter will be given further consideration at
, the next regular council meeting.
' The City Attorney stated that upon studing the matter, he
had come to the conclusion that the City could not pass a retro-
active ordinance regarding the sewer raise.
It was moved by Kammeyer and 2nd by Aaby that the City
Attorney be instructed to get an opinion from the Attorney General
on trying to repeal this ordinance retro=actiaae, and let any-
thing further lay till next council meeting.

Councilman Towner stated that the Chamber of Commerce wished
permission to have free parking from December 14th to 19th.
It was moved by Towner and 2nd by Kammeyer that this permissio
per granted.

Councilman Fitzsimmons displayed a map show:ng the old

City Engineer make the necessary survey.

ELMER STODD
Elmer Stodd stated that there is a need for radio equipment
in the City. Every department wouid benefit from thsi equipment,
especially the Civil Defense. He requested that the City look
into the cost of such eauipment. This equipment can aiso be
purchased on a matching fund basis.
This renuest was referred ta the Purchasing Committee.
CORRESPONDENCE
The City Cferk read a letter from residence on 19th S.E.
reauesting a street light be installed.
This reruest was referred to the light committee.
CHANGE ORDERS
The City Clerk read some change orders from Dnn Allison
for the new fire hall. There was an addition of $366.88 and a
deduction of $50.43. Also an addition of $1,118.04 for the
asphalt paving not inciuded in original contract.
The F'ire Comrnittee will check on this and report back at
the next council meetina.
OPA-LOCKA CIVIL IMPROVEMENT LEAGUE
The City Clerk read a proposed law amending the Internal
Revenue Code, which prevents taxpayers from claiming as deduction
payments made on local government for services or public improve-
ments, when these payments are made in the form of service
charges or assessments.
This was referred to the City Attorney.
1FRANSFER ORDERS
The City Clerk submitted two transfer orders #471 and #472.
It was moved by Kammeyer and 2nd by Petersen that these
orders be approved.

AUDIENCE
George Pitman recuested information regarding the overtime
parking fees on non-meterdd parking zones. He stated that the
fee for these zones was $1.00 while the fee for overtime parking
in lots was ,25¢. He asked if these fees shouldn't be the same.
No action was taken.

It was moved by Prescott and 2nd by Kammeyer that the
following claims against the City, all having previously been
passed and signed by the Finance Committee be approved and the
City Clerk ;De authorized to draw warrants in payment.

There being no further business to come before the City~
Council, the meeting was adjourned at 9:50 P.M., subject to the
calf of the Mayor.
