l]ear Nrayor Lewis, , what is the process that would enable the Qrdinance 5 SZ9 to be amended? Specifically, the ordinance does not
address people who rent their home to a someone who awns a potentially dangerous dog breed.
1'll use my specific situation as an example, I have lived in my Name at 3a8~'7 55th Ave. S. for approximately Z5
years: For the bulk of that time the house directly behind me has been a rental. Currently, the owner--ofthe--property
directly behind my home rents to a person with three pit bulls.

run toward the fence barking and acting aggressively. Both times the renter called them away. The owner recagni~es
that these lags are aggressive. in fact, he has two beware of dog signs in his windows. Although the dogs have not

is nothing has been done to pit up what would call adequate fencing.
Let me me get right to the point:
• These animals lower m ro ert value. House prices are already depressed enough. ~f my house vas on the Yp p Y
market, nobody with children or pets would buy my home because NCY fence is not adequate to keep these dogs
out.
• ~ The landlord derives rafit from the roperty while I suffer both in the value of my home and my safety,} p p
. The landlord is usin m fence to contain his renters potentially dangerous dogs. He makes money from the g Y
renter with the otentially dangerous dogs while using my fence to contain them. p
• Since the owner derives profit from renting the propert~r to potentially dangerous dog o~ners they should be
re uired to ode uatel fence their roperty to retain potentially dangerous dogs. This means the fence needs to q q Y p
be a minimum of 6 feet high.
. Landlords should not be able to rent to potentially dangerous dog owners without a specif c insurance policy
riders ecifically to protect neighbors from the renter's potentially dangerous dogs. p
Please let me know the races to amend this ordinance. Since landlords are renting their Names and enjoy the pra~ts p and tax benefits of rental property, they should be required to protect
their neighbors from dangerous dogs awned by a
renter. ~Fhe renter has no financial stake in the property so doing something like improving the fencing and
containment of their dangerous dogs is something they will never do unless they are absolutely forced ta.
