MINUTES
1. CALL TO ORDER
Chairman Thordarson called the meeting to order at 9:00 a.m. in the Council Conference Room,
located on the first floor of Auburn City Hall, 25 West Main Street, Auburn, Washington.
Committee members present were: Vice-Chair John Calnan, Jim Fletcher, Lonnie Tealer, James
Chambers, and Michael Pratum. Also present during the meeting were: Public Works Director
Dennis Dowdy, Transportation Planner Joe Welsh, and Public Works Department Office Assistant
Heather Mustain.
Absent from the meeting were Committee members: Angie McCarr, Dirk Bidleman, Gary Venn and
Charles Schumacher.
II. CONSENT AGENDA
A. APPROVAL OF MINUTES
It was moved by Lonnie Tealer seconded by Jim Fletcher that the Committee approve the
Public Works Committee minutes for January 27, 2010. Motion carried.
III. DISCUSSION AND INFORMATION
A. STREET UTILITY LEGISLATIVE UPDATE (DOWDY)
Director powdy informed the committee that the Street Utility did not go past the first committee
at the Legislative Session. In order to move forward we are going to have to find business
leadership to back us with the Street Utility.
Dowdy told the committee there are questions being asked about implementing a City Street
Utility if the Street Utility does not pass at the State level. Dowdy stated that attorneys have said
a City Street Utility is possible if several cities band together, but unlikely if it is only our City
pursuing the Street Utility. If we were to try to pursue a City Street Utility without other cities we
would have to have the support of both port districts and both Pierce County and King County.
Dowdy suggested that we invite Government Relations Manager, Carolyn Robertson to the next
meeting to discuss what happened at the legislative session. He informed the committee that
she would be able to discuss what happened at the legislative session and where our biggest
hurdles are with pursuing the Street Utility. Dowdy also suggested that a member from the
Association of Washington Cities attend the next meeting because they prepared the education
for the Legislature. Dowdy said that we need develop a strategy to educate the businesses

within the City to move forward with the Street Utility.
B. PUGET SOUND REGIONAL COUNCIL (PSRC) DRAFT VISION 2040 REVIEW (DOWDY)
Director powdy told the committee he would be emailing them PSRC Draft Vision 2040 for their
review and comments. Director powdy stated that comments would be due in March and a
specific deadline would follow in his email with the PSRC Draft Vision 2040. Director powdy
asked that this topic be added to the next meeting for discussion.
C. METRO OPEN HOUSE
Transportation Planner Joe Welsh informed the committee of Metro's Open House that will be
held February 25, 2010 from 4-6pm in the City of Auburn's Council Chambers. Welsh explained
to the committee that Metro would be looking for comments on the transit routes in Auburn.
Welsh suggested to the committee that routes 919 and 910 be changed to fixed routes instead
of dial a ride routes, both routes stop at the Senior Center.
