CALL TO ORDER Chair Judi Roland called the meeting to order at 7:01 p.m. in the Council Chambers located on the first floor of Auburn City Hall, 25 West Main Street, Auburn, WA. Commission Members present were: Chair Judi Roland, Vice Chair Kevin Chapman, Bob Baggett, and Peter DiTuri. Commission Members excused were: Ron Copple, Michael Hamilton, Joan Mason and Dave Peace. Staff present included: Interim Planning Director Kevin Snyder, Environmental Protection Manager Chris Andersen, Environmental Planner Jennifer Shih and Assistant City Attorney Steven Gross. Audience members included Douglas Hill and Nancy Cunningham. II. APPROVAL OF MINUTES Chair Roland noted that since there was not a quorum, the Commissioners could not conduct any business. Therefore, the minutes from February 23, 2010 would be carried over to the next meeting for approval. III. ADJOURNMENT Planning Commission Chair Roland adjourned the Planning Commission meeting at 7:02 p.m. IV. STAFF PRESENTATION A. Changes to Proposed Amendments to Titles 14, 15, 16, 17 and 18 of the Auburn City Code relating to the City of Auburn's floodplain development regulations Environmental Protection Manager Chris Andersen stated that staff would be conducting a public information presentation with an opportunity for public comment regarding the proposed floodplain regulations. He encouraged attendees to ask questions during the presentation. Mr. Andersen, Environmental Planner Jennifer Shih and Assistant City Attorney Steven Gross gave a PowerPoint presentation and answered questions from attendees regarding the proposed amendments. The presentation included background information regarding why the proposed floodplain regulations were necessary, and addressed key elements of the proposed regulations, including the role of the model ordinance being developed by the Federal Emergency Management Agency (FEMA), potential future changes to the FEMA floodplain maps for Auburn, the effect of adoption of the proposed amendments on the City of Auburn Planning Commission Meeting Minutes March 23, 2010 floodplain development moratorium that has been in place since 2008, a summary of the amendments to Auburn City Code Titles 14, 15, 16, 17, and 18, the development of a Regulatory Floodplain Map, and additional revisions proposed by staff as a result of a revised draft model floodplain ordinance issued by FEMA on March 9, 2010. The presentation concluded with information regarding staff contact numbers and web page addresses where the public could get more information about the proposed amendments and view a higher resolution copy of the proposed Regulatory Floodplain map. A brief question and answer session between staff and meeting attendees followed the presentation. The public information meeting concluded at 8:20 p.m. Page 3
