Memorandum To: Planning and Community Development Committee From: Elizabeth Chamberlain, Principal Planner CC: Kevin Snyder, Interim Director Date: April 20, 2010 Re: Business Improvement Area Background The Business Improvement Area (BIA) was formed in 1988 through the work of the BIA Advisory Committee that worked to identify solutions for problems that affect the viability of businesses within Auburn’s Central Business District. The BIA was formed pursuant to RCW 35.87A and the district established by Ordinance 4293 (attached). Also enclosed is a map showing the BIA boundary. Pursuant to Ordinance 4293, there are two entities involved with the operations of the BIA. The first group is the Committee of Ratepayers, which reviews/approves the annual report and budget of the administration arm of the BIA. The Committee of Ratepayers also submits an evaluation report on the performance of the BIA administrator. Administration of the BIA is through an established business group or Chamber of Commerce; the established business group, the Auburn Downtown Association, administers the BIA. Conducts activities pursuant to the five areas authorized by Ordinance 4293 Current Status The Auburn Downtown Association (ADA) is the organization contracted to administer the BIA. With the new Executive Director hired, the ADA is back on its feet working towards accomplishing their 2010 work plan. Some key items in the ADA 2010 work plan are the new ADA website, www.auburndt.org , a business directory for the businesses within the BIA, and continued work on events. The City is working on amendments (will be brought to PCDC soon) to the business license code so renewals run on a calendar year rather than a fiscal year. The ADA is also amending their by-laws so their budget will be on a calendar year as well.
