MINUTES
I. CALL TO ORDER 4:00 PM, ANNEX BUILDING CONFERENCE ROOM NO. 2,
ND
1 E MAIN STREET, 2 FLOOR
Chair Peloza called the meeting to order at 4:00 p.m. in Conference Room No. 2
on the second floor of the Annex Building, One East Main Street, Auburn WA.
Members present: Chair Bill Peloza, Vice-Chair Sue Singer, Member John
Partridge.Staff present: Mayor Pete Lewis, Chief of Police Jim Kelly, HR
Director Brenda Heineman, Risk Manager Rob Roscoe, Assistant City Attorney
Steve Gross, Parks Director Daryl Faber, Cemetery Supervisor Craig Hudson,
Police Secretary/Scribe Kathy Emmert. Others present: citizens Mike Weinman,
Michael Myers, Ron Balmer, and Wayne Osborne, Auburn Reporter
representative Robert Whale.

A.Approval of Minutes of the April 26, 2010 Municipal Services
Committee Meeting
Vice Chair Sue Singer moved to accept the Minutes of the April 26, 2010
meeting. Member Partridge seconded. Chair Peloza concurred.
Note: Member Partridge asked about the unpaid alarm fees as noted on
the attachment to the Minutes given the recent Council action on other
unpaid fees. The committee decided to wait for the next report which
should be available around June 28, 2010 to determine what if any, action
might be appropriate.
MOTION CARRIED: 3-0
IV. ORDINANCES AND RESOLUTIONS (Action Items)
A. Resolution No. 4598* (Heid)
A Resolution of the City Council of the City of Auburn, Washington,
authorizing the Mayor and City Clerk to execute an agreement between
the City of Auburn with various tow operators for tow services

No action taken – Discussion took place requiring the Resolution be
adjusted and further discussion will take place at the meeting on May 24,
2010.
V. INFORMATION / DISCUSSION ITEMS
A. Ordinance No. 6306* (Faber)
An Ordinance of the City Council of the City of Auburn, Washington,
amending Section 2.72.180 of the Auburn City Code relating to interments
per individual grave
Vice Chair Singer moved to support and recommend the full Council adopt
the Ordinance, Member Partridge seconded and Chair Peloza concurred.
MOTION CARRIED: 3-0
B. Animal Control and Rescue Update (Heineman)
HRDirector Heineman updated the Committee on the City’s process and
negotiations towards securing animal control and rescue services for the
City as of July 1, 2010. The Mayor and Director Heineman will provide
further updates at the next meeting just prior to the deadline for a
commitment by the City.
C. Electronic Home Monitoring (Heineman)
HR Director Heineman and Risk Manager Roscoe provided a draft
document for Electronic Home Monitoring services overseen through the
Probation Department. This transition to Probation from the Auburn Jail is
preparatory to the Jail being absorbed into the S.C.O.R.E. facility that will
not have this capability. Electronic home monitoring provides a cost
effective alternative to incarceration for qualifying individuals.
D. Edward Byrne Memorial Justice Assistance Grant (JAG) (Kelly)
Chief Kelly presented documents related to the most recent Byrne Grant
that the City has utilized for the past 10 years. The documents provide
information about the grant and the proposed specific and limited usage of
the $42,784.00.
E. Matrix

Item 4I – Dangerous Dog Ordinance Notification – review date is now
6/28/10
Item 6I – Towing Ordinance Issues – review date is now 5/24/10
