This year fhe deparfinent utilized a similar deployment ~ plan and directive outlining expectations for fireworks enforcement as was done in 2009. ~ ~ Department policy directed officers to take a"zero tolerance" approaeh with regard to ' illegal firework possession and discharge. Further, response to 9-1-1 calls for service : was to be as timely as possible and arrests made when pr.obabte cause was established ~ ; by the responding officer. ln 2010 we worked hard to attain.the below objectives. ~ 1. Maintain citizen awareness of the local fireworks laws and emphasis patrols. 2. 1Nork to increase the number of firewocks arrests and fireworks confiscated. ~ 3. Continue to work with the VRFA to improve public safety. 4. Decrease calls for service by citizens related to fireworks complaints. 5. Work with the Muckleshoot Indian Tci6e to address safety issues in the stands area, as well as traffic concerns along State Route164 (Auburn 1Nay South). 6. Monitor and assist the Tribe with shutting down the discharge area. ~ ; i Results: o Press releases, newspaper articles and City signage were utilized again this year. Flyers were sent home with all Auburn Middle School and Elementary students prior to the end of the school year. CRT utilized the apartment manager e-mail distribution list to send out fireworks information flyers. o In 2010, fireworks arrests remained the same as in 2009 with 8 arrests. The amount of fireworks confiscated by emphasis officers decreased from 66,000 pieces in 2009 to12,000 pieces in 2010. o The fireworks emphasis patrols began on June 1e with one officer each night for the first week, two officers each night for the second week and four officers i assigned to July 3. 26 officers were assigned to speafic neighborhood emphasis patrols on July 4th. The emphasis officers leading up to the 0 worked 1600- 2200 and the offcers who worked on the 4"' worked 1600 until about 0130. . j o On July 0 12 officers were assigned on or near the Muckleshoot fireworks stands and discharge area. The fireworks stands and discharge area for the I most part were orderly and there were no major problems. The Smoke Shop and j the Bingo Hall were shut down early by the Tribe and they did not allow anyone . to park or sit on that side of Aubum Way South which cut down on pedestrians illegally crossing the street. o On July 4"' 15 police cars and 2 motorcycles were used for citywide fireworks I enforcement. 33 officers, 2 motorcycle officers and 3 sergeants were part of the ; deployment plan that broke up.the City into four areas; North Auburn, East (Lea Hill), South Aubum and the fireworks stands area. o The VRFA participated in the fireworks emphasis efforts by providing 2 firework ( transport vehicles. The transport vehicles were deployed so that one was in the ~ north and one in the south part of the City. This enabled emphasis officers to ' remain in service and take the next available call. VRFA provided the transport . ~ -drivers, as well, as, assigning a person to the storage container for an accurate ~ account of fireworks seized and for the proper storage of fireworks. ~ ~ o. The Police Department had representation at the Mwckleshoot Fireworks ~ . Commission meetings. This allowed us input with regard to the stands and ; discharge area. Traffic congestion in and around the stands was a major i concern this year and the Commission was very interested in resolving this ~ problem. The Commission agreed to hire more security than previous years in ; #he hopes of moving cars from the roadway tothe parking lot. The Tribe did ~ have more security on site for directing traffic; however, we had some major ~ traffic issues on Auburn Way South on July 3`d and throughout the afternoon on i the 4th. It was realized that:the West bound traffic light at Muckleshoot Plaza was , only holding green for about 30 seconds and the East bound tum light into the stands area was holding for abouf a minute and a half. This proved to be problematic. The 30 second only light caused West bound traffic to back up to Poplar Street. The section of road on reservation land from Aubum Way South to the parking lot in the sfand area was riddled with large pot holes which caused vehicles to travel very slowly through the stands area to the main parking lot only allowing about 10 to.15 cars to get through the light and onto their property. City ; i ~ 2 trafflc engineers were called and they increased the green light West bound to 1 minute and decreased the East turn signal by 30 seconds. This seemed to clear ~ the congestion within 15 minutes. The East bound tum lane did periodically backed up causing East bound congestion but our traffic officers were able to shut down the tum lane from time to time to relieve the congestion. This worked , very well without many complaints. o The Tribe created and adopted a resolution placing curfew hour.s on discharging : j fireworks on reservation land. The weekday curfew was 2200 and the weekend ~ curfew was 2400. This resolution came to the City only a couple of days prior to ~ July 4"'. On.the 4t' we used approximately 10 patrol cars to assist in shutting down the discharge area at 0100. The discharge area cleared with no pro6lems . and the discharge of fireworks immediately stopped. ~ ~ Fireworks calls for service j ~ A total of 55 officers were assigned to emphasis patrols in 2010 with a high ~ priority being placed within the neighborhoods. Fireworks calls for senrice were ' down considerably, from 309 in 2008, 306 in 2009 and 162 in 2010, a 47 I decrease from 2009. Calls for service befin►een June 15th and July 2nd averaged 3.6 per day. On July 3`d there were 30 fireworks calls. On the Fourth of July, fireworks related calls for service were also down, 2008 = 133, 2009 = 99, and 2010 = 62, a 37.40/o decrease from 2009. There was a total of 8 fireworks related arrests from June 15th through the 4th and 6 of those aRests were on the 4"' of July. ~ In 2008 there were 33,000 pieces of illegal fireworks confiscated and in 2009 our ; officers confiscated 66,000 pieces of illegal fireworks. In 201012,000 pieces of ' illegal fireworks were confiscated with almost all of it on July 4th. ~ On July 5th there were 26 fireworks calls for service. These calls were spread out ! throughout the City with some being in the early moming hours and early ~ afternoon and half being in, the late afternoon to evening hours. There was also a complaint during the evening of the 5'h that the fireworks wholesalers discharged a signficant amount of large display fireworks after the 10 PM curfew. ; Patrol officers were dispatched and were successful in shutting them down. j C. Suggestions for 2011 o Continue to recommend to the City Council a fireworks ban. o Continue to adopt an aggressive "zeratolerance" policy for enforcement and confscation of illegal fireworks. ! ~ o'Establish more defined patrol, zones within the City for emphasis officers to patrol in the neighborhoods. I ~ o Continue the education and community awareness through flyers, newspaper articles and feleVision coverage. ~ i 3 . ~ i o Continue to improve relationships with the Muckleshoot Indian Tribe and a cooperative effort with regard to fireworks. Work with the Tribes attorney in Ma~r and attempt to obtain the curfew resolution at least a month before . the 4t of July. o Work with the Tribe on an improved traffic movement in the sta_ nds area that would allow vehicles to exit SR 164 more efficiently to improve the 3"d • and 4th of July traffic congestion. . o Adjust emphasis patrols deployment to one week before the 4t' and adjust th.eir patrol times to 1700-2400. ~ ~ o Have one or two officers work fireworks emphasis patrols on July 5t' to handle complaints. ' ~ Conclusion: j. This July 4th season could be categorized as the quietest in many years. The I amount of observed fireworks being discharged fhroughout the City prior to July ~ - 4th was minimal. Officers reported that on Jufy 4th, fewer observations were made of illegal fireworks being discharged. . ~ The most significant issue that was dealt with was the traffic on Auburn Way ; South. It was successfully managed and there were no collisions or traffic , incidents of any kind reported. No officers were injured and there were no 4 serious injuries to any citizens and no reported structure fires. 1 believe the 2010 July 4th enforcement plan was successful and all offioers camed out the plan as directed and conducted themselves in an exemplary manner. ! i ; ~ i ; I i i i i I ~ .
