Comments from the Planning & Community Development Committee's (PCDC) review on July 12th and Public Works Committee's review on July 19th have been incorporated into the final draft. At the August 9, 2010 PCDC meeting, staff will present the final draft of the TIP. BACKG ROU N D The TIP is primarily a planning document that identifies transportation infrastructure improvement projects programmed over the next six year cycle. The TIP is used as a reference document in preparing biennial budgets however does not represent a financial commitment by the city. Projects are selected from Comprehensive Transportation Plan projects, consultation with various Committees, community needs and staff recommendations. The TIP also serves as a helpful tool for coordinating with other projects within the city and within the region. The TIP identifies the forecast revenues and expenditures for each of the projects included in the TIP. Per RCW the City's proposed contributions to projects are required to be financially constrained in the first three years of the program. This requirement does not apply to outside funding sources or potential grants. PROPOSED CHANGES TO THE 2011-2016 TIP Deletions: PCDC Page 1 8/2/2010 TIP #2 (2010-2015 TIP) Citywide Intelligent Transportation Systems (ITS) Phase 2 TIP#56 Auburn Transit Station Parking Garage, This project is proposed to be moved to the Recommended Regional Projects Category of the Project Summary. This is not a project that would be constructed or managed by the City. Additions: Below are the proposed new additions to the 2011-2016 TIP. TIP #56 Lea Hill Pedestrian Improvements The project consists of constructing pedestrian improvements along the south side of SE 312th St east of the intersection with 124th Ave SE, intersection improvements at 116th Ave SE & SE 304th St, paint bike lanes on 116th Ave SE between SE 312th St and SE 304th St and improve curb ramps adjacent to Rainier Ridge Middle School. The project will benefit school age children attending Rainier Ridge Middle School, Lea Hill Elementary, and Hazelwood Elementary School. It will also improve pedestrian circulation in general on Lea Hill. TIP# 2 Auburn Way South Corridor Improvements Phase I This project is the first phase of an overall corridor improvement plan developed in coordination with WSDOT and the MuckleShoot Indian Tribe. This phase consists of constructing pedestrian improvements along Auburn Way South between Dogwood St SE and Fir St SE, including sidewalk improvements, access management median Island (left turn restrictions between Dogwood Stand Fir St), amid-block pedestrian crossing, construction of a u-turn wedge at Fir St SE and street lighting. This project will restrict left turn movements from the driveways between Dogwood and Fir St SE including Elm St SE. NEXT STEPS PCDC recommends approval of Resolution 4314 to City Council for setting of public hearing and final adoption. Background Summary: Pursuant to RCW 35.77.010 the City of Auburn is required to annually prepare and adopt a comprehensive Transportation Improvement Program (TIP) for each ensuing six calendar years. The TIP is the detailed programming document for transportation improvements over a six year period. The plan is intended to ensure that the City will have available advance plans as a guide in carrying out a coordinated street construction program. The City Council is required to conduct a public hearing to review the work accomplished under the six- yearTransportation Improvement Program, and to adopt a revised and extended plan. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AUBURN, WASHINGTON, HEREBY RESOLVES as follows: Section 1. PURPOSE. The purpose of this Resolution is for the City Council to set a time and date for a public hearing on the 2011-2016 Transportation Improvement Program, to review the work accomplished under the program, and to identify capital transportation system improvement projects, and relevant transportation studies. Resolution No. 4613 August 16, 2010 Page 1 Section 2. NOTICE OF HEARING. The Council hereby directs that a notice specifying the time and place of the public hearing shall be published one time in a newspaper of general circulation and the notice shall also be posted in three public places. Such public notice shall precede the public hearing by at least 10 days. Section 3. DATE OF HEARING. Pursuant to the requirements of State law, a public hearing on said 2011-2016 Transportation Improvement Program will be held on the 7t" day of September, 2010, at 7:30 p.m., or as soon thereafter as reasonably possible, in the Council Chambers of the Auburn City Hall at 25 West Main Street in Auburn, Washington, before the City Council. All persons interested in said 2011-2016 Transportation Improvement Program may attend and testify at said hearing. Section 4. AUTHORITY. The Mayor is hereby authorized to implement such administrative procedures as may be necessary to carry out the directives of this legislation. Section 5. EFFECTIVE DATE.
