MINUTES
I. CALL TO ORDER 4:00 PM, AUBURN CITY HALL, 25 W. MAIN STREET,
CONFERENCE ROOM NO. 3, 2ND FLOOR
Chair Peloza called the meeting to order at 4 p.m. in Conference Room 3 on the
second floor of City Hall, 25 West Main Street, Auburn WA. Members present:
Chair Bill Peloza, Vice Chair Sue Singer and Member John Partridge. Staff
rp esent: Chief of Police Jim Kelly, City Attorney Dan Heid, Finance Director
Shelley Coleman, Planning and Development Director Kevin Snyder, Airport
Manager Jamelle Garcia, Construction Project Manager Steve Burke and Police
Secretary/Scribe Kathy Divelbiss. Others present: citizen Wayne Osborne and
Auburn Reporter Robert Whale

A. Approval of Minutes of the July 26, 2010 Municipal Services Committee Meeting
Vice Chair Singer moved to accept the Minutes of the July 26, 2010
meeting, Member Partridge seconded and Chair Peloza concurred.

V. INFORMATION /DISCUSSION ITEMS
A. King County Taxicab Enforcement Issues (Snyder)
Planning and Development Director Kevin Snyder presented a handout
with information related to the taxicab enforcement issues and discussion
followed.
B. Airport -Totem Electrical Contract Award (Coleman)
Finance Director Shelley Coleman requested the acceptance to award
contract CP0720 to Totem Electric. After discussion, Vice Chair Singer
moved that Contract CP0720 be forwarded to the full Council for
acceptance. Member Partridge seconded. Chair Peloza concurred.

C. Ordinance No. 6320 (Coleman)
An Ordinance of the City Council of the City of Auburn, Washington,
related to the Auburn Municipal Airport, amending the qualifications for the
Airport Supervisor, clarifying the authorization for the adoption of
Administrative Rules, clarifying the Enforcement Procedures removing or
amending obsolete references and amending Chapters 2.18 and 12.56 of
the Auburn City Code
Jamelle Garcia noted the language changes requested by Committee
Members and will revise Auburn Municipal Airport Rules and Regulations
document and bring it before the Municipal Services Committee for
review. An airport traffic pattern handout was distributed and discussed.
D. Ordinance No. 6323 (Coleman)
An Ordinance of the City Council of the City of Auburn, Washington,
amending Ordinance No. 6215, the 2009-2010 Biennial Budget
Ordinance as amended by Ordinance Nos. 6226, 6246, 6278, 6285, 6299
and Ordinance No. 6313 authorizing amendment to the City of Auburn
2009-2010 Budget as set forth in Schedule "A"
Finance Director Shelley Coleman handed out a copy of the 2010 Budget
Amendment "Schedule A" and this document was discussed.
E. Fireworks Stands Limitations (Reid)
City Attorney Dan Heid explained to Committee some pros and cons for
making limitations to fireworks stands. He will draft some language
regarding this issue for Committee to review at a later time.
F. 2010 Curfew Report (Lewis)
Committee discussed the curfew report.
